According to ACI code

The reinforced bars should be provided with stirrup

For 9 mm stirrup, it should be used for main bars with
diameter less than DB 32

For 12 mm stirrup, it should be used for main bars with

diamter > DB36
Stirrup spacing should be selected among these values
whichever the smallest

s ≤ 16 Ø main bar, or
s ≤ 48Ø stirrup, or
s ≤ 20 cm
According to ACI code

The smallest section or diameter should not be less than 20 cm. For
secondary column, which is not considered as major column, its smallest
section should not be less than 15 cm.

The reinforced bar area should not be less than the ratio of Ast /Ag between
0.01 and 0.08

The reinforced bars should not be less than 12 mm. For spiral column, there
should be at least 6 numbers of bars. For tied column, there should be at
least 4 numbers of bars.
The angle between stirrup and reinforced bars should not be larger
than 135 degree, and the spacing between bars should not exceed
