Preamble
Whereas, in tarms of section Gof The Aceam Private Universiti: Act, 2007 (Assam Act Ns, Xil ef 2007),
the Government, if satisfied, after considering the report submitted under sub-reetion (2) of rection S
thet the sponsoring bedy has complied with the provisions of sub-section (1) of section 5, may, by an.
Act of the State Legisiature, establish a private University with such name, location, jurisdiction and
with such infrastructure as may be specified in the Schedule,
Whereas, a private University named The Accam Royal Glabal University a: envisaged under section 6
of The Assam Private Universities Act, 2007, located at Getkuchi, Opposite Tirupati Balaji Temple/ISBT,
NM. 37, Guwahati = 35, Dist. Kamrup (Metro), Assam, India and with such infrastructure as specified
in the Schedule, has been established by The Assam Royal Global University Act, 2013 (Assam Act No.
20d! of 2013) enacted by the Assam Legislative Assembly, extending over the state of Assam, assented
by the Governor and published in the Assam Gazette Extraordinary on 23 August 2013.

PTER «1
1 Shart title and commencement.
{2) These Statutes may be called The
st Statutes of The Assam Royal Global University.
(2) They shall come into force on the date of ti
publication in the Official Gazette.
2. Definitions. =
{tn these Statutes, unless the context otherwise requires,
() “Academic Programme” means i progremme of Course Units and/or any other
component required for 9 Bachelor degree, or a Master degree, or @ Research Cegree,
or an Under-Graduste or a Post-Graduate Diploma, or an Advanced Diploma, or @
Certificate or other academic distinctions as may be approved by the Board of
Management;
() “Act” means The Assam Private Universities Act, 2007 (Act No-Xit of 2007);
(2) “Campus” means the Main Campus of the University and other Campuses within and
outside the State:
(d) “certificate” means the Certificate of the University as may be approved by the Board
of Management;
(2) “Constituent School/Department” means an tnstitution/ School/ College/ Centre
established/ operated and maintained by the University;
i) “Degree” means a Degree of Doctorate, Master’s Degree or Bachelor's Degree, and
sueh other degrees of the University as may be approved by the sppropriate
authority;
lg) “Faculty/School” means a division within the university comprising one subject area,
or a number of related subject areas:th)

“Department” means a University Teaching Department established by the University
to carry out teaching and research;
“Regulations” means Regulations of the University;
“Section” means 2 duly numbered Section of The Assam Private Universities Act, 2007;
“Statutes, Ordinances and Regulations” means respectively the Statutes, Ordinance
and Regulations of the Assam Royal Giobal University;
“Parts and Chapters” means respectively the parts and chapters of this Statutes;
“Academic Year" means a period at twelve months commencing on the first day of
Jatly;
“University” means the Assam Royal Global University;
Words and expressions used but not otherwise defined shall have the same meaning

The Pro-Chancellor. -
(1) In terms of the Assam Royal Giobal University Act 2013 read with section 14 (6) and 20 of
the Assam Private Universities Act, 2007. such other officers 2s may be declared by the
Statutes (2 te the Orficers of the University, stall be the Officers of the University.

Provided that notwithstonding the expiry of his tenn of office, the Pro- Chancellor

