Short Title: The Railway Servants (Pass) Rules, 1986
First edited in 1993 and revised during 6th Pay commission in 2008.
Application : Apply to all railway servants under the administrative
control of the Ministry of Railways (Railway Board) but shall not apply to:
i)An apprentice engaged under the Apprentices Act.
ii)Persons employed on casual employment or on daily wages basis
iii)any person under the administrative control of the Ministry of Railways
who by a general or special order is, excluded from the facilities of Pass
or a Privilege Ticket Order under these rules.

1) Adopted Adopted child' means a child for whom there is
child satisfactory proof of adoption irrespective of the
fact whether such adoption is permissible or not
under the personal law governing the railway
servant concerned
2) Attendant Attendant' means a person employed on salary in
the personal service of Pass/PTO holders for whole
time basis.,

3) Dependent relative
'Dependent relative' in relation to a railway servant :-
i) Wife of an employee whether she is earning or not.
ii)Husband of an employee whether he is earning or not.
iii)Son/sons under 21 years of age: They are wholly dependent on the
employee.
iv)Unmarried daughter whether they are earning or not.
v)Step sons, Step daughter and adopted sons (a son for whom there is
satisfactory proof of adoption.)
vi)Mother or step mother: if a widow and fully dependent on employee
whose monthly income is up to Rs. 9000 + DA or not more than 15% of his
salary of a Railway employee.

3) Dependent relative
'Dependent relative' in relation to a railway servant :-
vii)Brother who has attained the age of twenty one years and is a bonafide
student of a recognised educational institution.
viii)Unmarried, widow or Step sister provided father is not alive and
wholly dependent on Railway employee.
x)Legally Divorced sister: I f father is not alive and she is wholly
dependent on employee.
xi)Widow mother in law : in case of widows appointed on compassionate
grounds, whether her father is alive or not.
xii)Legally divorced daughters or widow daughters: in Complimentary
Passes provided she is wholly dependent on employee.
x)Disabled brother of any age.

4) Family' Family' includes:
i) Spouse of a railway servant whether earning or not.
ii) Unmarried daughters of any age whether earning or not.
iii) Widowed daughters provided they are dependent on the railway
servant.
iv) Legally divorced daughter who is dependent on the railway
servant.
v) Son or sons who have not attained the age of 21 years and are wholly
dependent on the railway servant.
vi) Son or sons of the age of 21 and above who are:
a) Bonafide students of any recognised educational institution.
b)Engaged in any research work and do not get any scholarship
stipend.
c) Working as an articled clerk under the Chartered Accountant.
d)On Disabled certificate from Railway Doctor.

5) Guardian Guardian' mean an adult dependant relative or an adult
member of the family;
a)A paid nurse Governess or an attendant.
b)When none of these are available a pass in favour of a
Guardian, as admissible under these Rules, may be given
to another person at General Manager's discretion.
6) Railway A person who is a member of a service or who holds a
servant post under the administrative control of Railway Board
7) Recognised Any school, college, university or institution recognised
educational by the Government for imparting education or training in
institution any discipline - general, technical, professional or military.

8) Pay The amount drawn monthly by a railway servant as
i)Basic pay
ii)in the case of Running Staff, basic pay plus 30% thereof or any other
percentage of basic pay declared
as pay from time to time
iii)any other pay which may be specially classified as pay by the
President
9) Pass An authority given by the Ministry of Railways or any railway
administration to a person, authorising him to travel by rail gratuitously.
10) Privilege P.T.O. is an authority issued in favour of a railway servant which may
ticketorder be exchanged for a passenger rail ticket on payment of 1/3rd of the
(P.T.O.) normal fare.
11) Set Set" means one Pass or P.T.O. for outward and return journeys.
12) Half-set Half-set" means a Pass or P.T.O. issued from one station to another
13) Year "Year" means a Calendar Year(1 January to 31 December)

General Rules Related to Privilege Passes/PTOs
Not more than two dependents can be included in a Pass/PTO. But the total number of persons included in the Pass/PTO will
not exceed 5 exclusive of Attendent wherever permissible. This limit will not apply if only family member are included in
the Pass/PTO.
When the Railway servant himself or a member of his family or a dependant is blind in
both eyes and has to travel alone on a privilege pass, one companion may be allowed to travel in the same class in which the
blind person is travelling. This facility is granted on production of a certificate from [Link]/DOM of Railway concerned.
Break of journey enroute is permissible on Privilege Pass at any stations as desired by
the Pass holder. In addition, the Station Master/Ticket collectors may be authorised to make an endorsement on the pass in
case an unscheduled break journey is desired by pass holder due to any unforeseen circumstances.

