Sept. 1: LALAGUNA MANGROVE ECO PARK


REOPENS TO TOURISTS by Irene Tan
The Provincial Government of Northern Samar through the Provincial Tourism Office led the
reopening of the Lalaguna Mangrove Eco Park (LMEP) for tourism activities. This scenic
spot, located in Brgy. San Isidro, Lavezares, offers new attractions with the completion of its
Receiving Area and the Kaluy-ahan Trail and View Deck.
The development of Lalaguna Mangrove Eco Park aims to create livelihood and other social
enterprise opportunities to the community surrounding the Lalaguna Bay while at the same
time promote environmental protection and management.
The park can be reached in about 30 minutes via motorboat from Lavezares port. As it is
within the protected area, a maximum of only 100 persons per day may visit the park.
Responsible visitation is being promoted by the LMEP Management to preserve its natural
state and protect the environment.
Governor Edwin Ongchuan graced the reopening, with the other department heads of
PGNS. Lavezares Mayor Edito Saludaga, former Mayor Quintin Saludaga, Bgy. San Isidro
chairman Fernando Saludaga and the Women’s Association for Inter-Island Development
(WAID) members warmly received Governor Ongchuan and the other guests, thanking
them for the visit. Brgy. Chairman Saludaga and the LMEP Management also thanked
PGNS for its continued support to the barangay.
The Lalaguna Park improvement was funded through the Community-Based Eco Tourism
Livelihood Project of the provincial government, a priority thrust of Governor Ongchuan
under his development agenda, Continued PROGRESS, particularly under Sustainable
Eco-Tourism and Environmental Management.

Sept. 2: Northern Samar thankful to DOTr and President


Duterte for improving Catarman Airport by Arlyn Tepace
The Province of Northern Samar through its local officials were united in their gratitude to
the Department of Transportation (DOTr) headed by Secretary Arthur Tugade for its
development projects in the province, primarily at the Catarman Airport, which were
inaugurated on September 2, 2021.
Vice Governor Gary Lavin representing Governor Edwin Ongchuan and the provincial
government, along with First District Congressman Paul Daza and Catarman Vice Mayor
Boots Bonsol all expressed their thanks to the national government under the administration
of President Duterte for the major improvements at the Catarman Airport which include a
modernized Passenger Terminal Building, an expanded airport apron, additional taxiway,
construction of perimeter fence, asphalt overlay at the runway and the Aerodrome Rescue
and Firefighting station.
The airport can now accommodate 2 turboprop aircraft at the same time, and its expanded
terminal building can take in up to 150 passengers at one time, where they can be more
comfortable while they wait for their flight or upon arrival.
“These air transport improvements will encourage more tourist arrivals in Northern Samar,
boost local tourism, as well as enhance response during disasters or calamities,” Vice
Governor Lavin said, noting the province’s vulnerability to typhoons while also being gifted
with great sights such as the Biri rock formation, San Vicente Pink beach, and other natural
attractions.
“The airport is critical to the economic growth of the province. We are honored that
Secretary Tugade pushed for the completion of these development projects at the
Catarman Airport. While some repairs may have been initiated years before, they were
already damaged by typhoons,” Congressman Daza also remarked.
In his message, Secretary Tugade pointed out that the development of the Catarman
Airport is in line with the national government’s thrust to create opportunities for growth,
especially in areas where they are needed.
“Let us take pride in these development projects, and care for them,” he encouraged, calling
for concerted efforts to sustain the government’s project in the province.
On top of the Catarman Airport development project, Secretary Tugade likewise mentioned
in the pipeline, port improvement in San Isidro, Allen and San Jose. Also present during the
inauguration were DOTr Usec Raul del Rosario, Usec Giovanni Lopez, Asec Jim Melo,
CAAP Director General Jim Sydiongco, Mayor Don Abalon, Sangguniang Panlalawigan
members, national government agency representatives, Catarman airport personnel and

Sept. 2: Composting Facility now serves Palapag

The Municipal Composting Facility of Palapag, Northern Samar is now helping the
municipality capture and divert compostable wastes coming from households, to prevent
biodegradable or organic wastes from polluting nearby surface water, land, and air.
The project, established with the assistance of the Provincial Government of Northern
Samar, started its operation in January 2021.
The stored materials from the composting facility are processed to produce vermicast. This
by-product can be used to fertilize the soil and improve the production of the local farmers,
vegetable growers and other agricultural workers.
"Sa ngayon meron na kaming binigyan, an amo demo farm. May na kami didto ginhatag na
4 sacks para sa kanra vegetable production. Kami nag-apply din dito sa aming area, sa
ampalaya production", Palapag's Municipal Environment and Natural Resources Office
technician Sixto C. Ano said.
The Provincial Government, through the Provincial Government Environment and Natural
Resources Office, assisted the establishment of the facility by allocating a support fund to
the municipality of Palapag amounting to Fifty Thousand Pesos (P50,000).
Protecting the environment is a priority agenda of Governor Edwin Ongchuan dubbed as
Continued PROGRESS, under Sustainable Eco-Tourism and Environmental Management.