(3) nthe absence of the Chancellor or during his inability to act, che Pro-Chencelior shel! act
‘as an Executive Officer to the powers of Chancellor.
(2) Hf, at any tints, upon representation made or otherwise and after maldng such Inquiry as
may be deemed necessary, the situation sa warrants and If the continuance of the Pro-
Chancellor is not in the interest of the University. the Sponsoring Body (Gyan Sagar
Foundation) may, by passing a resolution in the meeting of the Society, stating the reascns
therein, ask the Pro-Chancellor to relinquish his office from such date as may be specified in
the resolution; provided that before taking an action under this sub-section, the Pro-
Chancellor shall be given an opportunity of being heard.
(5) The Pro-Chancellar shall exercise such other powers and pesform such other functions 3s
may be prescribed by the Statutes, the Ordinances and the Regulstions..
The Vice Chancellor. «
) The Vice-Chancellor shall be @ whole-time salaried officer of the University, who ahall
exercise general supervision and control over the affairs of the University and give effect to
the decision of the authorities of the University. The Vice-Chancellor shail have all necessary
powers to perform his duties as the Principal Executive and Academic Otficer of the University
(2) Tee remuneration and the other conditions of service of the Vice-Chancellor shall be
determined by the Chancellor.
(3) The Vice-Chancellor may, by writing under his hand addressed to the Chancellor, resign hts
office after giving duc notice in writing of his intention to do $6 in terms of the contract. The
Chancellor shall be the authority to accept his resignation.
(2) ft shall be the duty of the Vice-Chancellor to ensure that the provisions of this Act. the
Scanutes, the Ordinances and the Regulations are faithfully observed and carried out. and ne
shall have all powers necessary for this purpose.
(5) The Viee-Chanealior shall have the right of visiting and inepseting the schools, Centers and
other Institutions maintained by the University,
{6} Subject to the provisions of the Statutes and the Ordinances, the Vice-Chancellor shall have
‘Power to appoint, suspend, dismiss or otherwise punish any employee of the University with
pproval of the Chancellor,
(Z) The Wice-chancelior shall exercise such other powers and perform such other functions 05
may be prescribed by the Act, the Statutes, the Ordinances and the Regulations.
(2) nthe event of a temporary vacancy occurring in the office of the Vice-Chancellor or he is
temporarily absent, the Chancellor shall make necessary arrangements for exercising the
powrers.and performing the duties of the Vice-Chancellor.
‘The Pro-Vice-Chanceltor. -
(2) The Chancellor may, if he considers it necessary, appoint 2 Pro-Vice-Chancetlor, as per
‘provision of Section 16 and 20 of the Act of 2007.2306 THE ASSAM GAZETTE, EXTRAORDINARY, SEPTEMBER 7, 2021
(2) The Pro-Vice-Chancollar shall be 2 wholo-time salaried officer of the University. The
Qualifications for this pest shall be prescribed in the Regulations in consonance with the
Buldelines of University Grante Commission and other regulatory bodies, ax may be applicable,
from time to time.
(3) The Pro-Vice- Chancellor shall hold office for a term of three years and shall be eligible for
re-appointment,
(4) The salary and other conditions of service of the Pro-Viee-Chancellor zhall be determined
by the Chancellor.
(5) The Pro-Vice-Chancelior shall work under the contral and supervision of the Vice=
Chancailor.
{6} The Pro-Vice-Chanceltor may, by writing under his hand and addressed to the Chancellor
through Vice-Chancellor, resign his office after giving duo notice in writing of his Intention to
do sin terms of the contract, The Chancetlor shall be the authority To accept his resignation.
(7) Subject to the provisions of this Act, and the Statutes, Ordinance and Regulations, the
Powers.and functions of the Pra-Vice-Chancellor shall be determined by the Vice-Chancellor

{9) The Pro-Vice-Chancellor shall exercise such other powers and perform such other functions
as may be prescribed iy the Statutes, tho Ordinances and the Reguistions.
8. The Director=
(2) fn terms of the Assam Royal Global University Act 2013 read with section 14 (6) anu 20 o!
the Assam Private Universities Act, 2007, the Chancellor may, if he considers it necessary,
appoint one or more Directors.
(2) The Directors shall be whole-time salaried officers of the University.
(3) The salary and other conditions of service of the Directors shall be determined by the
Chancellor. The qualifications for this post shall be prescribed in the Regulations in
‘consonance with the guidelines ef University Grants Cammission and other regulatory boxes,
asmay be applicable, from time to time.
(4) The Director shall work under the control and supervision of the Vice-Chancelior.
(5) A Director may, by writing under his hand and addressed to-the Chancellor through Vice
‘Chancellor, resign his office after giving due notice in writing of hit intention to do:so in terms
‘of the contract. The Chancellor shall be the authority to accept his resignation.
(6) Subject to the provisions of this Act, and the Statutes, Ordinance and Regulations, the

(71, at any time upon representation made or otherwise and after making such inquiry a¢
may be deemed necessary, the situation so warrants and if the continuance of a Director ic
ot in the interests of the University, the Chancellor may, by an order in writing stating the
reasons therein, ask the Director to relinquish his office from such date as may be specified in
the order; provided that before taking 2n action under this sub-section, the Director shall Be
given an opportunity of being heard.
(8) The Director shall exercise such other powers and perform such other functions as may be
prescribed by the Statutes, the Ordinances and the Regulations.
‘The Registrar, -
(2) The First Registrar of the University shall be appointed by the Chairperson of the
Sponsoring Body and subsequent Registrars chall be appointed by the Chanceflor of the
University.
(2) Remuneration and other terms of appointment shall be as decided by the Chancellor, The
jldieations for this post shall be prescribed in the Regulations in consonance with the
idelines of University Grants Commission and othar regulatary bodies, a5 may be applicable,

