MANIKANDAN OF ‘B’-COY, KARAIKAL DETACHMENT -
REG.
This file relates to submission of special report for
taking disciplinary action against PC151179 [Link]
of IRBn.
02. It is submitted that, a Special Report was received
from the Detachment Commander, Karaikal Detachment.
Wherein it is stated that, “PC 151179 [Link]
presently deployed at Karaikal detachment on punishment
basis vide MO No: 509/Adj/MO/IRBn/2024-126 he reported
on 10/05/2024 @ 22:45 Hrs. On 11/05/2024, he submitted
medical leave 07 days from 11/05/2024 to 17/05/2024. He
reported on 18/05/2024 and he was detailed for Armoury
guard duty @ 20:00Hrs, he refused the duty because he
was in Velanganni without intimation and detachment
Commander changed his duty to Thiurnallar Car festival
duty on 19/05/2024 @ 05:00Hrs but he found absent for the
said duty and left camp without intimation /permission from
superior. In this regard absent report was sent to IRBn, HQ
on 20/05/2024. On 29/05/2024 he reported IRBn
Detachment, camp and produced 10 days medical Leave
from 19/05/2024 to 28/05/2024 and arrival report was sent
to IRBN HQ.
03. On 01/06/2024, he was detailed for strong room
Guard duty at Anna College Karaikal. On 01/06/2024,
requested for Casual Leave. The Detachment Commander
suggested him that there was men shortage now in IRBn,
due to strong room duties, Local festival duty and upcoming
Election counting duty. After that I would gave you leave,
but he didn’t accept and started arguing with him and the
same was informed to Assistant Commandant (Supervision
of Karaikal)
03. On 01/06/2024 about 18:30 hrs PC 151179 N.
Manikandan came with 10 days Medical Leave and handed
over to Armoury Guard Sentry ASI(SG) 051503 [Link],
but he refused to receive the medical leave. Further, PC
151179 N. Manikandan left IRBn campus and places the
medical leave on the Armoury Sentry table and left the IRBn
Camp, Karaikal. In this regard, a Special Report was sent
IRBn HQ, Puducherry. “As per the direction of respected
Commandant, his pay has been stopped due to Absent
without leave w.e.f 21.05.2024 vide order No:27/Pay
Stop/Estt/IRBn/24-463 dated 20.06.2024. He reported for
duty on 29/06/2024 and submitted medical certificate for
his absent period from 02/06/2024 to 28/06/2024. Further,
he submitted Casual leave for 03 days and the same denied
by Respected Commandant IRBn and instructed him to
perform duty at Karaikal without any indiscipline activity.
04. After this, he submitted for 05 days Medical Leave
from 05/07/2024 to 09/07/2024. He is supposed to report
on 10/07/2024. Further, he did not submit any medical
documents for his extension hence, he has been marked as
OSL and a report sent to IRBn HQ on 11.07.2024. In this
regard, he reported to Karaikal camp on 17.07.2024 and
submitted medical leave for his OSL period from 10.07.2024
to 16.07.2024. He detailed for SSP Office guard duty on
19.07.2024. After completion of duty, he went to
Puducherry on 21.07.2024 without any prior intimation to
his immediate superior. He has to be on duty at 20.00 hrs
on 22/07/2024. However, he called CHM through Mobile
phone at 12.30 hrs on 22/07/2024 and told that, he was in
Puducherry so detail one duty person to perform his duty at
20.00 hrs. CHM replied to Contact Detachment Commander,
he gave instructions and advised him to join for duty
immediately. He did not obey the instructions and argue
with CHM and threatened, he will write petition against
CHM. On same day around At 16.00 hrs he sent Medical
Leave to CHM through Whatsapp Till now he was in Absent
without Leave from 22/07/2024.”
05. It is pertinent to inform that the individual has
repeatedly submitted medical leave applications
accompanied by medical certificates with the intention of
deceitfully obtaining leave in order to avoid action taken
against him. He well had known that the leave to be
submitted before the competent authority for approval. As
of the current date, out of the 77 days, since his posting on
10/05/2024, the individual has been absent without
authorization for approximately 60 days. He intentionally
obtained medical leave and trying to cheat his higher
authorities. On enquiring, there is no such medical problem
for the individual. This behavior constitutes a serious
breach of trust and is unacceptable.
06. Despite repeated warnings from Detachment
Commander Karaikal, the individual has failed to improve
his conduct as efficient police personnel. He was posted to
Karaikal Detachment to punishment duty for his indiscipline
activity, since from report to Karaikal Detachment he had
performed 11 duties only. However, he continues his
persistent indiscipline even posted at Karaikal Detachment
as punishment and also detrimental to the reputation to
other police personnel of IRBn.
07. Hence, it is request that strict disciplinary action may
be taken against him for his indiscipline activities.

This file relates to submission of special report for
taking disciplinary action against (SG) 051467 A. Jerome
Julie of IRBn.
