Giorno would win against Goku. Now let me first clear up some counter arguments. If Goku wanted to kill everyone in Jo-Jo
universe, how far would he get?
"Goku can just speed blitz Giorno"

Giorno's Gold Experience Requiem is an automatic stand and it'll automatically

activated when Giorno was about to get hurt. When Diavolo erases time no one is
concious and everything they do has no thought put in to it. This means that it
doesn't matter even if Goku's faster than the speed of thought or if Giorno's eyes
can not keep up, GER was always activate to keep its users out of harm's ways.

"Goku can use Hakai"

Hakai is just as useful as any other of Goku's arsenal, it's useless…the moment
Goku yells out Hakai GER activates and renders it fruitless.

"Giorno can't do enough damage to kill Goku"

I agree with the fact that Giorno can only do enough damage to take down
buildings, Goku's on a whole enough level of durability. However, after watching
DBZ and a couple DBS movie I found out Goku is just as vunerable as a human
under a specific circumstances.

Ki and powerlevel

Goku needs to put his guard up(Raise his power level) or else he can't protect
himself from simple things such as a bullet, infantry laser, or even a rock.

Giorno's RTZ(Return To Zero) is perfect for this scenario. All Giorno has to do is use
RTZ and make Goku's power level literally return to zero. Now Goku can't use any
attacks, can't transform, and can't even run away. He's as defenseless as any other
regular human. Giorno has a lot of ways to kill Goku at this point but just to be sure
Giorno will shoot a laser at Goku.

Bam Goku is stuck in Infinite Death Loop even though he doesn't deserve it.

But even if Goku wasn’t able to bypass Gold Experience Requiem, Gold Experience
Requiem’s strength alone would not be enough to kill Goku.

In the anime, Giorno was seen destroying cars using base Gold Experience to
transform them into life nearly all at once. This would most likely put him at block
level at most.

Considering it’s safe to assume Gold Experience Requiem got at least SOME buff to
it’s physical strength, I’d assume it’s strength AT MOST is small town level after
about 5 hours of attacking or something.

Giorno manipulates causality with his ability and can return anything that threatens

Basically the whole thing about his stand is that it has a passive ability which makes
it so it reverts everything to zero. Now that might sound scary but don't worry, it's
not like he erases the universe. Basically all it means is that all your stats become
zero. Speed, power, defense, blah blah you get the idea. Goku simply cannot win as
long as Gold Experience Requiem exists.
