Cloze Test

King Henry VIII established the first government postal service in England. Later rulers expanded this system. In 1609, only government messengers were allowed to carry letters. However, in 1680 a London merchant started his own private penny post system within the city, which became quite successful. The government then took over this system and continued operating it until 1801 when the entire postal system was reorganized under a single national system. Standard postage rates were set for all distances within England based only on the weight of the mail. Most other countries then modeled their postal systems after the successful British system.
