Vulnerabilities: Vulnerabilities include many families living in informal


settlements, lacking proper housing and resources for evacuation.

Disaster: When the typhoon makes landfall, it causes widespread


flooding, landslides, and damage to homes, leading to injuries,
displacement, and a humanitarian crisis.

Republic Act No. 10121 known as the Philippine
Disaster Risk Reduction and Management (PDRRM) Act of 2010
was signed into law on May 27, 2010. This is an act
strengthening the Philippine Disaster Risk Reduction and
Management System, providing for the National Disaster Risk
Reduction and Management Framework and Institutionalizing
the National Disaster Risk Reduction and Management Plan,
Appropriating Funds therefore and for other purposes.

Local government units (LGUs) are expected to
be at the frontline of emergency measures in the
aftermath of disasters to ensure the general welfare of
its constituents, according to the Local Government
Code of 1991. As first responders, they should be

UST-LEGAZPI EMERGENCY RESPONSE TEAM
As one of the Vision of the university to be the center for
disaster risk reduction management and preparedness, the
university established team of employees and students called
ALERT-An Emergency Response Team during Disasters and
