0. FOREWORD

0.1 This Joint Services Specification has been prepared by the Material Standardisation
Sub Committee on the authority of Standardisation Committee, Ministry of Defence.

0.2 This Joint Services Specification has been approved by the Ministry of Defence and
is mandatory for use by the Defence Services.

0.3 This Joint Services Specification is a revision of JSS 4710-01:2001 (Revision No. 3)
and supersedes the same.

0.4 This Joint Services Specification would be used to guide design, manufacture,
quality assurance and procurement of the item.

1. SCOPE

1.1 This specification governs the supply of Copper and Copper alloy rings/blanks for
driving bands for shell and shot including proof shot. This JSS specifies the material
requirements, methods of manufacture, inspection, tests and quality assurance in terms of
sampling plan on the basis of AQL i.e. Acceptance Quality Level.

1.2 This specification governs the supply of Copper and Copper alloy metal tubings
required for fabricating into rings.

1.3 The manufacturer of driving bands will have the option to procure the tubing in hard
drawn condition and cut the tubing into the rings of suitable width. However, the rings
must be annealed prior to handing and will comply with the requirement of this standard.

3. MATERIAL

3.1 The rings/blanks for driving bands shall be made from de-oxidised Copper to IS 191
Grade DHP (with restricted Bismuth content) i.e. Grade I, from gilding metal (Copper 10%
Zinc alloy, Grade II or Cupro Nickel alloy i.e. Grade III/IV) as stated in the tender or
contract. The chemical composition shall conform to the requirements of Table 1.

(a) @ Sulphur is not determined normally but may be in excess of 0.005 per cent
provided the properties and suitability of materials are not affected adversely.

(b) For grade IV, material annealing for 6 to 8 hours at 600° C cooled in air shall be
carried out and total impurities shall not exceed 0.50 per cent.

4. MANUFACTURE

4.1 The rings shall be made from either type I or type II, materials as given in Table 1.
Blanks for driving bands shall be made as per type III, material as given in Table 1 or as
stated in the order or contract. Only one type of material shall be specified in the
order/contract.

Type I - Cut from solid drawn seamless tube and annealed after
cutting.

Type II - Cut from cups drawn from sheet, strip or plate and annealed
after cutting.

Type III - Blank for driving bands made from flats or sections.

4.2 Other methods of manufacture may be permitted with the prior approval of Quality
Assurance Authority or Design Authority/purchase named in the order/contract.

5. WORKMANSHIP AND FINISH

5.1 The rings/blanks shall be supplied in hard drawn, special temper, bright annealed or
annealed and pickled condition as agreed to between the purchaser and supplier and to
comply with Clause 8.1.

5.2 Hard drawn or special temper blank shall be fully annealed before specimen are
taken for testing and shall comply with the requirements of this standard given in Table 2.

5.3 The rings/blanks shall be clean, sound, free from scale, lamination, cracks, blow
holes, inclusions or other defects prejudicial to their use. The surface shall be smooth all
over and free from swarf and burrs.

6. DIMENSIONS AND TOLERANCES

6.1 The dimensions and tolerances shall be as specified in the drawing/order/contract.

7. PRE INSPECTION OF STORES/CONSIGNMENT

7.1 Manufacturers/suppliers shall satisfy themselves that the stores are in accordance
with the terms of the contract and fully conform to the required specification by carrying out
a thorough pre-inspection of each lot before actually tendering the same for inspection to
the Quality Assurance Officer nominated under the terms of the contract. A declaration by
the manufacturer/supplier that necessary pre-inspection has been carried out on the stores
tendered will be submitted alongwith the challan. The declaration will also indicate the
method followed in carrying out pre-inspection showing the features checked/tested and
will have the test certificate attached to the challan/declaration.

7.2 If the Quality Assurance Officer finds that the pre-inspection of the consignment as
required above has not been carried out, the consignment is liable for rejection.

8. QUALITY ASSURANCE

8.1 Examination/testing of samples taken from any portion of supply shall show that the
material conforms to the chemical composition given in Table 1 and mechanical properties
as given below: -

Note: -

(i) Chemical analysis in respect of Copper Nickel and Zinc alloy shall be carried
out as per IS 3187, IS 440 in case of copper and IS 3685 in case of gilding
metal.

(ii) Tensile test shall be carried out as per IS 1608.

(iii) Hardness test shall be carried out as per IS 1501.

(iv) Flattening test shall be carried out at as per this JSS and IS 2328.

(v) Bend test shall be carried out as per IS 1599.

8.2 When the rings are to be assembled to projectiles by a hot bending process, the
flattening test shall be carried at the temperature specified in the contract or order.

8.2.1 Hardness and Flattening tests shall be conducted separately. One sample each of lot
weighing 200 kg shall be taken in proportion of one per 200 kg or part thereof from the lots
exceeding weight 200 kg.

9. SAMPLING

9.1 To serve quality product, the Quality Assurance Officer shall make a lot in the
following order.

9.1.1 All rings/blanks belonging to

(a) Same cast having acceptable chemical composition.

