INTRODUCTION

A portable gun designed to discharge a projectile by force an explosion or other

form of combustion is called Firearm. It play a significant roles in various aspect of our

society, including self-defense, law enforcement, hunting, sport shooting and also crime.

Due to its potential harm, it is essential to be aware of firearm safety, understand the 4

cardinal rule, and to know who is qualified to handle it.

A specialized facility designed for safe and controlled shooting practice with

firearms is called Firing Range. These ranges provide a controlled environment where

individuals can develop their shooting skills, train for self-defense, engage in competitive

shooting, or simply enjoy the sports of shooting.

It is important to systematically study the fundamentals of marksmanship for

criminology student, practitioner, and also to an aspiring law enforcement officer this

knowledge and wisdom can help us to maintain the common good, peace and order, and

prevent crime in relation to justice.

LESSON 2
Rules and Regulations in Firing Range

Four basic firearm rules are ALWAYS in effect on ALL MDWFP Ranges:
o Consider every gun as loaded.
o Never let the muzzle of a gun point at anything you do not intend to shoot.
o Keep the trigger finger off the trigger until you are ready to fire.
o Be sure of your target and what is behind it.

• All shooters and their guests must check in at the Range Office PRIOR TO USING ANY
RANGE. Before departing, all shooters and their guests must also check out there.
• All individuals (shooters and non-shooters) 16 years of age and older are required to
pay a daily fee of $15.00 to use the facility.
• Unless you are inside of a building or vehicle (not including golf carts) eye and ear
protection must be worn by everyone on the entire range facility, at any time during which
firearms are being discharged.
• Shooters and guests must promptly obey all Range Officer commands!
• Shooters are responsible for the conduct of non-shooting guest(s). This is not a
playground. For obvious safety reasons, parents or guardians (18 years or older) must
ensure that their children are close beside them at all times (no more than 10 feet away).
• Shooters under the age of 18 must be accompanied by an adult (meaning someone 18
years of age or older.
• Persons drinking or under the influence of alcohol or drugs will NOT be permitted on
any MDWFP range facility!
• Smoking is PROHIBITED at all range facilities. The only place that anyone may smoke
is within the confines of their personally-owned vehicle, with all openings closed (meaning
all doors, windows, hatchbacks, etc.). For other tobacco users, spitting upon the ground,
concrete, porches, shooting stands, etc. is PROHIBITED! Use of spit cups is
PROHIBITED! Use of capped, spit bottles is acceptable, but bottles must be in your
possession at all times and taken with you, whenever you depart the range facility. Do
not dispose of your spit bottles in any range garbage can, bag, or dumpster!
• Littering is not only PROHIBITED, but is a violation of state law. Violators will be cited!
• Shooters and guests who damage or destroy range property are liable for the cost of
repair or replacement of damaged or destroyed property.

• Shooters may collect their own brass, but may not collect someone else’s brass –
especially while the other person is shooting! No shooter may collect brass forward of an
active firing line, for obvious safety reasons. To collect their own brass, forward of the
active firing line, shooters must wait until there is a halt in firing and the range is safe/cold.
• Firearms and ammunition are subject to inspection by any Range Officer, at any time.
• Tracer, armor piercing, white phosphorus, incendiary, or any other excessively
destructive ammunition is PROHIBITED on all ranges!
• No dogs are allowed on any part of the range premises.
• Firearms shall be unloaded and either holstered or cased, as you enter or depart the
range area!
• Firearms must be handled in a safe manner at all times. ALWAYS KEEP THE MUZZLE
POINTED DOWN RANGE!
• Keep your finger off of the trigger, outside of the trigger guard, until ready to fire, after
the range has been declared “hot.”
• FIREARMS SHALL NOT BE HANDLED WHILE ANYONE IS DOWN RANGE! This
includes while setting up or packing up your gear!

Person Allowed To Use the Firing Range


Licensed Gun Owners: Individuals who possess a valid license for own and possess
firearms are allowed for use shooting ranges. They must comply with the rules and
regulations set forth by the Comprehensive Firearms and Ammunition Regulation Act
(Republic Act No. 10591) and the Philippine National Police
Law Enforcement and Military Personnel - Members of the Philippine National Police,
Armed Forces of the Philippines, and other law enforcement agencies are typically
authorized to use shooting ranges for training and qualification purposes,
Security Guards - Security guards who are licensed to carry firearms as part of their
duties may be allowed to use shooting ranges for training and proficiency purposes.
Shooting Sports Enthusiasts - Individuals who are actively involved in shooting sports,
such as competitive shooting or practical shooting, may be allowed house shooting
ranges for practice and competitions. They must have the necessary licenses and permits
for their firearms.
Everyone – Anyone is allowed to use firing range but with the assistance of a range
professional or range officer

Firing Range Registration

Documentary requirements for application of new registration of gun club (ONLY)

A. Request Letter from Gun Club President (Addressed to Chief, PNP


Attn:C,FEO);

B. Photocopies of the member's Firearms License/Registration Cards or FEO-


FIMS verification results signed by Chief, Record Sec., FEO;,

C. List of Members (Minimum of fifteen (15) Registered Firearm Holder),

D. Clearances (Individual) Clearances from the Directorate for Intelligence (D)), PNP
or from the Regional Intelligence and Investigation Division (RIID), PRO;