1) DUTY PASS:
Duty passes are issued as per entitlement in connection with performing Railway duty for going outside headquarters

VALIDITY: Half set/ Full set PASS the validity period of Privilege Passes(PP)/Post Retirement
Complimentary Passes(PRCP)/Widow Passes (WP) and PTOs shall be 1 month more than the ARP but will
not be less than 4 months, if Advance Reservation Period (ARP) is reduced in future.
Issue of year ending Passes/PTOs- The year-ending passes on privilege or PRC account, can be
issued during the next year ……..The validity of pass will not be beyond 30 May.
Issue of Pass/PTOs next year account- when an employee has availed all passes due to him/her in a
calendar year, one set of passes and/or one set PTO may be issued to him/her for journey
commencing in the next year only and the pass/PTO may be debited to the next year’s pass account.
Such advance issue of pass/PTO should not exceed five months from the date of issue

Note :(1) Second Class “A” Pass holder is entitled to travel in AC-III Tier and the colour of Second
Class A Pass will be Yellow.
(2)The employee entitled for First Class Pass prior to issue of the revised rates shall
continue to avail facility of First Class Pass whatever their basic pay.
(3)Privilege and Complimentary Pass should be deposited after one month from the date of
performing journey.

3) Privilege Ticket a) Gazetted officer & Non-Gazette staff :
Order (PTO) 04 set of pass in a calendar year are issued
The element of concession is one third of the basic fare of journey ticket.
Validity: Same as privilege pass.
4) Post Post retirement Complementary Pass may be issued to a retired Railway
Retirement employee on the following terms and conditions.
Complimentary (1)Gazetted Officer (Group A and B) are issued 3 sets of First Class
Pass Pass in a year.
(2)Non-Gazetted Group C staff who have completed more than 20 years of
service are issued two set of Complementary Passes.
(3)In case of persons with visual imparity in both eyes, companion facility
shall continue on the basis of existing Certificate of Disability (CoD) till
Companion Requirement Certificate (CRC) is issued in his/her favour'.
It is reiterated that for extending companion facility to PwD Railway Pass
beneficiaries having visual imparity in both eyes, CRC is not
mandatory. Accordingly, companion facility may be extended on the basis
of existing CoD without insisting for CRC.

5) Residential In terms of RB No.E(W)92/PS/5-17/2 dated 06.07.2005
Card Pass Residential Card Passes are issued to Railway employee for
performing of journey from their residence to work place.
In view of residential problems in Metro cities, instructions regarding
issue of Card Passes from prescribed station to work place are issued
by Railway as per entitlement.
Transportation allowance is admissible to those Railway
Servants who are already availing the RCP facility with a provision that no
further Railway or section will be added to the ambit of RCP in future.

First Class Residential Card Pass can be issued to physical disabled
Railway employee on production of a certificated to that effect properly
issued by Sr. DMO though he is entitled for Second Class Pass subject to
following conditions:
1) His both hands are not working.
2) He is not having one leg/over part of keen and he is having artificial
leg.
3) Not having both legs and having artificial legs.

6) School School Pass :
Pass/ The passes issued between the places at which either parent is residing to
School school/college during the recognized vacations of more than 03 days from
Card pass the place of education to the residence, on production of certificate duly
issued by the Head of the Institute/Principal of Schools..
03 sets (06 half set) School Passes are issued in a year for journey of children of
employee
A parent or guardian may be included in a School Pass which is issued for son
of under 18 years & no age limit for Daughters & Handicap child.
If mother and father are employed in Railway, then School Passes are issued from
one account only.
SCHOOL CARD PASS:
School Card Passes are issued to the children of a Railway employee who is
working on a station where education facilities are not available and the
children have to go elsewhere for study.
These Card Passes are issued on production of certificate from the recognized
school/institutes.
On Sunday and holidays, journey cannot be performed on School Card Pass.

7) Special A special pass may be issued to Railway servants, family members or dependent relatives as the case may be on

3) For appearing before RRB/ Selection Board while on leave or on duty.
4) For attending Courts.
5) For attending departmental disciplinary enquiries and for inspection of documents.
6) For attending complainant's enquiry
7) For personal hearing of the Appellate Authority.
8) Office bearer and representative of recognised railway unions
9) Members of Staff Benefit Fund Committee etc.
10)Special Class Railway Apprentices.
11)Other apprentices.
12). For Scout and Guide activities.
13)For St. John's Ambulance Brigade.