(3) The Registrar shall work undes the contral and supervision of the Vice-Chancellor.
(2) The Registrar, may, by writing under his hand addressed to the Chancellor through the
Vice-Chancellor, resign afer giving due natice of his intention to do so, in terms of the
contract and the Chancellor shall be the authority to accept the resignation
{5) The Chancelfor shall be competent to terminate the appointment of the Registrar for grave
regularities committed in the discharge of his official duties, after conducting an inquiry in
‘which he has been informed of the charges against him and given a reasonable opportunity of
being heard In respect of those charges.
(6) Powers and Buties of The Registrar.
(o} the Registrar shai devote his whale time to the dutles of his office, when the
Registrar is absent from his duties for any reaton for ten days or fess, the Vice:
Chancellor and when it Is mars than ten days, the Chancellor shall make arrangements
‘or the performance of the duties of the Registrar in such manner andian such terms as
‘the Vice-Chancellor ar the Chancellor may respectively determine; ‘
(b) subject to the generat direction and contrat of the Vice-Chancellor, the Registrar
shall be In charge of the administration of the University. He shall take steps for the
efficient working of the University Administration, subject to the overall contro! of the
Vice-Chancellor;
(Ch the Registrar shall be the Custodian of the records, the common seui and over
Properties committed to his charge by the Governing Body/Board of Mangement
(7) otner duties:-
(a) to conduct the official correspondence of the University and to be responsible for
‘the proper maintenance of all the records of the University:
(b) to issue all notices, cither by himself or through an officer authorized by him in
terms of the rules, convening meetings of tho Governing Body, the Board of2308

Management, the Academic Council, the School Boards of Studies and for the
Committees apacinted by those authorities, where applicable;
(c] to prepare and maintain, either by himself or through an officer authorized by him in
terms of the rules, a record of the proceedings of the meeting of the Governing Body,
Board of Management, the Academic Council, the School Boards of Studies and for the
Committees appointed by those authorities, where applicable;
{d) to make arrangements for the conduct of elections to the various authorities or
bodies of the University under the directions of the Vice-Chancetlor;
(e) to maintain 3 Register of Graduates and such other Registers as are or may be
prescribed by the laws of the University from time to tire;
(f) to sign contracts and other agreements on behalf of the University under the
directions of the Board of Management/Vice Chancellor;
(e} to perform such other functions as may. from time to time, be prescribed by the
Board of Management; and
(h) to prepare time schedules for academic courses plan and direct the registration
of students for various courses and record transfers and drop-outs.
(9) The Registrar chat have any other functions and responsibitities as may be prescribed by
the Act, the Statutes, the Ordinanoes and the Regulations.
The Chief Finance and Accounts Officer. -
(1) The Chief Finance and Accounts Officer shall be appointed by the Chancellor.
Remuneration and other terms of appointment shall be a3 decided by the Chancellor. The
qualifications for this post shall be prescribed in the Regulations in consonance with the
{guidelines of University Grants Commission and other regulatory bodies, as may be applicable.

(2) The Chief Finance and Accounts Officer shall work under the control and supervision of the
Vice-Chaneallor.
(3) The Chief Finance and Accounts Officer, may, by writing under his hand addressed to the
Chancellor through Vice-Chancellor resign after giving due notice of his intention to do 50, in
terms of the contract and the Chancellor shail be the authority to accept the resignation,
(4) The Chancellor shall be competent to terminate the appointment of the Chiet Finance and
Accounts Officer for grave irregularities committed in the discharge of his official duties, after
conducting an inquiry in which he has been informed of the charges against him and given 2
reasonable opportunity of being heard in respect of those charges,
{5} Subject to the general direction and control of the Vice-Chancelfor, the Chief Finance and
Accounts Officer shail be in charge of the Finance, Accounts and Audit Branch of the
University.
{6} The Chief Finance and Accounts Officer shall perform the duties and responsibilities os
follows:
(2) ensure that she limits fired by the Governing Body for recurring and non-recurring
expenditure, for a year are not exceeded and that all moneys are expended for the
purpose for which they ose granted or allotted:
(b) be responsible for the preparation of annual accounts and the Budget of the
University and for their presentation to the Finance Committee and the Board of