Sept. 13: PRDP turns over one unit hauling truck to


NSIHCCPA by Arlyn Tepace
The Philippine Rural Development Project (PRDP) under its Investment in Rural Enterprise
and Agricultural and Fisheries Productivity (I-REAP) component turned over the hauling
truck amounting to P1.9M to the Northern Samar Indigenous Handicraft and Coco-coir
Producers Association (NSIHCCPA) through a simple ceremony at the Provincial Covered
Court, Provincial Capitol Compound on September 13, 2021.
Vice Governor Gary Lavin who represented Governor Edwin Ongchuan extended gratitude
to the PRDP for its continuous support to the association.
Ms. Faustina Yosores, NSIHCCPA president said that the dream they have been waiting for
has finally been realized. She was thankful to the Provincial Government of Northern Samar
under the leadership of Governor Ongchuan for the support and exposure to trade fairs in
order to promote and showcase their products. She added that the hauling truck will surely
help in transporting their products to different parts of the country such as Ormoc, Laguna,
Manila, etc.
Meanwhile, Ms. Editha Adalla, I-REAP head, reminded the officers and members of the
association to manage their handicraft and coco-coir project well, particularly the hauling
truck and to use it solely for the project.
Mr. Allan Ultra, assistant provincial agriculturist emphasized that the hauling truck will help
in lowering the cost of production of their products, and at the same time, create
employment in their communities.
As of now, the NSIHCCPA is composed of 16 associations with more than 500 members in
three cluster areas - Pambujan, San Roque and Laoang.
Also present during the turn-over ceremony were Provincial Planning and Development
Coordinator Romeo Cardenas, staff of the Department of Agriculture Regional Project
Support Office 08 and PRDP Visayas Cluster Support Office, and officers and members of
NSIHCCPA.

Former Congressman Emil Ong by Chloe Galaroza
“In the performance of our duties as representatives of the people, only the best of
intentions shall be our utmost objective for the greater good and the greater number of our
people.” - An excerpt from one of former Congressman Emil Lao Ong’s privilege speeches
in Congress in June 2015.

On September 16 of this year, Gov. Edwin Ongchuan announced on his official Facebook
page the passing of his father, former Congressman Emil Ong. Following this
announcement, different personalities in the province extended their sympathies, including
Bishop Emmanuel Trance and various mayors and politicians. Several requiem masses
were offered and flags were flown in half-mast by different government agencies and LGUs
within the province in honor of the late Emil Ong.
Known for pushing ecotourism in Northern Samar's second district, former Congressman
Emil Ong was a true blue public servant, from serving as an administrator for the National
Food Authority (NFA) in the 80s to becoming the three-term Representative of the second
district of Northern Samar to the Philippine Congress.
"Mano Emil" as fondly called by Nortehanons, was a lawyer and a certified public
accountant. He became a delegate in the 1971 Constitutional Convention. After that, he
headed the NFA during Cory Aquino's administration. Then, he acted as presidential
assistant for Eastern Visayas throughout Joseph Estrada's administration. In 2001 to 2003,
he served as chapter president of the Integrated Bar of the Philippines (IBP) – Northern
Samar Chapter and then as governor of IBP-Eastern Visayas. Following that, he was
elected as the Congressman of Northern Samar's second district from 2007 until 2016,
completing 3 terms in office. He was also National Unity Party's (NUP) regional chairman in
Eastern Visayas.
Northern Samar mourns the loss of a great leader in the passing of late Congressman Emil
Ong. May his soul rest in peace.

Sept. 23: Support fund for ESWM project given to 3


more barangays in the province by Chloe Galaroza
The Provincial Government of Northern Samar (PGNS) through the Provincial Government
Environment and Natural Resources Office (PGENRO) distributed Support Fund to select
LGUs for the Establishment of Composting Facilities in different barangays within the
province under the PGNS Ecological Solid Waste Management Program on September 23,
2021.
Three barangays were selected as beneficiaries of the support fund: Brgy. San Isidro in
Mondragon, Brgy. Caragas and Libas in Lavezares. The handing-over of the financial
assistance was led by Board Member Albert Lucero together with PGENRO Head, Ms.
Camille Sarmiento.
The beneficiaries were identified through a set of criteria which included a 300 sq. meter of
area for a composting facility and garden, two (2) active bio-aide, and a Barangay Solid
Waste Management Action Plan. The selected LGUs were given 100,000 pesos cash
assistance for the establishment of their composting facilities within their barangays or
municipalities.
The ESWM project aims to reduce or divert compostable waste from going to landfills or
into final disposal.
BM Lucero said in his speech that solid waste leads to different kinds of illnesses but if they
are segregated at the household level and managed by the barangay, this problem can be
avoided. He also added that compostable waste can be used to feed African Nightcrawlers,
a kind of earthworm that produces vermicast which in turn can be used as an organic
fertilizer for various kinds of plants.
PGENRO also launched the province's Biodiversity Conservation Project. In line with this,
the office awarded vests to San Isidro Local Forest Conservation Team for being one of the
Best Conservation Teams or "Green Team" in the province.
These projects are part of Gov. Edwin Ongchuan's development agenda for the province,
dubbed as Continued PROGRESS, under Sustainable Eco-Tourism and Environmental
Management.

