Does ragging develope friendship? Ragging is a term used for active, systematical human rights abuses, similar to hazing and fagging, the severest forms of which are found in engineering, medical and military colleges. Ragging is defined as –“ the doing of any act which causes, or is likely to cause any physical, psychological or physiological harm of apprehension or shame or embarrassment to a student, and includes– (a) Teasing or abusing of playing Practical joke on, or causing hurt to any student. or (b) Asking any student to do any act, or perform anything, which he/she would not, in the ordinary course, be willing to do or perform. The Hon’ble Supreme Court of India perhaps has given a more comprehensive meaning of ragging as under: “Ragging is any disorderly conduct, whether by words spoken or written, or by an act which has the effect of teasing, treating or handling with rudeness any student, indulging in rowdy or indisciplined activities which cause or are likely to cause annoyance, hardship or psychological harm or to raise fear or apprehension thereof in a fresher or a junior student and which has the effect of causing or generating a sense of shame or embarrassment so as to adversely affect the psyche of a fresher or a junior student.". * Some of the most popular forms of ragging in colleges are: * Dress Code Ragging * Formal Introduction * Verbal Torture * Playing The Fool * Hostel Ragging * Drug Abuse How Ragging Affects The Victim: 1. Ragging has become an annual 'tradition' in which the victims are solely the freshers. There are two kinds of ragging. jokes.For few ragging is inducing. that is different. (2) The decision of the Head or Manager of the educational institution under sub-section (1) shall be final. (1) A student convicted of an offence under Section 4 and punished with imprisonment for a term shall be dismissed from the educational institution. Whoever. (g) All words and expressions used but not defined in this Act shall have the meanings assigned to them under the Andhra Pradesh Education Act. 1860 respectively. and includes an orphanage or boarding home or hostel or a tutorial institution or any other premises attached thereto.AN ACT TO PROHIBIT RAGGING IN EDUCATIONAL INSTITUTIONS IN THE STATE OF ANDHRA PRADESH. carrying on the activity or imparting education therein (either exclusively or among other activities). The provisions of this Act shall be in addition to and not derogatory of any law for the time being in force. 5. unless the context otherwise requires – (a) ‘act’ includes words either spoken or written or signs or sounds or gestures or visible representations. (1) This Act may be called the. 1982 or the Indian Penal Code. (1) If the Head or the Manager of an educational institution fails or neglects to take action in the manner specified in sub-section (1) of Section 6. (b) ‘Educational Institution’ means and includes a college. 2. (c) ‘government’ means the State Government of Andhra Pradesh. 9. 7. It is still an important factor in Indian ragging. History teaches us that borrowing the foreign culture has always proven to be disastrous to the importing nation. Many seniors. Ragging then meant seniors mocking and jesting at juniors. communities and religion etc. It was now left to the college authorities to enforce this law. it became conspicuous only after independence. Till the late 60's ragging was never a serious problem in India as it was relatively in a much milder form. Soon ragging became a measuring rod to test the grit of the seniors.In India the tradition of ragging was imported along with the English education. This has given a passive social approbation to this cruel practice. primarily because higher education was confined to some particular sect of the society and hence ragging was confined only to a part of the civilized community of this country. In 1997 Tamil Nadu. which was one of the worst affected state. This led to complete disappearance of daytime ragging in campus which was much healthier and a safer mode of interaction while more threatening and virulent ragging in the hostels continues to thrive in most of the colleges. During the early 90's rapid mushrooming of new private Engineering and Medical colleges led to several disastrous experiments with this old practice of ragging. Ragging is just another example to it. Even in the west ragging was always used as tool to take out vengeance between the Blacks and Whites. finally succumbed to peer pressure. who were reluctant to rag their juniors. In 2001. It made Southern India a hub of this brutal activity. Deep influence of the media during the 80's made ragging much more brutal and violent in India. the Hon'ble Supreme Court of India banned ragging throughout the country. During the 90's ragging related suicides began to increase at a rapid rate. Gradually as the higher education became more and more accessible to different communities. As long as this exists ragging will never see its demise. We tend to forget that ragging is a western culture and is deleterious in a multi-ethnic and diverse society such as India. In India. became the first province in India to bring legislation against ragging.