(c) keep 2 constant watch on the progress of expenditure against the budget and on
the state of investments;
(6) watch the progress of the collection of revenue and advise on the methods of
collection employed:
(el ensure that the registers of bulldings, land, furniture and equipment are
maintained up-to date and that stock-verificstion of equipment and other
consumable materials in all schaols and departments of the University, University
Centers, specialized laboratories colleges and institutions maintained by the
University are conducted:
{f) to make all arrangements for the transaction of business of the meetings of the
finance committee;
(g) to scrutinize every item of new expenditure not provided for in the budget
‘estimates of the University;
(h) to make recommendations whenever he deems necessary to the Finance
Committee on al matters relating to the Finance, Accounts and Audit of the
University;
() to euggest any new account or audit form or register considered necestary oF to
suggest alteration to any existing form or register suitably for the proner working of
the University Office and the subordinate offices for the approval of the Finance
Contmittee and the Board of Management
(7) The Chief Finance and Accounts Officer shall make ail authorized payments out of the
University Fund on approval of Vice-Chanceliac/ Chancellor, as the case may be.
(8) The Chief Finance and Accounts Officer shail be responsible for the proper maintenance of
the accounts of the University. 1€ shall also be the duty of the Finance Officer to make
arrangements for the audit and payment of bills presented at the University Office, on
‘approval ef Competent Authorities,
(9) The receipt of the Chief Finance and Accounts Officer or the person or persons duly
authorized in this behalf by the Governing Body for any money payable to the University shall
besufficient discharge for payment of such mony.
{10) The Chief Finance and Accounts Officer shall, -
(2) exercise general supervision over the Funde of the University and shall edvise the
authorities of the University as regards its financial policy; and
() perform such other financial functions as may be assigned to him by the Finance
Committee, the Board af Management and the Governing Body.
(11) The Chief Finance and Accounts Officer shall have any other functions and responsibilities
as may be prescribed by the Act, the Statutes, the Ordinances and the Regulations.
‘Other Officers of the University:
‘The Deans of Faculty/Schools. -
(1) In terms of the Assam Royal Global University Act 2013 read with section 14 (6) and 20 of
the Assam Private Universities Act, 2007, the Chanceior shall appoint Dean for the
Faculty/school,2310

(2} Remuneration and other terms of appointment shall be es decided by the Chancellor. The
qualifications for this post shall be prescribed in the Regulations in consonance with the
guidelines of University Grants Commission and other regulatory bodies, as may be applicable,
from time to time.
(3) A Dean shall work under the cantrol and supervision af the Vice-Chancelior
(4) A Dean of Faculty/School, may, by writing under his hand addressed to the Chancellor
through Vice-Chancellor resign after giving due notice of his intention to do $0, in terms of the
contract and the Chancellor shali be the authority to accept the resignation.
(5) The Chancellor shail be competent to terminate the appointment of the Dean af:
Faculty/Scheol for grave irregularities committed in the discharge of his official duties, after
‘conducting an Inquiry in which he has bean informed af the charges against him and given 3
reasonable opportunity of being heard in respect of thase charges.
(6) When the office of the Dean Is vacant or where the Dean is by reason of iliness, absence oF
ny other cause unable to perform the duties of his office, the duties of his office shall be
perfarmed by such person as the Vice-Chancellor may appoint for the purpose.
(7) The Dean shalt be the head of the Faculty/schoo! of studies and shail be respansible for the
Conduct and maintenance of the standards of teaching and research in the school of studies,
(8) The Ogan shall perform such other functions as may be prescribed by the Statutes and the
Ordinances,
(9) The Dean shall have the right to be present and to speak at any meeting of the Board of
Studies or a committee of a Department of the School but shall not have the right to vate,
untess he isa member thereof.
The Controller of Examinations. -
(2) In terms of the Assam Roya! Global University Act 2013 read with section 14 (6) and 20 of
the Assam Private Universities Act, 2007, the Contratles of Examinations shall be appointed by
‘the Vice-Chancellor and he shall be a full-time salaried officer of the University.
{2} Remuneration and other terms of appointment shall be as decided by the Chancellor. The
‘qualifications for this post shall be prescribed in the Regulations in consonance with the
guidelines of University Grants Commission and other regulatory bodies, as may be applicable,
from time totime,
(3) The Controtier of examinations shall work under the control and supervision of the Vice-
Chanceitor,
(4) The Controller of Examinations, may, by writing under his hand and addressed to the
‘Chancellor through Vice-Chancellor resign after giving due notice of his intention to de so, in
terms of the contract and the Chancellor shall be the authority to-accept the resignation,
{5} The Chancellor shall be competent to terminate the appointment of the Controller of
Sraminations for grave Irregularities carimnitted in the discharge of his official duties, after
sonducting an Inquity in which he has been informed of the charges against him and given >

