NOTES:
The Emergency Rescue Vehicle (ERV) stationed at MLIF is a critical piece
of safety infrastructure, supporting the dispatch of Bulk LPG by road to
multiple locations across Karnataka, Goa, Chennai, Kerala, and
Maharashtra. This ERV is the only one of its kind among OMCs in
South-Western India, and it plays a pivotal role in mitigating risks
during road transport of Bulk LPG—a highly sensitive operation where
safety is paramount.
In the unfortunate event of an incident involving a Tank Truck (TT), the
ERV is essential for conducting safe decantation, preventing escalation
of the situation. Given the nature of its role, it is vital that the ERV
remains in prime operational condition.
ERV consists of the following equipment:
• LPG pump for transferring liquid LPG from sick TT to good TT
• LPG compressor for transferring LPG vapour from sick TT to good TT
• Water pump to which hoses are connected to push water inside the sick
TT in case it has toppled in order to evacuate the product below the
level of the valves
• A 1000 L water tank made of steel for storing water for water pushing
work
• DG Set to power the water pump and floodlights
• Hydraulic Operated Floodlights for carrying out rescue operation
during the night time at locations where lighting is not available
• Emergency lights inside the ERV body for night time visibility
After more than 10 years in service, the DG set, water pump, water tank,
floodlights, and emergency lights—are no longer functional and beyond
repair.
The ERV’s readiness can mean the difference between a contained incident
and a major hazard. Restoring these key components is not just a
maintenance task, but a critical safety imperative to uphold the highest
standards of emergency response preparedness, as originally intended.
Hence, these equipment must be replaced urgently to ensure the ERV can
continue to fulfil its life-saving functions.
