NOMENCLATURE, PAY SCALE/PAY PACKAGE
► The posts exist in regular cadres of the Deptt; with prescribed recruitment rules.
► PC-I describes Nomenclature, Pay Scale/Pay Package responsibilities etc of each
post sanctioned for the project.
► If not given in PC-1, Admn; Deptt; to prescribe

NEGOTIABLE PAY PACKAGE


► Special pay Package to determine by A.D in PC-1 with justification
► either specialized in nature,
► Unique in terms of qualification, experience,
► Either scares or monopolized such services.
► Market value is so high.
► BPS system shall not apply.
► Approval by committee headed by A C S, P & D, & K P.
PROCEDURE TO FILL THE POST
► Invite applications in print media at least 2 leading news papers & official web;
► Reasonable time not less than 15 days to ensure maximum competition.
► In urgent cases, not less than 7 days.
► If last date is public holiday, stand extended to next working day.
MATTERS OF URGENCY
► Security issues/projection of counter narrative
► Disaster Management/Health issues
► Project involving seasonal factors
► Signature/pilot project
► Projects at the verge of completion.]
PROCEDURE TO FILL THE POST
► Specify nature of post, BPS, pay package, duration, job description & station of
duty.
► Scrutinize applications by short listing committee.
► A D may hire independent testing agency to facilitate short listing process.
► Prepare lists & call qualified & eligible candidate for test /interview by
Committee
► Reasonable time for interview.
► Drop not appearing in interview from selection process.
► Interview the qualified & eligible candidates & draw merit list on basis of
academic qualification, experience, professional skills, & marks of interview.
► Sign order of merit of the candidates by Committee & forward to Secretary of
A.D for approval of A.A.
► A .A to issue appointment order. If the first on the merit list does not join within
one month, offer to the next one on merit list.
► After completion of hiring process, maintain a waiting list signed by members of
selection committee valid till 6 months and candidate appointed during period
from the list if a post is vacant due to
► a) Non- Joining b) Registration or; c) Disqualification due to disciplinary action
► Staff appointed by initial recruitment not entitled to pension or CP fund.
► Not treated “civil servant”.
► A committee under Chairmanship of Chief Economist, P&D with requisite
members to examine cases of headhunting & forward recommendations for
approval of ACS, P&D
► A.A/A.D to ensure maximum competition in hiring process.
► May short list 5 to 10 applicants against one post.
► No bar on the No; of shortlisted candidates if posts fall in specialized categories.
► Medical allowance ,TA/DA & up gradation of posts
as per Government Rules
► Casual leaves & any long live upto 45 days. Maternity leave to female employees
as per KP Civil Servants Leave Rules, 1981.
► Additional charge allowance @ 20% of basic pay (max; 12000/-pm for holding
Addition Charge for 30 to 90 days
DEPUTATION OF CIVIL SERVANTS TO PROJECT POSTS
► A D provide a panel of at least 3 officers of qualifications prescribed in PC-1 to
the P & D to be considered by (PPSC) for selection of suitable officer.
► Lending Department considers the proposal & will normally transfer the civil
servant on deputation basis. It may, regret the proposal in exigency of service.
► Deputation to project fully funded by K.P Government, project will not pay
pension contribution but KP Government to pay.
► Follow in other cases, the procedure of pensionary/ leave & other liabilities.
► pay in their own BPS & allowances plus deputation allowance @ 20% of basic
pay subject to maximum Rs.12000/-per month, & Project Allowance:-

► Vacate the allotted residential accommodation if duty station is out of district of


accommodation.
► If want to retain , house rent at market rates as prescribed by Government
► Initial period 3 years extendable for another 2 years or till the project life,
whichever is earlier.
► No deputation unless successfully completed initial & extended period of
probation.
► no consideration unless elapsing 4 years after return from last deputation
► A Provincial Project Selection Committee and a Departmental Project Committee
for recommending deputation to project strictly on merit keeping in view job
relevance, experience & service record.
APPOINTMENT OF CIVIL SERVANTS TO PROJECT THROUGH COMPETITION.
► Holding appointment on regular basis & possessing minimum qualification,
experience , apply through proper channel.
► If short time, advance copy of application & simultaneously submit application to
departmental authority for permission & furnish before interviews. If could not
produce permission, not consider for appointment.
► Department to process his application in time & forward it to quarter concerned.
► If appointed in open competition, obtain E.O.L before joining project provided
entitled for EOL as per KP Leave Rules,
► relinquish charge after relieving by competent authority to avoid accumulation of
pensionary liabilities against Government for project service
► Probationer & appointed on contract may apply & shall resign from Government
service if selected.
► On availing (E.O.L) vacate Government residential accommodation if the
project station is not the same in which official residence is provided.
► If wants to retain, pay House Rent at market rate
► On completion of project or its conversion into current budget, Contract staff
stand terminated
► [Link] on deputation or on EOL repatriated to parent department.
► PERs written by concerned authorities during deputation in the project.
CRITERIA FOR SELECTION.
► Possess prescribed minimum educational qualification, experience & within age
limits.
► Citizen of Pakistan, domicile of KP or FATA. if require highly Professional
qualification & experience, the A.A with approval of next higher authority,
appoint domicile of other province if no candidate of KP or FATA domicile.
► Selection purely on merit by selection committee on basis of academic
qualification, experience etc

APPOINTING AUTHORITIES.
BPS 1-16 Project Director
BPS 17 & above Admn; Secretary
Deputation of Admn; Secretary/Head of Attached Deptt; Approval of C.M

TERMINATION OF SERVICE ON COMPLETION OF PROJECT


► work against recruited post & not transfer to any other post in the project or
other station or other project under same department.
► If work unsatisfactory, be terminated on 15 days notice or payment of 15 days
salary in lieu thereof. G. Servant, repatriated to parent dept;
► Undertaking that during employment is held responsible for losses to project.
► On completion, employees stand terminated.
► Re-appoint on need basis, if project is extended over any new phase.
► If posts converted into regular budgetary posts, be filled through P S C or
DSC,
► No right of Ex-project employees to adjust against regular posts. if eligible,
apply & compete for with other.

MISCELLANEOUS
► No zonal allocation formula for project posts
► No age relaxation policy for project posts

Note; The relevant experience granted prior to essential /desired qualification required for the post will also
be considered.
D. Interview- = 8 Marks
Note; A candidate securing less than 40% in the interview shall be considered as failed.

E. Training course: Minimum three months training in the relevant field from a
University/Institution recognized by the HEC or any Board of Technical Education or any training
institute established by the Federal Government or any Provincial Government = 7 Marks
► Verify character and antecedents before appointment on contract,
► consider PERs of G. servants before appointment
► Medically examine by Standing Medical Board or Civil Surgeon, except G.
servants.
► Agreement for contract appointment drawn on the proforma, signed, witnessed
and placed on record.