{6) When the oftice of tne Controtier of Examinations is vacant or where the Controller of
Examinations is by reason of illaess, absence or any other cause unable to perform the duties
of his office, the duties of his office shall be performed by such person as the Vice-Chancellor
may 2ppoint for the purpose,
(7) The Controller of Examinations shail have the following powers and duties, namely: ~
(i) be shall have the authority and the responsibilities for sanctity and conduct of
University Examinations and it shall be his duty to arrange for the preperation,
‘scheduling, invigilation, evaluation, reporting and declaration of results of University
Examinations and for the payment of remuneration. as applicable to question paper
setters and examiners and all other incidental matters connected with University
‘examinations;
(i) he zhall be responsible for the safe custady of all papers, documents, certificates
and other confidential files connected with the conduct ofall University examinations;
(i) ne shall have the power to certify and recommend payment of the Travelling
Allowance Bills of Exeminers and paper setters and all ather bills, as applicable,
relating to examinations;
(lv) he shall perform such other duties as may be prescribed by the Vice-Chancellor or
conferred upon him by the Goveming Sody, Board of Management or the Academic
Council from time to time.
(8) The Examiners and Question Paper Setters shall be appointed by the Controller of
Examinations, with the prior approval of the Vice-Chancellor.
(9) The Controller of Examinations shall, in the execution of his office, be subject to the
immediate direction and control of the Vice-Chancellor and shall carry out his orders and
Fendér such assistance as may be required by the Vice-Chancellor in the performance of his
duties.
{10} The Controtier of Examinations shall ensure strict adherence to academic calendi

(12) The Controller of Examinations shail arrange for holding of Convocation.
The Librarian. «
(2) in terms of the Assam Royal Global University Act 2013 read with section 14 (6) and.20 of
‘the Assam Private Universities Act, 2007, the Librarian shall be a full time salaried officer of
‘the University and shall be appointed by the Chancellor.
(Q) Remuneration and other terms of appointment shail be as decided by the Chancellor. The
‘qualifications for this pest shall be prescribed in the Regulations in consonance with the
suidelines of University Grants Commission and ather regulatory bodies, as may be applicable.

{5} The Chancellor shail be competent to terminate the appointment of the Librarian for erave
irregularities committed in the discharge of his official duties, after condueting’an inquiry in
which he has been informed of the charges against him and given # reasonable opportunity of
being heard in respect of those charges,
(6) When the office of the Librarian ls vacant or where the Librarian is by reason of iliness,
absence or any other cause unable to perform the duties of his office, the duties of his office
shail be performed by such person as the Vice-Chancellor may appoint for the purpose,
(7) The Librarian shall be the tn-charge of the Ubrary(ies) of the University. He sholl be
responsible for acquisition and maintenance of books, journals and other resources in the
Ubrary{ies). The Librarian shall exorcise such powers and perform such duties, as may be
determined by the Vice Chancellar, the Chancellor and/or Board of Management.
Dean of Students’ Welfare. -
(1) In terme of the Assam Royal Global University Act 2013 read with section 24 (6) and 20 of
the Assam Private Universities Act, 2007, the Dean of Students’ Welfare shall be appointed by
the Chancellor on recommendations of Vice-Chancelior and shall be a full time salaried officer
of the University.
(2) Remuneration and other terms of appointment shall be as decided by the Chancellor, The
‘quatifications for this post shall be prescribed in the Regulations in consonance with the
guidelines of University Grants Commission and other regulatory bodies, as may bé applicable,
from time to time.
(3) The Dean of Students’ Welfare shall work under the control and supervision of the Vice-
Chancellor,
(4) The Dean of Students’ Welfare, may, by writing under his band addressed to the Chancellor
through Vice-Chancellor resign after giving due notice of his intention to do $0, ia terms of the
contract and the Chancellor shall be the authority to accept the résignation.
(5) Tha Chancellor may terminate the appointment of the Dean of Students’ Welfare for grave

Chancellor, in a meeting of the Board of Management for any reason, the Pro-Vice-Chiancellor