E. Security and Exchange Commission (SEC) Registration;

F. Articles of Incorporation and By- Laws;

G. Location map/plan of gun club office and shooting range (for the Shooting
Range: preferably actual & real view from Google Map covering 1,000 meters by
1,000 meters perimeter;

H. Photos of burglar and fire proof armory vault (the vault must be made of reinforced
concrete with a minimum for space of four (4) square meters and a height of at
least two (2) meters with combination lock);

I. Recommendation from Provincial Director or City Director;

J. Mayors Permit’ Clearance (approval to establish a Gun Club and copy of updated
Mayor's Permit issued to existing shooting range)

K. Security Survey Report from PNP-PPO/City Police Office or Station Commander


If within the NCR (must be stating that the gun club office Is secured from outside
threat or Insurgency attack and conformed/recommended by Its Director/COP);

L. Inspection Report (Conducted by FEO personnel or Regional/Provincial FESAG

M. Photos of Gun Club Office and Shooting Range (with captions and showing the
adequate tolled facilities for both sexes for the comfort of shooters, First Aid kits,
Registry Book for all admission Into shooting range and Club Identification or guest
cards);

N. Photos of unloading/loading area or safely area and Gun Safely Rules posted
at the Range (must be posted In every bay for the guidance and reminders among
shooters),

O. Photocopy/s of Certificate of Allen dance of FEO accredited Gun Safety Instructors

REGISTRATION, FIREARMS AND AMMUNITIONS COVERAGE


The registration, possession, and use of firearms and ammunition are regulated
by the Comprehensive Firearms and Ammunition Regulation Act {Republic Act No,
10591) and it’s implementing rules and regulations. Here are some key point’s regarding
registration, firearms, and ammunition in firing ranges:
Registration: Individuals who wish for own and possess firearms must apply for a
License to Own and Possess Firearms (LTOPF} from the Philippine National Police
(PNP). The LTOPF is a prerequisite for firearm ownership and use in firing ranges.
Firearm Requirements: Firearms used in firing ranges must be legally registered and
compliant with the specifications and restrictions set forth by the law. The type and caliber
of firearms allowed may vary depending on the firing range and its regulations.
Ammunition: Firing ranges typically require the use of copper jacketed bullets for safety
and environmental reasons. The use of other types of ammunition may be restricted or
prohibited,
Authorized Use: Only licensed gun owners and individuals with proper authorization are
allowed to use firearms and ammunition in firing ranges. Users must present their LTOPF
or other relevant permits to the range authorities.
Safety Measures: Firing ranges must adhere to safety protocols and guidelines to ensure
the well-being of shooters and the surrounding environment. This includes proper range
design, safety briefings, and supervision by trained range officers.

SAFETY EQUIPMENT REQUIRED AND PERSONNEL IN FIRING RANGE


● Eye Protection: Shooters are typically required to wear safety glasses or goggles
to project their eyes from debris, shell casings, and other potential hazards.
● Ear Protection: The use of hearing protection, such as earmuffs or earplugs, is
necessary to minimize the risk of hearing damage from the loud noise generated
by firearms,
● Safety Barriers: Firing ranges often have safety barriers or partitions between
shooting lanes for prevent any occidental crossfire or projectiles from reaching
adjacent shooters,
● Ventilation System: Adequate ventilation is crucial to remove smoke, lead
particles, and other potentially harmful substances from the air, Proper air
circulation helps maintain a safe and healthy environment.
● First Aid Kit: Firing ranges should have a well-stocked first aid kit readily available
to address any minor injuries or emergencies that may occur,
● Range Officer: Trained range officers are present to enforce safely rules, provide
guidance, and ensure the proper handling of firearms.

Range Safety and Etiquettes


Safety
Safety can never be stressed too much, and a firearm should always be treated as
loaded unless seen to be different. You, the individual, become the safety catch of all
firearms and everything else on the firearm becomes a mechanical device. It is therefore
essential that safe firearm handling becomes the first rule for all participants.
1. Treat any firearm with the respect due to a loaded gun.
2. Never point a firearm in fun or jest.
3. Carry the firearm so that you can control the barrel even if you stumble.
4. Become the safety catch of the firearm.
5. Load the firearm only when it is your turn to shoot.
6. Always unload when the red flag is shown or at the referee’s command.
7. Ensure you have the correct caliber cartridge for the gun in use.
8. Do not play with or modify firearm mechanisms.
9. If a firearm misfires keep the barrels to the front and wait for the referee.
10. Firearms and alcohol do not, and never will, mix.
Safety is your responsibility, not someone else’s

Shooting Etiquette – Competition & Practice

1. Club Presidents and Committees are honorary, they respect your


constructive criticism and expect your assistance and cooperation.
2. When in competition it is your responsibility to ascertain your squad and
layout and be on time.
3. While on the tracks, respect the other shooters’ rights to perform without
interference.
4. In the Trap discipline, do not move from your track until the shooter on your
right has shot, and always unload after shooting station five before returning
to station one. Only close your gun when it is your turn to shoot.
5. In the Skeet discipline, only load when you are on the shooting station,
unload before leaving the station and only load one shell on station eight for
each of the high house and low house targets.
6. Remain on the layout in your shooting track until the last shooter has
finished.
7. Dress in a neat, clean and tidy manner. This includes no camouflage
clothing.
8. Always respect the referee’s and/or the range officer’s decisions.