Sept. 23: Province of Northern Samar pilot tests


PhilHealth Konsulta program by Mark Anthony Angue
The PhilHealth Konsultasyong Sulit at Tama Package, commonly known as PhilHealth
Konsulta, is the National Health Insurance Program’s answer towards providing a
comprehensive outpatient benefit to all Filipinos, as mandated by Republic Act No. 11223 or the
Universal Health Care Law.
The Province of Northern Samar is among the nine provinces and two cities nationwide where
PhilHealth Konsulta was pilot tested during the first half of 2021. Together with 17 others in the
Eastern Visayas, two health care facilities in Northern Samar were accredited in the first quarter
of the year, namely: The Northern Samar Provincial Hospital and the Rural Health Unit of
Catarman.
Based on the Konsulta Pilot Testing Status Report released on August 31, 2021, the
Northern Samar Provincial Hospital, or NSPH, is the top performing facility in the region
after having the greatest number of registered members at 2,713. It outpaced Eastern
Visayas Regional Medical Center and the other provincial hospitals in Eastern Visayas
during the period covered. This was made possible through the regular coordination and
planning of the provincial government through the Provincial Health Office; the NSPH
administration; and the Local Health Insurance Office in Catarman.
Sept. 27: PTour conducts annual Provincial Tourism
Assembly by Chloe Galaroza
The Provincial Government of Northern Samar (PGNS) through the Provincial Tourism Office
(PTour) conducts its annual Provincial Tourism Assembly with the theme: "Tourism for Inclusive
Growth" in celebration of World Tourism Day.
According to Ms. Josette Doctor of the Provincial Tourism Office, the World Tourism Day is
celebrated to foster awareness among the international community on the importance of tourism
and its social, cultural, political, and economic value. In this regard, the office holds a discussion
seminar on Tourism for Inclusive Growth facilitated by Dr. Freddie A. Quinto, National Master
Trainer from Hospitality Career Philippines.
The assembly aims to help the hospitality business sector to leave no one behind and restart
tourism, to ensure that growth returns and improve lives in every community.
The event is in line with Gov. Edwin Ongchuan's development agenda for the province dubbed
as Continued PROGRESS. PGNS through the Tourism Office hopes to revitalize tourism within
the province to aid with the recovery from economic challenges during the pandemic.

Catarman, Northern Samar — The Province of Northern Samar hosted the regional
launching of the Duterte Legacy: Barangayanihan Caravan Towards National Recovery
which is a simultaneous activity nationwide, held on September 30, 2021 at the UEP
Gymnatorium, this town.
Several national government agencies (NGAs), private agencies and other partners were
united in providing services to pre-selected beneficiaries from Catarman, Northern Samar.
Catarman Mayor Francisco Rosales through his representative Hon. Maricor Mendador,
Sangguniang Bayan Member, extends his utmost gratitude in a welcome message,
“I wish to express my appreciation to the organizing committee headed by the Presidential
Communication Operations Office for launching this note-worthy activity here in our
municipality because many Catarmananons will benefit from the services that will be
rendered by the different national government agencies here today.”
𝙋𝙧𝙤𝙜𝙧𝙖𝙢 𝙋𝙧𝙤𝙥𝙚𝙧
The launching started with a program where representatives from different national
government officials delivered their messages and latest awareness campaign against
insurgency. Beneficiaries of government programs gave their testimonies on how they were
able to benefit the programs like DSWD’s 4Ps and DOLE’s TUPAD Program.
National Intelligence Coordinating Agency (NICA8) Assistant Regional Director Ms.
Roselyn Segura highlighted in her presentation the awareness campaign against local
communist armed conflict that has been a problem of our country for 52 years. She
highlighted that these communist groups are targeting young individuals for recruitment and
ends up brain washing them into turning against the government.
PCOL Salvador Alacyang of Police Regional Office 8, COL Perfecto Penaredondo of AFP,
Ms. Paula Unay Division Chief of 4Ps in DSWD Region 8, Mr. Edgar Tabuyan of DOLE,
DILG Northern Samar Provincial Director Mr. Danilo Laguitan, Mr. Bhenlie Linde of Office of
Civil Defense 8, Dr. Gabriel Banga of DA Northern Samar, Dir. Mimosa Regis of DTI
Northern Samar, and Dir. Zosimo De Asis of TESDA, gave a message of support during the
launching and advocated the programs and services that they will offer.
𝘿𝙞𝙨𝙩𝙧𝙞𝙗𝙪𝙩𝙞𝙤𝙣 𝙤𝙛 𝙎𝙚𝙧𝙫𝙞𝙘𝙚𝙨
The following NGAs offered services, such as: Social Security System Catarman conducted
verification of contribution and loans, catered inquiries on the different SSS benefits and its
other programs. DPWH established public assistance and complaints and catered inquiries
on the infrastructure projects; Office of the Civil Defense distributed Hygiene Kits to the
beneficiaries. TESDA accepted enrollees for their programs/courses, distributed tool kits,
conduct massage therapy, hair styling, and motorcycle change oil for free. PCSO distributed
snacks, lunch, and umbrellas for the beneficiaries and organizers.
The AFP gave information materials against insurgency and conducted army recruitment.
DTI Northern Samar gave business consultancy information. DSWD conducted Assistance
to Individuals in Crisis Situation (AICS) where they give technical assistance and resource
augmentation support to LGUs and other partners as well as medical, burial, cash, and
educational assistance. PNP-Regional Medical and Dental Unit 8 gave free checkup and
consultation, distributed medicines and vitamins, blood pressure monitoring, and dental
hygiene flyer. OWWA - National Reintegration Center for OFWs gave information materials
on programs and services for distressed OFWs affected by COVID19 and programs for
undocumented OFWs and LET Passer OFWs repatriated to the Philippines. The PSA