8) Widow Issued to the widow or widower of Railway servant.
Pass Eligibility: Widows of those Railway servants who were in service on 12.03.87 and opted
for the scheme and those who are appointed on or after 12.03.87.
A onetime amount of Rs.250/- has to be paid to avail the facility for the widows of such
employee who expired before 12.03.87.
Class: Same as post retirement complimentary pass for which employee was eligible.
No. of sets: 50 % of post retirement complimentary pass of which employee was in receipt.
In case of death while in service if service rendered by the employee falls short of the
prescribed service for post-retirement complimentary pass, a widow shall be eligible for 1
set pass in alternate year.
Provision of companion in lieu of attendant to 1st Class A/ 1st Class Post retirement
complimentary pass/ Widow pass holder who are above 70 years of age are allowed to travel
with him by paying 1/3 difference in fare between Sleeper and Higher Class subject

9) Transfer When a Railway servant transfer on administrative round ,Transfer pass is issued.
Pass Level 16 to 17 :
6000 Kgs by Goods train plus reimbursement of transportation of motor car by road
6000 Kgs by Goods train plus reimbursement of transportation of motor car by road OR
One Container (40 Feet E.U.) or two Containers (20 Feet E.U.) (including cost of
door-to-door movement of Container) plus reimbursement of transportation of motor car
by road OR
One VPU by passenger carrying trains subject to a cut of 20% in the admissible amount
of Composite Transfer Grant if a car is carried in the VPU and of 25% if car is not
carried
Level 6 TO 11 :
6000 Kgs by Goods train plus reimbursement of transportation of motor car by road. OR
One Container (1TEU) (including cost of door-to-door movement
of Container) plus reimbursement of transportation of motor car by road OR
One VP/VPU by passenger carrying trains subject to a cut of 20%
in the admissible amount of Composite Transfer Grant if a car is carried in the VPU and
of 25% if car is not carried.

9) Transfer When a Railway servant transfer on administrative round ,Transfer pass is

Level 5 :
3000 Kgs of luggage plus one Motor Cycle/Scooter by Goods trains OR
by Parcel Van/Brake van attached to passenger carrying trains or by road.
Level 1 to 4 :
1500 Kgs of luggage plus one Motor Cycle/Scooter/Moped/Bicycle by
Goods trains OR by Parcel Van/Brake van attached to passenger
carrying trains or by road.
10) SPLIT PASS When a Railway employee is unable to accompany his family he can
avail pass for himself and a pass for family.
Separate passes will be issued which will constitute a set. Such
passes shall be issued within a period of one month.
This facility is not applicable to retired railway employees.

PASSES TO SUSPENDED EMPLOYEE:
Half of facilities as admissible by the order of General Manger may be extended to a Railway
servant who is kept under suspension.
In case of Class-III and Class-IV Railway employee, one Pass and two PTOs can be issued with
the orders of DRM provided employee is having 01 Pass and 02 Sets of PTO balance in his account
after issuance of such Pass & 50% in case of Gazetted officers case.
SETTLEMENT PASS:
Settlement passes are issued for performing of journey from HQrs to Home
town/selected place for residence by a Railway employee on his superannuation or by
widow/family of deceased Railway employee in case of death.
These passes may be issued to dependent mother and father also this can be issued six
months prior to retirement or up to one year from the date of superannuation.
However these passes may also be issued after 01 year from the date of superannuation
with the approval of Addl. General Manager and after 01 year and upto 2 years this can be
issued with the approval of General Manager. (RB [Link]/85PF5/15 dt 11.5.88)

PASSES TO UNION OFFICIALS:
1)Working Committee Meeting: Passes will be issued to all Bearers/Members in the list of
Federation.
2)General Council Meeting: Passes may be issued to Office Bearer of recognized unions
only at the rate of pass for one office bearer for every 2000 members as per their
entitlement.
3)PNM Meeting in Board’s Office: First Class Passes will be issued to all members of
Federation for participation in PNM Meeting in Board’s Office.
4)04 First Class Card Passed may be issued to the union office bearer for participating in
Union’s activities and union’s organizational function and 02 Card Passes with photo
may be issued by name.
5)For conducting affairs of Branch Union & organizational work of the Branch : One
Card Pass for nominated office bearer or 12 single journey Cheque Passes may be issued as
per entitlement.
6)PNM Meetings at Divisional Level: Special Duty Passes to office bearer of each
recognized union may be issued subject to maximum 20 Passes for participating in
PNM meeting conducted at Divisional level.
