Guided by the Charter of the United Nations,
Reaffirming all previous Human Rights Council resolutions on the Syrian Arab
Republic,
Reaffirming also its strong commitment to the sovereignty, independence, unity and
territorial integrity of the Syrian Arab Republic,
Condemning the grave deterioration of the human rights situation and the
indiscriminate killing and deliberate targeting of civilians as such, in violation of
international humanitarian law, and acts of violence that may foment sectarian tensions,
Welcoming UNSC resolutions 2139 (2014) of 22 February 2014 and 2165 (2014) of
14 July 2014, expressing grave concern at their lack of implementation, and noting their
demand for rapid, safe and unhindered humanitarian access,
Reaffirming its commitment to Security Council resolution 2170 (2014) of 15
August 2014,

Recalling the statements made by the United Nations High Commissioner for
Human Rights and by the special procedures of the Human Rights Council that crimes
against humanity and war crimes are likely to have been committed in the Syrian Arab
Republic, and noting the repeated encouragement by the High Commissioner to the
Security Council to refer the situation to the International Criminal Court,
Strongly condemning the lack of cooperation by the Syrian authorities with the
commission of inquiry,
Acknowledging the numerous reports by international organizations such as the
United Nations and Human Rights Watch detailing grave violations of international human
rights and humanitarian law during the Assad regime, including systematic torture,
arbitrary detentions, and extrajudicial killings,
Recalling the findings of the Independent International Commission of Inquiry on
Syria, which documented the widespread targeting of civilians, including the use of
chemical weapons, indiscriminate shelling, and deliberate attacks on hospitals and schools,
Expressing grave concern over the use of enforced disappearances, where thousands
of individuals remain unaccounted for, contributing to a climate of fear and impunity,
Deeply concerned by the plight of over 11 million Syrians who have been displaced
internally and externally as refugees, with many expressing reluctances to return to their
homeland,
1) Requests the Syrian government to incentivize the refugees to return by
ensuring rights over property as mentioned in the ICCPR and increasing civic
space to facilitate reinstating the refugees and the internally displaced people in
specifically the northwest region of Syria in coordination with the United
Nations High Commissioner on Refugees and the Civil Society Unit of the
United Nations Department of Global Communications,
2) Encourages the United Nations Security Council to conduct a special session to
discuss the necessary measures to be taken to promote stability and peace in the
country of Syria under the mandate of UNGA resolution 377(v) Uniting for
peace allowing the UNSC to conduct the session without p5 countries being
able to use their veto power,
3) Stresses upon the potential human right violations caused by military
interventions such as the Fallujah Massacre and the Mahmudiyah rape and
killings case and encourages the member states to rather focus on relief
operations in Syria,
4) Advises the United Nations Security Council to use the mechanisms provided in
chapter VII of the United Nations Charter to refer the crimes done by the Assad
regime under trial to the International Criminal Court,
5) Encourages the establishment of synergy between the UNHRC, UNHCR and
the UNSC for the protection and promotion of human rights, penalization of the
former Syrian regime and eradication of the presence of rebellion groups in
Syria posing threats to International Humanitarian Law,
6) Advocates for coming up with guidelines to prevent resorting to drastic
measures for the oppression of peaceful gatherings as seen in in Syria and rather
the use of force being under the realm of legitimate claims with a justified
explanation and law of proportionality with punitive measures enforced on its
breachment,

7) Renewing the mechanisms under UNSC resolution 2672 until the end of the
fourth cycle of the universal periodic review in 2027 to conduct humanitarian
relief operations in northwestern Syria through Bab Al Hawa crossing,
8) Encourages the UNDGC to increase civic space in Syria and help in capacity
building of CSO’s to create a support network facilitating reintegration of IDP
and refugees at the grassroot level and also creating safe zones for them to
work,
9) Decides to remain seized of this matter.