𝙒𝙝𝙖𝙩 𝙞𝙨 𝙩𝙝𝙚 𝙥𝙧𝙤𝙜𝙧𝙖𝙢 𝙖𝙡𝙡 𝙖𝙗𝙤𝙪𝙩?
The Duterte Legacy campaign aims to showcase the Duterte administration’s work to bring
about real change to the lives of all Filipinos which embodies our President's Whole-of
Nation Approach. While the Barangayanihan Caravan Towards National Recovery aims to
make people in the communities experience government services in partnership with private

Oct. 6: CAGPANIT-AN TO DE MARIA ROAD IN


MONDRAGON NOW COMPLETED by Irene Tan
The Provincial Government through the Provincial Engineering Office inspected the newly
completed Cagpanit-an – de Maria Road in Mondragon. The construction of the 297.8
linear meter road with drainage canal has a 12.1M pesos funding from the provincial
government under its economic development fund.
The road does not only connect Bgy. Cagpanit-an and de Maria, but also the remote
communities of Crystal Mountain in Barangay San Jose, Bgys. Hinabangan, Cahicsan and
Cagmanaba.
The residents of these barangays were happy that the Provincial Government made the
road construction a priority among other areas in the province, Engr. Argie Sy, project
engineer, noted.
“Nakabulig ini sa amon nga mga residente nga yana nahimo na an kalsada, kay dati makuri
talaga kay malagay ini dini. Danay ngani napapaligad kami mao sa gilid kami nagkakaagi,”
said Angeline de la Rosa, a resident of the community.
According to habal-habal driver Aldrin Adarayan, “Maupay yana an transportasyon kay
bisan gab-i nakadulhog na kami, bisan nanu nga oras naka biyahe na kami, sugad man pag
may mga burod na tianak, madali na an transportasyon”.
The increased access to transportation is seen to improve the quality of life of the residents
in the area.

Engr. Gillenny Moreno, Engr. Maritess Orsolino, Engr. Noel Berbon, Engr. Jennifer
Evangelista, Engr.Benjamin Vibal, Jr., Engr. Eric Ryan Jason Jarito, Engr. Argie Sy and
Engr. Randie P. Romines.

