The Process of Policy Analysis


What is Policy Analysis?
 The product of policy analysis may be advice as
simple as a statement linking a proposed action
to a likely result: lowering the cost of gasoline
G will increase miles M driven; or increasing
consumer tax T will decrease consumer
consumption; or increasing security check
controls will likely increase citizens safety.
Policy Analysis
 May also be more comprehensive and quite
complex: a passage of bill A, which can be
achieved with the greatest certainty through
legislative strategy S, will result in aggregate
social cost of C and aggregate social benefit of
B, but with disproportionate costs for group 1
and disproportionate benefits for group 2.
Policy Analysis
 Policy analysis is the activity of creating
knowledge of and in the policy making
process. In creating knowledge of policy
making process analysts investigate the causes,
consequences, and performance of public
policies and programs.
Some Examples of Policy Issues
 Should the Parliament adopt a new Law on Public
Indebtedness that will reorganize the process of borrowing?
 Should the Ministry of Local Self-Government develop a
system for monitoring and evaluating the success of local
government decentralization?
 Should the Civil Service Agency develop a master strategy for
identifying appropriate forms for training government
employees?
 Should the Ministry of Finance create recruitment subsidies to
create jobs for unemployed youth?
 Should the Ministry of Foreign Affairs and the European
Integration Unit of Government adopt a strategy of EU
accession based on sequencing the requirements for EU
membership?