‘Teachers of the University. «
(2) The Governing Body shall be competent to approve efeation of teaching posts, viz,
Professors, Associate Professors, Assistant Professors and such other teaching and research
Posts as required by the University, generally an the motion of the Governing Body and/or on
the proposals of the Academic Council.
(2}.On the motion of the Board of Management and after report from the Academie Council
thereon, the Board of Management may suspend or abolish any teaching and research posts.
(3) Teachers of the University shall generally be appointed by the Chancellor after
advertisement inviting applications and as recommended hy the Selection Committee. It shall
however be competent for the Chancellor to appoint, in exceptional cases, Professors,
Associate Professors and Assistant Professors without advertisement, if it Is satisfied that
persons already in the service are suitable for the post.
(4) The Registrar shall be the Secretary of the Sceutiny Committee. He shall cause scrutiny of
the applications, received against 2 post, in terms of the specified criteria, either by himself or
through @ Scrutiny Committee constituted for the pumose. The report of the Scrutiny
Committee shall be placed for the consideration of the Selection Committee.
(5) After due scrutiny and shortlisting as may be necessary, the applications shall be referred
to.aSelectian Committee consisting of the following persons, nemely:-
(2) The Vice-Chancetior, who shalt he the ex-officio Chairperson of the Committee.
{2) For the past of Professor: The Head of the Oepartment in the rank of Professor, if
ny, in the subject concerned if the selection fs made to 8 post of Professor. Where
there is no. University Professor in the subject, en additional outside expert shall be
nominated by the Chancellor.
{3) For the posts af Associate Professor, Assistant Professor, etc.: The Head of the
Department in the subject concerned, provided the post for which eelection is nade iz
‘not of a higher rank than the post held by the Head of the Department.
{4} One member of the Board of Management nominated by the Chancellor,
(5) Atteast one outside subject expert in which the selection is to be made.
(5) No meinber of the Committee who is an applicant for the post or is related to or interected
in any of the applicants for the post shall take part in the deliberations of the Committee, 50
far.as that post is concerned.
{7} Appaintment may atso be made on the recommendation of a selection committee for 2
particular post by considering the candidature in absentia in any special case.
(8) The recommendations of the Selection Committee shall be placed before the Chancellor,
who shall make the appointments,
(9) No teacher shall be eligible for appointment in the University, unless he poszeztes such
qualifications as may be prescribed by the Regulations made by the Board of Management.2324 THE ASSAM GAZETTE, EXTRAORDINARY, SEPTEMBER 7, 2021
(10) Notwithstanding anything contained in the Statutes above, the Chancellor may invite a
person of high academic distinction and professional attainments to accept a teaching past in
the University on such terms and conditions as it may deem fit and appoint the person to
such post.
(42) The Chancellor may appoint any member of the academic staff working in any ather
University or organization on. teaching assignrfent or for undertaking a project or any ather
work on such terms and canditions as may be determined by the Chancellor.
(42) Appointments can also be made on Contract basis or a5 Consultants on such terms and
conditions as may be approved by the Chancel
(43) All teachers of the University shall be subject to the disciplinary control of the Board of
Management, the Vice-Chancellor and the Chancellor.
{14) Every teacher shail make 9 dectaration of his age to the University st the time of his entry
inta service, based on his matriculation or equivalent certificate and in the case of none
‘matriculates, such other documentary proaf as may be acceptable to the authority based on
which the age shall be accepted. After the declaration of age and acceptance of the same by
the authority, it shall be legally binding on the teacher and no revision of the age shall be
allowed ta be made at a later date for any purpose whatsoever,
(25) A person whose age is less than 16 (elehteen| years shall not be appointed to any post in
the University. There shail be a personal file/ personal history sheet for every teacher in which
shall be placed all papers, records and other documents relating to his service in the
University. In addition, 3 Service Book shail alsa be maintained in respect of each employee.
(26) The entries in the service book shall be authenticated by an officer authorized in this
respect by the Vice-Chancellor,
(27) Every person appointed against a permanent post whether by promotion or by direct
recruitment, shall be on probation on such a post for @ period of twelve menths:
Prowided that the appointing authority may extend the period of probation for a
further period, the-reasons thereof to be recorded in writing and communicated to the person
‘concerned.
(28) In case a teacher is eppointed on probation, the engagement may be terminated by one
month's notice or by the payment of a sum equivalent to one month's salary by either party
choosing to-terminate the appointment, without assigning any reason:
Provided that where the service Is of a period of less than six months, neither notice
‘nor payment of salary in lieu of notice shall be required.
(29) All the teachers and other academic staff of the University shall, in the absence of any
contract to the contrary, be governed by the terms and conditions of service and code of
ethics as are specified by the Statutes, the Ordinances and the Regulations,
(20) The teachers of the University shall be governed by the Leave Rules for teachers and
other academic staff as laid down in the Regulations.
(21) The teachers of the University shall be governed by the Conduct,
Appeal Rules as to be notified.