Oct. 7: CAPACITY DEVELOPMENT AGENDA (CDA) AND


ORGANIZATIONAL STRUCTURE AND STAFFING PATTERN
(OSSP) FORMULATION WORKSHOP by Jillian Morales
Catarman- The formulation workshop on CapDev Agenda and OSSP of the Devolution
Transition Plan (DTP) for 2022-2024 of the Provincial Government of Northern Samar
(PGNS) took place at the Function Hall of Mijares Hotel, Brgy. Dalakit, Catarman, Northern
Samar.
The workshop was attended by the Heads of all concerned PGNS offices, Provincial
Devolution Transition Committee (PDTC) and its Technical Working Group (TWG), and
representatives from the Department of the Interior and Local Government (DILG).
Participating offices include: PAO; PVO; PSWDO; PHO; PGENRO; PEDIPO; PEO;
PTOUR; PPO; MISO; and NSPESO.
An Overview on CapDev Framework and Agenda Formulation Process was presented by
CapDev National Coach Mr. Roel Ortiz, LGOO VI/MLGOO-Allen and an Overview on
OSSP: Elements of an Effective Organizational Structure was presented by Ms. Jocelyn
Addun, PGDH-PHRMDO.
Provincial Budget Officer Ms. Adelwisa Acebuche, also gave a brief discussion on the
Compliance to the Personal Services (PS) Limitation on Local Government Budgets.
This workshop aimed for the enhancement of the accomplished forms 3 and 4 of the DTP of
concerned PGNS offices with the assistance of the DILG.
Oct. 7: ANP joins Bahandi Trade Fair by Chloe
Galaroza
The Association of Northern Samar Producers (ANP) through the assistance of the Provincial
Government joined the Department of Trade and Industry (DTI) Region 8’s Bahandi Trade Fair.
ANP reached 133% of the target sales or a total income of PHP 665,878.

DTI brought to Eastern Visayas the Bahandi Trade Fair to showcase the best agriproducts in
the region made by different MSMEs. The theme for the month of October's trade fair is
"Celebrating Freedom"; this is in "commemoration of Leyte Landing's Anniversary and to
celebrate MSMEs' freedom from fear as they navigate through uncharted waters during this
pandemic", according to DTI Regional Director (RD), Ms. Celerina Bato.

RD Bato also congratulated the Province of Northern Samar for bringing in the most number of
exhibitors for October’s fair. She recalled Northern Samar only bringing in five exhibitors a long
time ago, a number which doubled and tripled these recent trade fairs.

Fifteen (15) MSMEs from Northern Samar joined the fair: Weng Food Products, Beata's
Delicacies, E. Merida's Delicacies, Chesmea Sweets and Nuts, ARM Farm, Maturan, L'Vee
Treats, Alice and Vic Food Processing, SAMAKABA GVME Homemade Food Retailing,
Padayon Handicrafts Production, Northern Samar Indigenous Handicraft and Coco Coir
Producers Association (NSIHCCPA), Geadlawan Handicrafts Products, Peejay's Handicraft
Manufacturing, and Onoy's Handicraft Manufacturing.

The Provincial Government of Northern Samar through the Provincial Economic Development
and Investment Promotions Office (PEDIPO) and DTI-Northern Samar fully support the
province's MSMEs by bringing them to a number of trade fairs within the region to showcase
their products.

Gov. Edwin Ongchuan hopes that the trade fairs will help our MSMEs expand their market and
support the growth of the local economy even during the pandemic.

Oct. 10: Vibrant beauty of Northern Samar captured in


mural paintings at the Catarman Airport by Irene Tan
A display of talent by visual artists of Northern Samar can now be witnessed in the walls of
Catarman Airport. The murals include scenic spots of the province, historical sites, traditions
and culture of the Nortehanons. The murals were painted as a way to celebrate the 2021
World Tourism Day.
The new face of the air transport hub of the province gives guests and travellers a peek into
the natural wonders, history and culture of Northern Samar.
What a cool way to welcome first time travellers and returning kababayans as they set their
feet on this land of hidden beauty and warmth. See for yourselves the natural and cultural
treasures of the province mirrored in these visual artworks.

In recognition of their support to the Tourism Day celebration, the Provincial Government
through the Provincial Tourism Office, awarded certificates of appreciation to the
participating artists at 803rd Infantry (Peacemaker) Brigade Brgy. Dalakit, Catarman
Northern Samar on the 8th day of October 2021.

Oct. 13: UNICEF conducts CPC 8 End-of-Year Review for

The progress of the implementation of activities under the 8th Country Program for Children
(CPC B) was discussed between the United Nations Children’s Fund (UNICEF) and the
Provincial Steering Committee (PSC) during the End-of-Year Review on October 13, 2021
at Ibabao Hall, Provincial Capitol, Catarman.
Deputy Representative Behzad Noubary led the UNICEF team as the province presented
the status of implementation in the four outcome areas of: 1) Health and Nutrition, and
Water, Sanitation and Hygiene (WASH); 2) Education, and Early Child Care and
Development; 3) Child Protection; and 4) Social Policy and Governance, from the members
of the PSC chaired by Governor Edwin Ongchuan.
“For the last three years of implementation of the CPC 8 in Northern Samar, we would like
to recognize the dedication and hardwork of our provincial and municipal LGU colleagues,
our civil society partners, together with UNICEF Program focal points, which contribute
towards the achievement of results in health, nutrition, WASH, adolescent health,
education, child protection, and child-centered DRR," UNICEF Deputy Representative
Behzad Noubary said in his solidarity message.
Key lessons learned and the proposed adjustments and considerations to the program for
the next two years were also discussed. Provincial Social Welfare Officer Jenny Darish,
head of the Human Development and Poverty Alleviation Cluster of the PGNS, presented to
UNICEF the priority agenda and areas of cooperation for children in Northern Samar.
Since the 1990s, UNICEF has been helping and assisting the Province of Northern Samar
in different activities and services that involve the welfare of children. It has been extending

