That on or about the 18" day of March 2022, ator near Anchorage in the Third
Judicial District, State of Alaska, ADAM PRINGLE, with the intent to cause
serious physical injury to another person o knowing that the conduct is
substantially certain to cause death or serious physica injury to another person, did
‘cause the death of KEENAN WEGENER.
All of which is an Unclasifed felony offense being contrary to and in
violation of AS 11.41.110 (a)(1}a)2) / AS 11.16.110 and against the peace and
dignity ofthe State of Alaska,

|. Iwasa pare-time Sheriffs Deputy forthe Olmsted County Sheriffs Department in
Rochester Minnesota fom 1997-2008. I atended the Minnesota Lave Enforcement
‘Academy (over 440 hours) and gradusted in 200. The taining included crime seme
investigationevidence collection, latent finger print detection and collection, and
photography. [received traning in the Standardized Field Sobriety Testing atthe
‘Sheriffs Departement and inthe Minnesota Skils Training for Law Enforcement.

3, 1 have been employed with the Anchorage Police Department since August
15,2005. 1 graduated from the Anchorage Police Department Police Academy in
‘August 2006, which consisted of over 999 hours of taining. The traning included
crime seene investigation, evidence collection, latent finger print detection and
collection, and photography [completed over 700 hours of the FTO ( Field Training,
Office) program, from August 2006 to December 2006. ising the Police Academy,
1 received training in Municipal and State laws, and laws governing contolled
substances, extensive Driving While Intoxiested tmining including the Datamastr and
Standardized Field Sobcety Tests, While inthe academy Thad ting in erime scene
investigations, evidence seizure and handling,

about Feburary 15,2009 1 was reassigned tothe Homicide Uni.
5. While om uniform patrol duty and detective assingments, | responded to and
‘vestigated Midemenor and Felony crimes. [applied for and was granted aes and
search warrants for Misdemeanor and Felony rimes and investigations.
6. The information inthis alfidavit is based on the affans personal knowledge
and or the observation of other officers and witnesses involved i this investigation, as

22-8965 2'VESTIGATION
8. On Sunday 03-20-22 at about 0930 hours, Preral Enforcement Division
(PED. Officers CHURLIK and YMBERT requested Anchorage Police
Department (A.P.D. assistance at 1807 Kalgin Steet in Anchorage. PED. Officers
Were attempting to locate aelient, KEENAN WEGENER, who is wearing & ankle
‘monitoring device, which has had no movement since March 18, 2022.
9. PED. Offices CHURLIK reported they have had clients who were on ankle
‘monitor wih itl to no movement for days, similar to this incident, and wien they
‘ocated the lint, they were deceased from a medical emergency. CHURLIK
reported P.E.D. Oficers went tothe Kalgin address lastnight and someone told
ficers WEGENER had not ben teen fora few days. This morning CHURLIK
‘was asked to go back to Kalgin Steet because WEGENER’S ankle monitor had not
‘moved from this address,
10. This moming P-E.D. Officer CHURLIK and his parner Officer YMBERT.
‘went o the Kalgin address in an aterpt to contact WEGENER. Officer CHURLIK
reported they can ping WEGENER’S ankle monitor and when they did the ping,
‘hey could hear the device in te interior garage ares, The oficers reported
contacting a blond-haired female atthe font door, who they reported rents a room
‘downstairs, later determined to be marked by the number 2 onthe door. Next the
‘owner ofthe residence, NORMA REECE contacted the offices. Officers explained
to REECE they can hear WEGENER'S ankle monitor device pinging from the
{garage area and requested access to check on him, REECE leaves to check on
Baining entry. The first female, who sai she rents @ room dovnstairs, said get a
‘warrant. REECE resumed and told the officers there was aback interior stairease
‘that they could use to gain access tothe hasement are ofthe house,
10. After REECE gave verbal permission to PE.D. Offisers CHURLIK and
YMBERT to use the back interior stairs they proceeded to the back ofthe house and
‘went down the stairs into the lower portion ofthe residence, They walked through
the common aeas of the house, loated the doorway ino the gage afc, and it was
blocked by a toolbox. The box was moved and CHURLIK entered the garage etea
{nan atempt to locate WEGENER. Officer CHURLIK reported there was a white
sheet across a portion of the garage which blocked the view of that area. Officer
(CHURLIK said he moved the sheet othe side and immediately saw a body in a
large tote on the floor, which was behind the sheet, Offcet CHURLIK reported the
‘body was a male wi had biood and injuries tothe facial are. Officer CHURLIK
said he could hear the ankle monitor device but didn’t se it
11, Patrol Sergeant SALDANA gave Homicide Unit members a briefing in
‘which he said officers reported a back backpack next the tote, On top of the
backpack was « wallet. Sgt. SALDANA reported wien a Facebook photo from
\WEGENER’S account is compared with the vitim in tote it appears tobe the same
22-8966 3person, Sgt. SALDANA reported several security cameras were seen on the outside
and inside of the residence.
12. Officers reported 1807 Kalgin Steet isa single residence with what appears
to be one unit on the lower level marked on the door 8 #2.
13. Officers reported sesing injuries onthe victim consistent with blunt force
trauma to the head but are unable o see or determine If victim had adltional
injuries due tothe location ofthe body. Officers were unsble to determine at this
time where Vietim WEGENER was killed. Thre was no immediate signs of blood
‘on the floor round the tote. Offices noted the tote in which WEGENER'S body
‘was located appeared io have wheels on the bottom, which would make it easy to
‘move eround. Also, officers noted electronic key pad on the door going into the
farage area
14, applied for and was granted Crime Scene Search Warrant 3AN-22-1179
15, Case Lead Detective J. BLBIE forwarded information relayed t him from
[Link]. om the location history for WEGENER'S ankle monitor. Det. ELBIE
reported on Friday 03-18-22, WEGENER’S ankle moniter pinged as aiving at
1807 Kalgin Strect at about 1230 hours. The first no motion alert occurred at 1420
hours at 1807 Kalgin Stret, The client has to acknowledge the alarm by tapping
{to times on the ankle monitor but that never took plase. WEGENER’ ankle
‘monitor never the 1807 Kalgin Street location ater 1230 on 03-18-22. However, on
03-19-22, a approximately 0529 hours, WEGENER’S ankle monitor moved and
had an extemal batery installed o charge it The extemal bttery was removed on
(03-19-22 atapproximetely 0816 hours. The monitor didnot record any moversent
after that.
16, Detectives MERCER and BAKER conducted a video and digitally audio
interview with NORMA REECE. At frst, she told deteetives multiple conflicting
versions of what ook place on Friday 03-18-22. REECE admitted to WEGENER
and ADAM PRINGLE both being at the house together on Friday aftemoon, She
said Adam told her they were leaving, and she hatnt scen them since. In addition,
REECE said the downstairs door was lacked and no one could enter the lower level
17, Detectives MERCER and BAKER conducted follow up interview with
[REECE and now she provided addtional information. REECE said on Friday (03-
18-22) afternoon PRINGLE and HAPPY celled WEGENER over tothe residence.
[REECE indicaied that PRINGLE wanted to confront WEGENER about
‘WEGENER’S alleged involvement in an incident with one of PRINGLE'S friends,
‘She indicated another male by the name of "CLAY" was present also. REECE said
PRINGLE, HAPPY, and WEGENER went downstairs, and she heard loud yeling
‘and arguing, and she pounded on the wall for them quiet down, REECE said the
noise stopped and then continued and at some point, PRINGLE came up stairs and
{old her thathe knocked out WEGENER, PRINGLE wanted her o attempt medical

WEGENER was not breathing and she told them to call 911, PRINGLE thought
WEGENER was breathing and sai it would be allright, REECE denied going
down tothe garage and never saw WEGENER. REECE telieves HAPPY and
PRINGLE lef the residence together. REECE seid another female house guest,
‘CORTNI BROWN, witncssed the guys telling her this information. REECE
‘oxpressed extreme fear of HAPPY and PRINGLE, indicating she was in fear of her
life ithey found out that she spoke wth police.
18. REECE gave detectives te street name of HAPPY and the first name of
DANIEL witha general location of his address near Paterson and 20" Stet.
19, REECE adltionally told detectives thet PRINGLE bad changed clothes just
‘rir tothe incident She described PRINGLE as having left a backpack since 03-
17-22 and having brought a second backpack. One was black and one was dark
blue. One ofthe two backpacks had a logo, peshaps.a Milwaukee tool logo.
[REECE indicated PRINGLE left without the backpacks after the incident, bt later
returned and retrieved them. REECE stated she btd gone through PRINGLE'S.
‘ckpack and recovered property belonging to her deceased brother that wat inthe
Kalgin residence. She removed the property From the backpack,
20. Further research of Tiburon Police Records System shows a moniker of
HAPPY associated ‘o a DANIEL ALEX ROCERO (D)B: 03-28-1977), who
‘currently resides a 7403 E. 20" Steet. In uddtion, S.U. Sergeant CHILDERS bad
personal knowiedge of a HAPPY with same lest name of ROCERO.
21, ereated a photo lineup with possible suspest DANIEL ROCERO in
photograph postion number 6. I placed the lineup ina brown folder,
22, I gave Detective BAKER and MERCER a photo lincup ofa possible match
for HAPPY, DANIEL ROCERO. Detectives BAKER or MERCER bad not
previously viewed n photograph of ROCERO and didnot know which postion
ROCERO was in the lineup. REECE viewed the lineup and was 110% the person in
photograph number 6 is HAPPY.
23. Research of ADAM PRINGLE shows he i curently on PED. Elect
‘ankle monitoring the same as WEGENER. P.E.D. locaton history for ADAM
PRINGLE shows he arived at 1807 Kalgin Steet on 03-18-22 at approximately
1105 hours, approximately 1 hour and 25 minutes before WEGENER erived atthe
‘address. PRINGLE remained at the address until 1515 hours, which was
approximately $5 minutes after WEGENER'S ankle monitor first recorded no
‘movement. After PRINGLE’S ankle monitor let the address, it pinged in various
locations around Muldoon and back atthe Kalgin address. Ai 2030 hours on 03-18-
22, PRINGLE’S ankle monitor pinged as arziving at 7403 E. 20% Ave, ia
“Anchorage. in addition, PRINGLE'S ankle monitored showed him ariving back at
1807 Kalgin Street on 03-19-22 at 0230 hours and remaining there until 0950 hours.

same time that a extemal battery alerted occured on WEGENER'S ankle monitor
and witen the extemal battery was removed,
24. Detectives ELBIE and CLARK interviewed CORTNI BROWN. Initially
[BROWN denied being aware of any incident occuring atthe Kalgn residence.
Detectives ELBIE and CLARK re-interviewed CORTNI BROWN, They informed
BROWN that REECE told ther that BROWN had information about the incident
and that they had a person in custody. Onee BROWN confirmed that someone was
in custody, she told police that “ADAM was a the house She did not know
“ADAM'S” last name. BROWN’S interview i ongoing atthe time ofthis Affidavit

25. PRINGLE was located and detained by offices at 7403 E. 20" Ave. on the
‘evening of 03-20-22. He was transported to APD headquarters tobe interviewed by
