FORMAT OF THE COMMITTEE (Step by Step) It depends on the discretion of the EB and
the ROP of the competition.
1. Roll Call-
Present and voting and Only present
Present means that the person will be a silent and be an observer
Present with voting- These people can vote on the diff things
2. Decide and set an agenda- (This has already been given by the organization committee)
3. Opening statements- 90 seconds-120 seconds
Roll Call list provided by the organization committee
Everyone has to speak in this
Overview of the agenda
Your party stand (Stick to your political party’s ideology)
Delegates can raise POIs on the opening statements
4. General speakers list (called as Speakers list also)
you can have a discussion on any agenda
broadly of specifically
You can use this time to reply, complete your earlier speeches etc.
This is done by calling for speakers, unlike OS which is done by the list.
Three types of yields
Yield the remaining time to any other speaker
Yield it to the chair for asking questions
Yielding to POIs and comments
Plea to follow up- asking question on the answer of the POI
When any Moderated caucus or opening statements end, the committee
automatically enters into the General speakers list
5. Moderated Caucus (formal discussion)-
Discussion on the sub agendas
Maximum time 1 minute
Total time can be extended, but it cannot be extended by more than half of the
earlier set time.
No POIs are allowed.
You can response or question any other delegate in this speech
6. Unmoderated Caucus (informal discussion)-
Discussion and lobbying on any issue
The EBs are not present in this
You can scream, cry do whatever you want

HOW TO RAISE MOTION?
1. Setting the agenda
I, Narendra Modi (Portfolio) a member of the BJP (Party name) would like to set the agenda
_______________________________for the committee’s discussion.
2. Opening statements
I, Narendra Modi a member of the BJP would like suspend the formal debate for the opening
statements with total time _______ minutes, per speaker time__________ seconds and first
speaker time______ seconds.
3. General speakers list
I, Narendra Modi a member of the BJP would like suspend the formal debate and start/continue
the general speakers list with total time _______ minutes, per speaker time__________ seconds
and first speaker time______ seconds.
4. Formal discussion (moderated caucus)
I, Narendra Modi a member of the BJP would like suspend the formal debate for a formal
discussion on the agenda _____________________________________________, with total
time _______ minutes, per speaker time__________ seconds and first speaker time______
seconds.
5. Informal discussion (unmoderated caucus)
I, Narendra Modi a member of the BJP would like suspend the formal debate for an informal
discussion for a total time of _______ minutes.

POINTS
A “point” is an exclusive entitlement or privilege given to every Committee member for his or
her procedural and substantive convenience, not subject to any Committee vote.
1. Point of personal privilege- Tell about any personal privilege, for example any of the
speaker is not audible or you have to attend something very imp so you need a break.
2. Point of parliamentary inquiry- Know about the procedures, agenda and motion being
discussed.
3. Point of information- You can ask the delegate questions of his speech (This has to be
limited to the speech only)
4. Point of order-
Factual inaccuracy in a person’s speech (Only credible sources should be used to
point out the faults), this should be done by quoting the person.
The EB not following the rules of procedure.
5. Right of Reply-
This can be done by taking the permission of the EB
If a person in his/her personal capacity feels that they have been insulted, then
they respond to it and the EB would adjudicate such issues.

DRAFTING
A. Communique- An official declaration or announcement in writing, non-binding in
nature, which is drafted in joint consensus of the entire Committee and is passed without
a formal vote. A communiqué is a more informal and non-binding alternative to a
resolution, intended for common understanding of Committee and press members.
It is a joint statement by all the members
No specific format
It has a title
Below it there are signatories (1/3rd of the people need to be signatories for a
communique to lie)
Below it has to be the content-
Everybody has to vote on a communique (every person has to vote a yes for it to
pass)

total committee members should be the signatories)

B. Press Statements:
Statements, either written or in verbal, directly to the national press.
Releasing the statement to the press
Firstly, Title it as “Press release”
Secondly write, the Party name/ members who were involved in making the press
release.
Thirdly, write the statement/stance of the members writing it.
It is advisable that the content is written in a point format
Lastly, Signature of the party leader.

C. Press Conferences
Parties can hold their own press conferences during committee breaks but will
have to inform the national press, the Chairperson and the Secretariat in advance.
It depends on the format of the competition i.e. if the competition has the
International Press committee, then you can do it.

There are no specific marks on a particular point, the participants will be marked on these points
as a whole-
Knowledge about the issue
Speech delivery
Excellency of language- (Hindi/English)
Body language
Awareness about the portfolio
Physical presence on the virtual google meet call
Listening the speeches of the other delegates
Asking Points of information i.e. questions
Research
Drafting of the paper work
General knowledge
