PUBLIC ADMINISTRATION – AN INTRODUCTION

 Answer the following questions :

1. What is Administration ?
 The Word Administration is a combination of two Latin Words Ad
and ministraire.
 The word ministraire means “To Care”, to look after, to serve and manage
the affairs.
Hence, administration means serving the people.

2. Define Public administration.


According to,
 Woodrow Wilson : “Public Administration is the comprehensive
enforcement of the law”.

 Piffner : “Public administration is the combination of


collective effort and coordination to implement
Public Policy”.

 Luther Guillick : “Public administration is concerned with the


executive branch that carries out the functions of the
government”.

 FM Marx : “Public administration is systematic coordination of


person’s things and methods”.

3. Public administration is very essential at present. Discuss.


 The present states are changing from police state to welfare state.
 All round development of human beings and survival of human Society
depends upon Public administration.
 It is the heart of the state System.
 The idea of a State without Public Administration is impossible.
Hence, the Public Administration is very essential at present

4. Public administration Functions From birth to death of a person. Justify.


Public administration provides service to the people like,
 Maintenance of law and order
 Providing justice
 Education
 Employment
 Protection of life and property
 Necessities of life and other Services
 Responsible for national defence and bringing economic equality
Hence, public admission functions from birth to death of a person.

5. What are social security policies ? Mention some examples.


 The policies implemented for the upliftment of poor, women, tribal’s,
disabled, orphans, senior citizens, children, destitute’s etc. are called social
security policies.
 Examples :
o Pension Schemes for Widows, senior citizens, physically disabled people
o Nation food security mission

6. How Public administration plays an important role in formulation and


implementation of public polices ?
 Public administration implements clause enacted by legislature.
 It implements the policies and plans of executive.
 It provides the necessary statistical data and information.
Thus the public administration plays an important role in formulation and
implementation of public policies.

7. Mention the importance of Public administration.


 The pillar of the government.
 Implementation of the law and policies.
 Strength and Social Security.
 Assist the legislature as well as executive.
 Striving to protect public interest.

8. What is recruitment ?
The recruitment is the process of selecting suitable persons for suitable posts.

9. Explain about the types of recruitment.


 Direct recruitment:
o It is a scientific and popular method.
o The qualified candidates are selected through competitive examinations.
o The candidates seeking appointment through this method need to possess
special and required qualifications.

 Indirect recruitment: (internal recruitment)


o This method is the procedure of promotion and giving increment- means
the appointment of personal already in government services to higher post
on the basis of their qualification and Seniority.
o This method is practiced in all the countries of the world.

10. Explain the structure of UPSC.


 UPSC - Union Public Service commission.
 This is a Constitutional body established according to the Article 315 of the
constitution.
 The commission consists of one chairman and 10 members. They are
appointed by the President of India.
 Their term of office is 6 years or 65 years of age whichever is earlier.
 The commission functions independently without interference from
legislature and executive.
 Headquarters is in New Delhi.

11. Explain the functions of UPSC.


 Conducts competitive examinations for recruitment of group A and B posts of
Union government.
 Conducting tests personally for direct recruitment.
 To advise the government on guidelines to be followed in promotions and
transfer of various post.
 To advise the government to take disciplinary actions against the
inappropriate behaviour of the officials.
 To advise the government on any matter on the instructions of the president
of India.

12. Explain the structure of KPSC.


 KPSC - Karnataka Public Service Commission.
 It was established on 18th May 1951, as per Article 315 of the Indian
Constitution.
 The commission Consists of one chairman and 11 members. They are
appointed by the governor.
 Their term of office is 6 years or 62 years of age whichever is earlier.
 The Commission has a secretary to look after day to day administrative affairs
and controller of exams to look after examination functions.
 The head office is in Bengaluru.

13. What are the functions of KPSC ?


 Recruitment of Gazetted officer and non-gazetted to the state Government
services through competitive exams as per law.
 Conducting personality tests for candidates to be appointed to certain posts.
 Conducting departmental exams twice a year for government employees.
 To advise the government on disciplinary and promotion cases.
 To carry out coordination work for various competitive exams conducted in
various states, centres on behalf of the UPSC.

14. What is the importance of Law and order ?


Law and order is important (essential) for the peace, happiness, unity and
development of the nation.

15. Mention the important armed forces of the Union Home Ministry.
 Central Reserve Police Force (CRPF) :
o The force assists state police in suppressing riots and maintaining law and
order.
o The force undertakes relief work in case of natural calamities.

 Border Security Force (BSF) :


o The force is protecting the borders of India.
o The force prevents criminal activities along the borders.

 Railway Protection Force (RPF) :


o It prevents railway crimes
o The force protects railway passengers and railway assets.

 Central Industrial security Force (CISF) :


o The force provides security to large scale industries, airports, harbors.
o The Force provides security to institutions like note and coin
minting centers.

16. Explain the view of POSDCORB of Luther Gullick.