(b) Identical dimensions

(c) Subjected to same heat treatment.

shall be grouped together to form a lot. Number of rings/blanks in a lot shall


constitute lot size.

9.2 Sampling for chemical analysis

9.2.1 From each lot, the number of rings/blanks to be subjected for determination of
Copper, Zinc and Nickel contents are to be analysed mass wise as follows: -

(a) Select one sample out of the lot having mass 200 kg and less.

(b) Select sample from the lot containing mass more than 200 kg in the proportion
one for 200 kg or part thereof.

9.3 Unless otherwise stated in the contract/order, the number of rings/blanks shall be
selected for the purpose of examination/testing at random. The whole lot shall be in
accordance with the Table 3.

9.4 The material required for chemical analysis from each of the rings/blank intended
for testing shall be collected in accordance with IS 1817.

Note: -

The supplier shall provide all necessary facilities for carrying out the tests as per
requirements to the Quality Assurance Officer. The Quality Assurance Officer has
right to inspect the job placed at any stage of manufacture.

10. CRITERIA FOR CONFORMITY

10.1 The rings/blanks selected at random in accordance with Table 3 for the purpose of
testing or inspection by the Quality Assurance Officer shall be inspected for manufacture
quality, dimensions and freedom for defects. The tests shall also to be carried out as per
Table 1 for chemical analysis.

10.2 Inspection and testing of the sample selected as per plan shall be performed only
after the receipt of pre-inspection certificate/undertaking from supplier as per Clause 7.

10.3 Inspection and testing shall be carried out as per Clause 10.1 and the results so
obtained shall conform to the requirement of this specification. If any ring fails to meet the
requirements mentioned in this specification for one or more characteristics, the whole lot
shall be considered defective.

10.4 If the number of defectives found is less than or equal to the permissible number of
defectives given in column 3 of Table 3, the lot shall be declared as conforming to the
requirements of this specification. The suitable remark ‘considered acceptable’ shall be
given on release note by the Quality Assurance Officer in respect of lot under
test/inspection.

Note: - In case of rings/blanks of 40 mm caliber and above, the visual examination shall
be carried out in cent per cent basis.

10.5 The frequency of analysis for impurities (other than Copper, Zinc, Nickel specified
elements in Table 1) may be reduced with the agreement of the purchaser and supplier
provided that chemical analysis results of the lots have consistently received with
conformity to the requirements of Table 1.

10.6 If the analysis results of the reduced frequency show that the composition does not
meet the impurities requirements, the determination of analysis of impurities shall be
continued.

10.7 Every subsequent sample shall be fully analysed until the cause of the discrepancy
has been investigated and eliminated to the satisfaction of the Quality Assurance Officer.

11. RE-TEST

11.1 If the results of the test or analysis do not satisfy the requirements for any one of the
characteristics, two more samples from the lot shall be drawn and subjected to similar test
or analysis. If the results of both these tests or analysis satisfy the relevant requirements,
the lot shall be deemed as conforming to the specification otherwise not. In case of failure
in hardness and/or flattening test, the supplier may, if he wishes, re-anneal all of the
rings/blanks represented by the failed samples and submit them for the tests of both of these
characteristics.

12. WARRANTY

12.1 The stores supplied against this specification shall be deemed to bear the warranty of
the manufacturer/contractor against defective material for a period of 12 months from the
date of receipt of stores at consignee’s end. If during this period the stores supplied are
found to be defective, the same shall be replaced immediately with the serviceable stores by
the manufacturer/contractor at site, free of any charges or cost.

13. MARKING

13.1 All accepted rings/blanks shall be covered by release documents. In addition to this
the stores shall be identified by indelible markings which gives details of following nature: -

(a) Specification

(b) Material’s grade with batch number

(c) Type of manufacture

(d) Manufacturer’s name and trade mark

(e) Annealed/special temper/hard drawn batch number

(f) Order number and date

(g) Acceptance mark of Quality Assurance Officer

(h) Release note No. and date

14. PACKAGING

14.1 Packaging of the store shall be in accordance with the schedule/details to be


furnished by the purchaser or Quality Assurance Authority as per the requirement.

APPENDIX ‘A’

A. FLATTENING TEST

A.1 This test applies to rings of all diameters.

A.1.1 The test pieces shall be annealed before flattening test unless the rings/blanks are
supplied in the annealed condition.

A.1.2 The test pieces shall be flattened down until the interior surface meets as shown in
Fig 1.

A.2 Test Pieces

A.2.1 The test pieces shall consist of a length of the tube with the ends perpendicular to
the longitudinal axis of the tube. Test length L shall be approximately 1.5 times the external
diameter of the tube but it shall neither be less than 10 mm nor more than 100 mm.

A.3 Test Procedure

A.3.1 The test piece shall be placed between two plane, parallel, rigid platens extended over
the length L and wide enough to cover the flattened tube. A gradually increasing load shall
then be applied until the specified limit of the test is reached or failure occurs.

A.3.2 In the case of welded tube, care shall be taken to ensure that the weld is in the
position required by the material specification. In cases of dispute or for purpose of
arbitration, the rate of movement of the platens shall not exceed 25 mm.