malnutrition in children; Prevention, Early Identification, Referral, and Intervention for
Delays, Disorders, and Disabilities in Early Childhood (PEIRIDDEC) that addresses issues
and challenges of children with disabilities; and School-In-a-Bag that assists children in their
learnings, among others.
“We should invest more for our children because investing in them means investing for the
future generations. This would be our greatest contribution to humanity—a lasting legacy for
the benefit and enjoyment of the generations to come,” this was emphasized by Vice
Governor Gary M. Lavin as he welcomed the PSC members and the UNICEF delegation to
the event.

Oct. 15: 300 local farmers get 10K for rice

Three hundred (300) Nortehanon rice farmers received the second tranche of their financial
assistance under the Riceland Bunding Project of the Provincial Agriculture Office, today,
October 15, 2021 at Provincial Capitol, Dalakit, Catarman.
The second batch of farmers from the municipalities of Catubig, Las Navas, Pambujan, Laoang,
and Mondragon claimed their final pay out of Php 8,000 in addition to the Php 2,000 they
received in February of this year. These municipalities were chosen because they have wide
riceland areas that are not yet bunded.
According to Engr. Ma. Cristina Ladeza, project manager, the cash support will be used by the
farmers to construct bunded ricelands in order to increase rice production and income of
farmers. Rice bunding, locally called ‘layhon,’ is done to trap water.
“Posible kun mag-upay an pasakay, mag-uupay an ani,” Eriliza Raliboza, a recipient farmer
from Laoang, said regarding the impact to them of the project.

Oct. 15: PGNS builds more offices for improved

The Provincial Government of Northern Samar (PGNS), located at Brgy. Dalakit, Catarman, is
improving its services by constructing more buildings.
The construction of Phase 2 and Phase 3 started on March 8, 2021, according to Engineer
Argie Angelo Sy, project engineer. With the five hundred and forty (540) day-plan period, the
project is expected to be completed by August 29, 2022.

Mindanao Development Authority (MinDA) concluded the six sessions of training on water
management last Wednesday, October 13, 2021.
The online ceremony was attended by Governor Edwin Ongchuan, several Mindanao
Governors, Mayors and decision makers.
Ambassador-designate Ilan Fluss and former MinDa head Emmanuel Piñol also attended
the closing ceremony and ensured the continuous cooperation between Israel and the
Philippines in water and agriculture fields.

the salient points of Executive Order No. 70 or Task Force ELCAC; the OPAPP 6-Point
Peace and Development Agenda and Peacebuilding Approaches; and Non-Violent
Communication Strategies; plus some Basic Principles of Slander and Libel, Print and
Online, provided by the PIA.

Oct. 26: Northern Samar holds Cooperative Summit

The Provincial Government of Northern Samar (PGNS) celebrated this year’s Cooperative
Month with the theme: “KOOPERATIBANG MATATAG: Tumutugon sa mga Hamon, Daan
sa Pagbangon, Nagbibigay Pag-asa sa Makabagong Panahon” on October 27.
A gathering of cooperatives in the province, the Summit served as a forum to discuss
Cooperative concerns and find ways to address issues confronting the sector. Partner
government agencies also discussed related services for organized groups in the province.
This was a partnership activity of PGNS, the Cooperative Development Authority,
Cooperative Union of Northern Samar, Philippine Coconut Authority, DOLE, DTI, TESDA,
Department of Agriculture and Cooperatives in Northern Samar.

through its Business Development Division conducted Skills Training on Enhancement of
Fashionable Native Bags for Local Producers of Native Bags and Handicrafts in the
Province.
Supporting our Micro, Small and Medium Enterprises (MSMEs) is one of the core functions
of the PEDIPO.
Governor Edwin Ongchuan hopes that through enhancement trainings for our local
producers, the Provincial Government will be able to help communities realize a resilient,