02. It is submitted that, a special Report was received
from the Detachment Commander IRBn, Karaikal
Detachment. Wherein, he stated that “HC (SG) 051467 A.
Jerome Julie presently performing duties at Karaikal
detachment on punishment basis vide MO No:
509/Adj/MO/IRBn/2024-125 he reported on 04/05/2024. On
the next day 05/05/2024, CHM Karaikal instructed him that
there would be NEET Exam bandobast duty on 05/05/2024
at 10.00 Hrs. In this regard CHM posted duty passport
message of SG(HC)- 467 Jerome Julie in official whatsapp
group on 04/05/2024 at 21.00 Hrs. On 05/05/2024 CHM
conducted the morning Roll call at 08.00 Hrs SG(HC) – 467
Jerome Julie was found absent and CHM contacted him
through telephone numerous times but he ignore phone
calls and switch off the phone. Later on 05/05/2024 at 17.30
Hrs CHM conducted evening Roll call SG(HC)- 467 Jerome
Julie was found absent.
03. On 06/05/2024 SG(HC)- 467 Jerome Julie sent a
medical unfit certificate for 05 days W.e.f 05/05/2024 to
09/05/2024 to CHM Whatsapp number in a improper way.
SG(HC) – 467 Jerome Julie produced medical unfit certificate
obtained from Medical Officer, Primary Health Center,
Gorimedu, Puducherry. Therefore, he left the IRBn Campus
Karaikal without proper prior intimation or permission from
CHM and Detachment Commander. Hence marked as AWL
from 05.05.2024 to 18.05.2024 and reported camp on
19.05.2024. He submitted Medical Certificate for AWL
Period. On 20.05.2024 he was posted at Guard duty in
Karaikal Collectorate Guard duty. On 21.05.2024, he was
detailed for Strong Room Guard duty and he was found
absent on duty. In this regard GD entry was made
[Link].134, [Link] 48, [Link].12, Time.06.30hrs,
Date:20.05.2024. CHM Conducted Evening Rollcall. He was
found absent GD entry was [Link].134, [Link] 49,
[Link].08, Time.17.30 hrs, Date: 21.05.2024. He stayed for
only 01 day in IRBn camp and next day again without
intimation / permission from superior, he found absent from
21/05/2024. Hence, he marked as AWL from 21/05/2024
onwards. In this regard, the special report submitted to
IRBn HQ. “As per the direction of respected Commandant,
his pay has been stopped due to Absent without leave”.
w.e.f 21.05.2024” vide order No: 27/Pay Stop/Estt/IRBn/24-
462 dated : 20.06.2024
03. He reported for duty on 05.06.2024. He submitted
Medical Leave from 21.05.2024 to 04.06.2024 for AWL
period. Again, he left camp without permission on
07.06.2024. He was marked AWL from 07.06.2024 to
27.06.2024. He reported for duty on 28.06.2024. He
submitted Medical Certificate for the AWL period from
07.06.2024 to 27.06.2024. He was on general duty from
28.06.2024 to 03.07.2024.
04. On 03/07/2024, he requested detachment
commander for 03 days casual leave. The detachment
Commander informed this AC (KKL Supervision) through
Mobile phone. AC (KKL Supervision) instructed without
knowledge of the respected Commandant, IRBn would not
to sanction leave to him and the same message was
conveyed to individual. HC(SG) 051467 Jerome Julie
refused to go for duty and stayed in barrack without
obeying the superior order. On 04/07/2024 HC(SG) 051467
Jerome Julie produced medical Leave for 10 days from
04/07/2024. The individual not yet reported for duty till now
and stayed without intimation or permission.
05. Being he was posted at Karaikal Detachment on
punishment duty for his indisciplinary activities, he
continuing his indiscipline activities in Karaikal Detachment
also and it will tarnish the image of our esteemed Police
Service. After refusing his leave, he intentionally availed
medical leave. The medical leave submitted by the
individual seems purposefully to leave Karaikal
Detachment.
06. It is pertinent to inform that the individual has
repeatedly submitted medical leave applications
accompanied by medical certificates with the intention of
deceitfully obtaining leave in order to avoid action taken
against him. He well had known that the leave to be
submitted before the competent authority for approval. As
of the current date, out of the 82 days, since his posting on
04/05/2024, the individual has been absent without
authorization for approximately 73 days. He intentionally
obtained medical leave and trying to cheat his higher
authorities. On enquiring, there is no such medical problem
for the individual. This behavior constitutes a serious
breach of trust and is unacceptable.
06. Despite repeated warnings from Detachment
Commander Karaikal, the individual has failed to improve
his conduct as efficient police personnel. He was posted to
Karaikal Detachment to punishment duty for his indiscipline
activity, since from report to Karaikal Detachment he had
performed 04 duties only. However, he continues his
persistent indiscipline even posted at Karaikal Detachment
as punishment and detrimental to the reputation to other
police personnel of IRBn.
07. Hence, it is request that strict disciplinary action may
be taken against him for his indiscipline activities.
