Part J - GSMA VoLTE Testing

J.1 Have you participated in GSMA VoLTE Testing (See
[Link] ) ?
J.2 If NO, are you interested in speaking to GSMA regarding VoLTE Testing?

Part K- Excessive Call Failure due to SIP Message size

It has been reported that in poor radio conditions, the Call Setup Success Ration (CSSR) with
VoLTE is worse that the CSSR for 3G Voice (i.e. if a 3G Voice UE would be in the same radio
conditions, the Call set-up would have likely succeeded). There is a theory that the larger SIP
message sizes mean that more RLC segments are needed, the higher probability of a segment
transmission failure the higher the probability of UE going to RRC-IDLE generating a Call
attempt failure. Potential options for reducing the size of a SIP INVITE message include
mandating the use of compact forms of SIP headers (UL), Remove P-Preferred-Identity (UL),
Use of Tel:URI (UL), Remove ICSI from Accept-Contact (UL), Extend list of compact headers to
include P-headers. Compact forms can be also used for media Feature tags, ICSI.

K1. Have you experienced a higher VoLTE call failure rate in poor radio conditions due to the SIP
message size compared to the 2G/3G call failure rate in the same radio conditions?
K2. If YES, what is the increase in call failure rate?
K3. Do you see a need to reduce the SIP message size to improve VoLTE call failure rates?
K.2 If YES, would you support the GSMA looking into ways of optimizing the size of initial SIP
INVITE in order to improve call setup success rate in 4G?