Oct. 26: DILG RO8, PGNS work to fast-track


implementation of SBDP projects by Mark Anthony Angue
Regional Director Arnaldo Escober, Jr. of the Department of the Interior and Local
Government Regional Office 8 (DILG RO8) enjoined the Provincial Government of Northern
Samar (PGNS) to hasten the implementation of infrastructure and non-infrastructure
projects in the 6 recipients barangays of the Support to Barangay Development Program
(SBDP).
On his first meeting with the members of the provincial technical working group, held today,
October 26, 2021 at the PDRRMO Conference Room, Capitol Grounds, Catarman, RD
Escober went back to the objectives of President Rodrigo Duterte’s Executive Order No. 70,
and the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).
“The whole-of-nation approach requires us to really collaborate and cooperate para matalo
natin ang kabila. We really need to push for this implementation,” RD Escober stated,
emphasizing that the government is in the middle of a propaganda war by the left.
“Itong mga [SBDP] projects na ‘to, gusto nila hindi matuloy at patuloy na ma-delay. Kung
anong mga issues ang nakaka-delay sa atin, gagamitin nila ‘yun na basehan para patuloy
na mag-propaganda against the national government.”
Under the Support to Barangay Development Program, only six barangays in Eastern
Visayas were chosen as recipients of the 20-million-peso funding for 2020-2021. These are
Brgys. Hitapian, Osang and Nagoocan in Catubig; Brgy. San Miguel, Las Navas; Brgy.
Quezon, Catarman, and Brgy. Calantiao, Bobon. 18 Infrastructure projects were identified
by these barangays which include construction of farm-to-market roads, school buildings,
barangay health stations and water supply systems.
According to Engr. Gillenny Moreno, OIC-Assistant Provincial Engineer and BAC-TWG
member, bid openings were conducted on October 25 for 10 of these infra projects. Sadly,
there were no bidders for the 4 water supply system projects prompting the BAC to repost
them. The remaining infrastructure projects are still in the pre-procurement stages.
Meanwhile, according to SBDP over-all focal person Provincial Information Officer Jhon
Allen Berbon, project proposals for the livelihood and skills training for some recipient
barangays are still being finalized at the municipal level. For barangays which identified
Assistance to Individuals in Crisis Situation or AICS projects, Provincial Social Welfare
Officer Jenny Darish reported that payout for Bobon and Catarman are already set on
October 29 and November 5, respectively. Per Provincial Legal Officer Atty. Rosa Leah
Tepace-Estudillo, the procurement process for the 3 electrification projects in Brgys. Osang,
Nagoocan and Calantiao still need to be ironed out between BAC and the Northern Samar
Electric Cooperative (NORSAMELCO).
As the implementation of all the SBDP projects start their rollout in the coming weeks, a
grand launch which is to be attended by members of the National Task Force ELCAC
themselves is set to be conducted in Las Navas in November.

Oct. 26: PSWDO conducts information sharing and


practical skills enhancement workshops for senior

The Provincial Social Welfare and Development Office (PSWDO) organized a two-day
event at the Airport Village Covered Court on October 25-26, 2021 for the senior citizens of
Catarman, Northern Samar.
PSWDO conducted information sharing and practical skills enhancement workshops for
senior citizens from different barangays of Catarman. On its first day, October 25,
participants were taught the basics of painting given by local artist, Mr. Matheney
Robredillo; and today, October 26, PSWDO conducted a workshop on handicraft making for
the seniors which was led by Ms. Ruth Bernadine Figueroa, a local handicraft artist. Outputs
of participants include paintings and handbags made from recycled rice sacks.
The event seeks to introduce and promote entrepreneurship to senior citizens, and equip
them with basic knowledge on generating income through creative means.
The activity is supported by PGNS under the leadership of Gov. Edwin Ongchuan in line
with the province's development agenda dubbed as Continued PROGRESS.
Oct. 28: PGNS receives titled road lots in Barangay Dalakit

The Provincial Government of Northern Samar (PGNS), represented by Gov. Edwin
Ongchuan received a total of 35, 814 sq. m. of titled lots in Brgy. Dalakit, Catarman from
Antonia Frigillana-Tiu represented by Ms. Amelita Noroña, the donor's property manager.
The lots are intended as roads in Brgy. Dalakit where the seat of the provincial government
is, and where many national government offices are located.
The parties signed the deed of donation on October 28, 2021 at the Office of the Governor,
witnessed by Provincial Legal Officer Rosa Leah Estudillo and Provincial Treasurer Allan
Valenciano.
The Sanguniang Panlalawigan (SP) earlier authorized Gov. Ongchuan through a
Resolution, to sign the deed of donation on behalf of the provincial government.

Oct. 28: PEDIPO conducts meeting in preparation

Ms. Bles Ongchuan, a successful entrepreneur in the country, shared tips to local producers
and entrepreneurs in the province on enhancing the marketability of locally-made products, in a
meeting on October 28, at Casa Miguel, Catarman.
The Provincial Economic Development and Investment Promotions Office (PEDIPO) called the
meeting in preparation for the opening of the Capitol Pasalubong Center at the Provincial
Capitol Lobby by mid-November this year. The center will feature locally produced handicrafts,
woodcrafts, delicacies and other homegrown products which will be made accessible to guests
and the public.
DTI Provincial Director Mimosa Regis and DOST specialist Raymund Xavier Naboya also
recommended innovations and marketing strategies to help producers capture the constantly-
evolving demands of the market.
Before the launching, PEDIPO targets on enhancing product labels, in partnership with the
Provincial Information Office.
The venture hopes to encourage increased investment and production of homegrown materials
and its byproducts, in support to our micro, small and medium enterprises (MSMEs), towards
helping build a stronger and resilient economy for Northern Samar.

