Australia’s Cybersecurity Position Paper

1) Cybersecurity has become increasingly important as programming and technology have advanced, but gaps remain that allow for cybercrimes and cyberwarfare to take place. 2) Nation states like Russia can deny involvement in cyber attacks even when evidence points to state-sponsored hacking, making accountability difficult. For example, Russia denied attacks on 400 Australian businesses and claims of election interference in the US. 3) Without international agreements on definitions and accountability, cyber warfare could replace traditional warfare by targeting infrastructure and information through computer networks, with loose rules of engagement. Australia supports greater international cooperation on these issues.

A. Just in the span of half a century programming has become a superpower. As with
any paradigm shift an imbalance is created, and imbalance which can be exploited.
As a fixed universal definition has not been yet agreed on, this makes judgement on
these explotations or cyber crimes (aside from the technical aspects) an ecen more
demanding undertaking. Furhtermore, once found out the source of the crime, the
nation can simply deny the claims as it is is nearly impossible to find out whether
the hackers are related to the government or not. For example, recently in April,
the Defence Minister Marise Payne revealed that an attack was detected in which
upto 400 Australian businesses were targeted by Russian hackers. Secondly, it is
commonly assumed that Russian hacker also manipulated the latest American
elections .These exploits have the potential to edge a future attack. In both these
cases even with substansive evidence such as the claims of FBI assistant director
Howard Marshall Russia has denied the carrying out of attacks on all occasions. This
cannot carry on.

This method of exploiting information and furthermore manipulating information


can also be used as a method of war only this time instead of fighting with large
armies and mechanical weapons, computers would be used to disable basic
infrastructure, crash stock markets and destroy or alter information. With loose
bases on reference to retaliation.