(22) Any mattar relating to the conditions of :arvice of teachers for which no spadific provision
Is made in this statute, shall be determined by the Board of Management. Where 2 doubt
arises 33 to the interpretation or application of any of the pravisions of this Statute, the matter
‘shall be referred to the Chancelior for a decision, which shall be final.
CHAPTER- 2
Employees (other than teachers) of the University, -
{1) All employees of the University (other than teachers) including Registrar, Chief Finance and
Accounts. Officer, Controller of Examination, Librarian, technical supporting staff office staff
and such other posts of University as may be decided by the Board of Management chall be
categorized 3s Employees (other than teachers).
{2) The qualifications and experience for appointment ta the posts in the various categories or
cadres of the University shall be such a3 may be approved in the form af Recruitment Rules for
each category of posts by the Board of Management from time to time:
(3) Recruitment to posts shall be made by any one of the fotlowing modes: -
(i) By Direct recruttment;
(i) By Promotion;
(iii) On Contract/ As Consultant.
(6) bicect recruitment shall imply issue of an open advertisement through leading newspapers
and/ or other media of communication, followed by interviews conducted by the Selection
Committees. Appointment may alse be made on the recommendation of a selection
Committee for a particular post by considering the candidature In absentia in any special case,
(5) Appointments by promotion, shall be made whether in a permanent or officiating capacity
from amongst the eligible employees serving in the posts In the lower grade through a
Committee constituted by the Chancellor. However, the Chancellor may appoint an employee
toa higher post on officiating capacity on temporary basis,
(6) Appointments can also be inade on Contract basis or as Consultants on sueh terme and
conditions 88 may be approved by the Chancellor.
(7) The joining time to join any post in the University shall be allowed as per the decision of
the Chancellor.
(8) Every employee shall make a declaration of his age to the University at the time of his
entry Into service, based on his matriculation or equivalent certificate and in the case of non
matriculates, such other documentary proof 3 may be acceptable to the autharity based on
which the age shall be accepted. After the declaration of age and acceptance of the seme by
the authority, it shall be legally binding on the employee and no revision of the age shall be
allowed to be made at 2 later date for any purpose whatsoever.

(10) Unless otherwise expressly provided tor. the whole time employees shall be at the
disposal of the University at all reasonable time and he shall serve the University in such
‘capacity and in such manner and at such places as he may, from time to time, be directed by
the University,
(11) An employee of the University may be called upon to perform any work as may be
assigned to him in the interest of and for the purposes of the University.
(22) Every person appointed against 3 permanent post whether by promotion or by direct
Fecruitment, shall be on probation on such a post for a period of twelve months:

(14) Ouring the period of provation, if an appointee ts found unsuitable for holding that post
‘or has not completed his period of probation satisfactorily, the appointing authority may, -
{i) in case the person is appointed by promotion, revert him/her to the post held by
him/her immediately before promotion to such post;
Ui) in case of a person appointed by direct recruitment, terminate his/ har services
tunder the University by giving emu month's notice or paying him/ her one month's
ssiaryin lieu thereof.
(25) Every person appointed against a post under the University whether by promotion or by
direct recruitment shall, on satisfactory completion of hi/ her period of probation, be eligible
for confirmation in the post and subject ta the conditions faid down in the ordinance/
regulations notified separatoly.
(26) An employee shall be in temporary service of the University, until he is confirmed In a
permanent post under the University,
(27) Subject to the acceptance of his/ her resignation by the competent authority, 3
Permanent or temporary employee may, By notice of three months or one monsn
respectively in writing to the appointing authority, resign from the service ef the University:
Provided that the appointing authority may if deemed proper, relieve a permanent/
temperary employee.on notice of less than three months/ one month respectively.
{18) The University shail maintain a service book tor each employee in such form as may be
prescribed, giving a history of his service trom the date of his appointment inciuging grant of
increment, promotion, reward, punishment and all other Important events of his career. The
‘Service Book shall alse contain a leave account of the employee showing @ complete record of
all kinds of leave fexcept casual leave) earned as welll as availed by him and the balance of
such leave at his credit
(29) The entries in the sevice book of an employee shall be authenticated by an officer
authorized in this behalf by the Vice-Chancellor,ASSAM GAZETTE, EXTRAORDINARY, SEPTEMBER 7, 2021 2327
(20) The employees of the University shall be governed by the Leave Rules for non-teaching
Employees as laid down in the Regulations.
(21) The employees of the University shall be governed by the Conduct, discipliné, Penalty and
Appeal Rules 5 to be notified by Regulations/Rules.
(22) Where no explicit rules have been made or for any Interpretation or clarification on any
rules, the decision of the Chancellor shall be final.2328