Oct. 29: Northern Samar PSA celebrates 32nd National
Statistics Month by Irene Tan
The Provincial Government of Northern Samar joined the Philippine Statistics Authority
Northern Samar Provincial Office, in the celebration of the 32nd National Statistics Month.
To mark the occasion, PSA spearheaded a series of activities which included the Stat-
Tiktok Dance Challenge, Online Essay Writing and On the Spot Poster Making Contest,
slated on October 28-29, 2021.
The celebration aimed to instill awareness, promote and enhance the appreciation of the
public on the value of statistics, especially in planning and policy-making, and to elicit the
cooperation and support of the general public in upgrading the quality and standards of
statistics not only in the Province of Northern Samar but in the entire Philippines.

Oct. 29: DILG RO8 conducts validation of completed


CMGP project in Northern Samar by Chloe Galaroza
The Department of the Interior and Local Government Regional Office 8 (DILG RO8)
convened with the Provincial Government of Northern Samar (PGNS) for its Annual Risk
Assessment Plan (ARAP) 2021. DILG 8 conducted its final assessment of the provincial
government’s accomplishments in relation to its 56-target situations in 7 Key Reform Areas
(KRAs) in its Provincial Governance Reform Roadmap (PGRR) 2018-2022 all within the
Conditional Matching Grant to Provinces (CMGP) Program for Road Repair, Rehabilitation,
and Improvement (formerly KALSADA).
CMGP is a partnership program between DILG and DBM for Provincial Local Government
Units in response to the needed infrastructure support, as well as reforms in local roads
management (LRM) and public financial management (PFM). The program was launched in
2017 to address the issue of road quality and access of interior barangays to social
services. The initiative seeks to improve the quality of local road networks across the
country, by providing both financial investment for capital outlay as well as strengthening
the governance processes of provinces. Northern Samar is one of the beneficiaries of this
program.
One completed CMPG 2019 Project in the province is the repair and concreting of the
Balud–Balnasan–Himabug-at Road in the town of San Roque. On the other hand, ongoing
CMGP projects in the province include the concreting of Catibayan–Sibunot–Gibatangan–
Yabyaban–Cabagngan–Simora Road in Lao-ang, concreting of Paysud–Cabarian–Sangay–
Napo–Bagacay road in Palapag, and the concreting and improvement of MacArthur–Toog
Road in Lavezares which is almost 100% complete according to the Provincial Engineering
Office.
Ms. Susana Bencio of DILG RO8 presented the Governance Reform Target
Accomplishments and updates on the CMGP Program. Ms. Bencio also praised the
provincial government for its good practices, specifically the presentation of complete
documents in comparison to other provinces. She added, “I consider Northern Samar as a
first in governance. I find the employees and department heads not only competent but with
great attitude, they collaborate and help each other.”
CMGP is one of the programs that continuously aid the Provincial Government of Northern
Samar through the stewardship of Gov. Edwin Ongchuan towards the realization of the
province’s vision of a Marig-on, Mainuswagon, ngan Malipayon nga kinabuhi para sa
ngatanan nga Nortehanon.

Oct. 31: Northern Samar recognized for innovative ICT

The Province of Northern Samar placed Third, Best in Government Internal Process Award,
Provincial Category in the 2021 Digital Governance Awards (DGA) organized by DICT,
DILG and the National ICT Confederation of the Philippines. The results were announced
in an online awarding ceremony on Friday, October 29, 2021.
DICT through ICT Industry Development Bureau Director Emmy Lou Versoza-Delfin
congratulated the Provincial Government of Northern Samar for stepping up and embracing
digital transformation in improving its services to its constituents. “A proud Nortehanon, I
hope that the DGA initiative will continue to spark innovations not only at the provincial level
but also in the municipalities of Northern Samar,” Director Delfin said.
DGA is an annual search for innovative information and communications technology (ICT)
practices showing outstanding and remarkable integration of ICT to the different sectors of
society, and utilizing ICT for a more efficient and effective delivery of services to the public.
The Best in Government Internal Process Award category recognizes efforts of an LGU in
developing or improving its internal systems and adhering to various recognized standards
to be able to provide better services to its internal customers.
PGNS, through its ICT arm, the Management of Information Systems Office (MISO)
submitted the Northern Samar Provincial Hospital Point of Sale (NSPH POS) System as its
entry to DGA 2021, which qualified during the initial screening and certified complete based
on the entry requirements.
A total of 125 entries from 80 LGUs qualified and competed for the Digital Governance
Awards.
Good Governance which includes PGNS ICT initiatives, is a priority agenda of Governor
Edwin Ongchuan under his development framework dubbed as Continued PROGRESS.
