Planning Service, Central Office, participants, good morning.

It is with great privilege to welcome you all to the Seminar on the Bridge Management System.

Since 2004, BMS has been the official system of the Department to monitor the condition of
bridges on national roads and to develop programs for the major maintenance, upgrading and
replacement of bridges requiring intervention to provide the required level of service thru
Department Order 47.

During this five-day seminar, our resource persons

will train you on the revised detailed procedure in the conduct of Bridge Inventory, Bridge
Condition Surveys, and Condition Rating.

In order for you to enhance your skills in the conduct of BMS procedures, you will have an
opportunity to conduct an actual bridge inventory and condition inspection, preparation of
inventory and condition forms and up to data encoding of these accomplished forms.

Furthermore, you will learn how to provide a clear assessment of the condition of a bridge
based on its damage and defects and provide specific measures on how to address it in
compliance with DPWH standards, guidelines, and other requirements.

As you go back to your respective offices as trained bridge inspectors, I hope that the quality of
bridge data and bridge maintenance programming will further improve so that we will have a
more accurate information that will be used in the preparation of prioritized major maintenance
and network development programs in our budget proposals.

I hope that this activity would be of great help in achieving our mandate to ensure safe and
reliable national road system through quality infrastructure.