GHAPTER-2
Arbitration. -
(1) Any dispute arising out of a contract of employment between the University and the
employee including teachers and other atademic staff shall be referred, at the request of the
employee, to 2 Tribunal for Arbitration which shall consist of one member nominated by the
So2rd of Management, one member nominated by the employee concerned and an umpire
ta be nominated by the Chancellor.
(2)"The decision of the Tribunal shall be finat:
Provided that an appeal shall He in the District Court under section 34 of the
Arbitration ang Conciliation Act 2995,
(3) Every request made by the employee under statute 26 (1), shall be deemed to he 3
submission to arbitration upon the terms of this section within the meaning of the Arbitration
and Conciliation Act, 1996.
{4) Any dispute arising out of any disciplinary action taken by the University against 3 student
shall, ot the request of such student, be referred to a Tribunal for Arbitration and the
provisions of the above Statutes shall, as far as may be, apply to a reference made under this
sub-statute
(S) The procedure for regulating the work @f the Tribunal shall be prescribed by the
Regulations,
GHAPTER-2
‘Honorary Degrees. -
(1) On the recommendation of the Board of Management, an honorary degree may ve
conferred to distinguished persons approved by the University who, by reason of their
eminent position and attainments of by virtue of their contribution te learning or eminent
services to the cause of education, are fit and proper persons to recelve such a degree, subject
te the condition that such recommendation i accepted by the Governing Body and is
confirmed by the Chancellor
Provided that it shalt be competent for the Chancellor to award honorary degrees in
special cases, on the recommendation of the Soard of Management alone.
{2} The rules for conferment of the Degree shail be prescribed by the Regulations.
Scholarship, fellowzhip and exemption from tution fees. «
‘The University shall award Scholarship, fellowship and exemption from tuition fees as may be
prescribed by the Regulations29.

Fees.
{In adgition te the stipulation in section 36 of the Act, structure of fees of the University shalt
bedetermined on the basis af the following:
i) The fee structure shall be established for different programs concomitant with the
‘objectives of the University to provide quality education.
Gi) The fee revision, if any, shall be notified by the University.
{) Fee once formulated by the competent authority shall be applicable to all students
enrolled.
(iw) Board of Management shall be the competent authority for regulation ot fees.
Courses curriculum and intake, -
The University shall have different academic programmes in schools and centers of studies.
‘The course curriculum and intake for respective academic programmes shail be specified by
the ardinances.and the regulations.
Admission of Students. -
{2) 1m addition to the stipuiation in section 35 of the Act, admission of students of the
‘University shall be made on the basis of the procedure as laid down in the Regulations,
(2) 4 candidate shall be admitted to the programme in a school on his/her enroltment as a
student of the University on payment of the prescribed fees.
{3} ff at any time it is discovered that 2 candidaie hos made 2 false or Incorrect staterienl or
‘other froudulent means have been used for securing admission, his/her name shall be
removed from the roles of the University,
(8) Only such candidates who have passed the qualifying examination of and indian
University/Board, established o¢ recognized by state/central Government or such other
‘examination ax has been recognized equivalent by State/ central Government/ University shall
be considered for admission
{5} Admission of the students shall be done on the basis of merit providing equal opportunity
to all without any discrimination on the basis of gender, religion, caste or creed, Wowever,
provision for reservation shall be made as per reiee/guidelines of University/Soverment.

sensitization, prevention and redressal of sexual harassment in the working place. This
‘Committee shall be formed in pursuance of the Sexual Harassment of Women at Workplace
(Prevention, Prohibition and Redressal) Act 7013, with committee members 35 specified in the
refarred Act.
{b) Terms of referance:
‘AS be specified in the Sexual Harassment of Women at Workplace (Prevenition, Prohibition and
Reddressal) Act 2013.
(4) Other Committees. -
The University may constitute such other committees as may be necessary through
Reguiations passed by the spprapriste authorities.35.

Any Officer or Authority of the University can delegate his/her/its power to any Subordinate
‘Officer or Authority of the University by an order. However, the responsibilities For the subject
of delegation shall remain with the delegating Officer or Authority.
Legal disputes:
