Online application filing in respect of HT application was implemented in


TANGEDCO vide reference (1) cited above and subsequently mandated from
15.07.20L7 vide reference (2) cited. Now to facilitate Ease of Doing Business, to
encourage rapid Industrial growth, as well as to avoid delay in effecting supply and
to achieve consumer satisfaction, the applications are being applied through the
TANGEbCO Web portal as well as Single Window Portal. The revised process flow to

be adopted for handling the New Seniice/ Additional/ Reduction of load applications
in respect of HT Services is given below:
STAGE 1: Application Submission

. 1. The applicant has to open the TANGEDCO's web-portal


(www.tangedco,gov.in) or login through the State Government's Single
Window portal (www,easybusiness,tn,gov.in) for e-filing the HT application.
2. The applicant has to fill in the required details in Form 4 prescribed by
TNERC , (Enclosures as per the amended TNERC notification) upload the
supporting self attested documents as prescribed in the Tamil Nadu
Electricity Distribution Code. The photo and the signature of the applicant
(Sl.No.9 HT Form-4) shall be scanned and uploaded and the application
e-submitted through the web portal,
On e-submission, an application reference number will be generated which
contains the information of Region code, HT CODE (909), Circle code, date
of application and time stamp, and a mail shall be sent to the
applicant informing that the application has been acknowledged.
3. Hard copies of the documents mentioned in Form- 4 need not be insisted.
STAGE 2: Queries raised on the application
The application along with the documents uploaded through web portal
have to be scrutinized by the circle office at this stage. After due scrutiny, queries (if
any) may be raised at this stage. Query may be single or multiple but the queries
shall be raised only once within 7 working days from the date of (Acknowledgement)
receipt of application (Intimation by mail to applicant) . No query can be raised after
7 days. If no query is raised within 7 working days then automatically the application
will be deemed to be verified and accepted.

STAGE 3: Application Resubmission


The applicant has to resubmit the application through web portal after
rectification of discrepancies. The last date for resubmission of application will be
seven working days from the last date of query raising period (7 working days). If
the applicant fails to reply within this due date or queries not rectified, then the
appllcation shall be cancelled, and the applicant shall be intimated suitably.

STAGE 4: Application verification and Feasibility study


The application can be marked as verified if found correct including
metering point and feasibility study has to be carried out. An intimation mail will be
sent to the applicant at this stage automatically.
. Probable date of inspection should be intimated to the applicant through
Mail for inspection of site and verification of metering point.

. If the distance from the metering point is not within the norms for
New/Additional/Reduction in demand applications, a mail should be sent to
the applicant for rectification of metering point.
. The feasibility study has to be completed within 15 days.
. If the applicant opts for higher levels of voltages for demands less than that
specified, then prior approval as per standing order should be obtained from
the competent authority.
. For EHT application an intimation mail will be sent to CElPlanning &RC.

STAGE 5: Demand for Application Registration Charges and EMD


After completion of feasibility study a demand notice will be generated in
the portal for payment of Application Registration Charges and EMD charges. An
intimation mail will be generated and sent to the applicant.
The date of completion of feasibility study shall be entered in the HT
software.
STAGE 6: Registration and EMD charges payment

. The Registration and Earnest Money Deposit (EMD) charges should be paid by
the applicant within 15 days from the date of issue of demand notice.
. On payment of above charges, the HT application will be registered on the
same day and the registration No will be intimated to the applicant through
E.Mail. The facility for the on-line payment of the charges towards the HT
New Service Connection application has been enabled through Indian
Overseas Bank and Tamil Nadu Mercantile Bank at present. As and when this
facility is extended to other banks, the same may be availed by the HT
applicants of all categories.
. The probable date of effecting of supply shall be defined based on the nature
of works as per TNERC Distribution Standards of Performance (DSOP).
. Necessary load sanction and administrative approval should be initiated at this
stage as per norms,
o No extension of time for payment of Registration fee and EMD charges shall
be allowed.
. If the Registration fee and EMD is not paid within 15 days, the application
yvould become null and void automatically and the applicant has to submit a
new application through on line again.

STAGE 7: Estimate preparation

The estimate shall be prepared and sanctioned within 15 days,

STAGE 8: Demand for Estimate Charges


After estimate sanction, the demand (Amount auto generated ,Fixed cost on
demand and estimate charges if any) shall be raised for the payment of estimate
charges and other applicable charges. An email intimation displaying the details of
demand will be sent to the applicant. The charges should be paid and the agreement
shall be executed within 15days from the date of intimation on payment of charges.

STAGE 9: Estimate charges - time extension for payment


Only for exceptional/deserving cases, the extension of time shall be allowed
as per Memo No: cE/commllEtrl\EEz/F.ontine fiting/D No.347lL7 dt L7.to.t7
(after ensuring the same) only for 3 months by the Superintending Engineer
concerned. No further time extension shall be given.
STAGE 10: Payment of Estimate charges
If the development and other applicable charges are not paid I executed
agreement within 15 days, the application would be cancelled forfeiting EMD and the
applicant has to submit a new application through online again. Probable date of
completion of work is to be intimated to the applicant.
On payment of estimation and other applicable charges and execution of
agreement by the applicant, TANGEDCO will commence the work. Also the status of
the application can be viewed through web portal. (In turn mail to upload CEIG
certificate to be sent to the applicant).

STAGE 11: Work Completion and issue of Supply Availability Notice


The work should be completed within the DSOP norms. On completion of
the work
.The supply availability notice has to be issued.
.The existing procedure for issue of Supply Availability notice and collection of
monthly minimum charges as per the TNERC Regulations should be followed.
.The date of issue of supply availability notice has to be updated in the portal.
An intimation E-mail will be sent to the applicant.
.The applicant can also upload the CEIG safety certificate in the Web portal.

STATGE 12: Effecting of Service Connection


On receipt of CEIG safety certificate, the service connection shall be
effected as per norms.

STAGE 13: Application cancellation


If at any point of time (i.e) during verification or due to non payment of
Registration/Estimate charges dr due to consumer request, the application becomes
null and void the application can be cancelled.
The above procedure of E-filing of HT applications should be scrupulously
followed and implemented with immediate effect and the above instructions shall be
communicated upto the level of Section officer and Accounts wing.

Receipt of the memo shall be acknowledged.
