As informed through our previous letters no. HCCL/URI-II/024 dated 15.11.2005 & HCCL/URI-
II/062 dated 30.12.2005, there exists discrepancy among the various survey control points of the
project established by NHPC.

However, you have instructed us that “…. the value of these control points can be utilized for
start of work of structures in the near vicinity of these points.” However, you have also informed
us that “….. before start of tunnel excavation the Survey of India is being requested to check all
the Control Points to see if there is any error”, and that “ ….. we will re-establish the controls
during the course of time.” (vide your letters no. NH/URI-II/HQ/2005/769 dated 19.11.2005 &
NH/URI-II/HQ/2005/1051 dated 17.01.2006)

Now portal excavation of all the tunnels are completed and face blast will be taken shortly (in
fact, face blast for Adit-2 was taken on 22nd Feb-06).

Hence you are requested to kindly issue the correct coordinates and elevations of all the Control
Points without any discrepancy among them, pursuant to sub-clause A4.1 (1) of TS and sub-
clause 17.1 of the Conditions of Contract.

Dear Sir,

This has reference to your letter no NH/URI-II/HQ/2006/1661 dated 26 th April’ 06 vide which you
provided us the co-ordinates of different survey Control Points.

Subsequently joint survey was done by surveyors of NHPC and HCC with the help of NHPC
survey instrument LEICA 1800; the report for the same was submitted to you vide letter no
HCCL/URI-II/0199 dated 9th June’ 06. The survey revealed the following discrepancies

1) Error of 0.476 m in Easting and -0.652 m in Northing at point U-16 in reference to the co-
ordinates provided by NHPC i.e. Easting 75878.942 m Northing 117941.367 m.

2) Error of 0.712 m in Easting and -1.297 m in Northing at point U-17 in reference to the co-
ordinates provided by NHPC i.e. Easting 75993.733 m Northing 117435.647 m.

Presently traversing was once again conducted by surveyors of HCC with the help of HCC
survey instrument PENTAX R-32 NX and following discrepancies have been found.

1) Error of 0.559 m in Easting and -0.762 m in Northing at point U-16 in reference to the co-
ordinates provided by NHPC i.e. Easting 75878.942 m Northing 117941.367 m.

2) Error of 0.850 m in Easting and -1.377 m in Northing at point U-17 in reference to the co-
ordinates provided by NHPC i.e. Easting 75993.733 m Northing 117435.647 m.

The detail reports for the traversing along with the calibration report of the survey equipment are
attached herewith for your reference and record.

You are requested to issue necessary decision / instruction for suitable adjustment of the survey
Control Point co-ordinates (so as to minimize the survey discrepancies) prior to start of HRT
lining work which is expected on 1st week of March’ 07.
