1. INTRODUCTION
In January 2010 the Freight and Passenger Railway Committee awarded the Topographical Survey
for the proposed Union Railway Project to Fugro MAPS Holdings Limited (Sharjah Branch).
The freight and passenger routes of the Etihad Rail planned for the United Arab Emirates total
approximately 1500 route km in length and extend from Ghuweifat in the west to Khor Fakkan and
Port Saqr in the east, including branches to Al Ain and the Shah gas fields at Liwa, and a primarily
passenger line connecting Abu Dhabi City with Dubai and the population centres of Sharjah, Ajman,
Umm Al Quwain and Ras Al Khaimah. The railway shall connect business and residential centres of
people and for freight will connect ports and other traffic sources to logistic centres located close to
the principal areas of consumption.
Under Change Order 19 Fugro MAPS were engaged to coordinate with the Municipalities of the
following Emirates to determine the relative survey datum differences from Abu Dhabi.

This document covers the ground control survey conducted between 19th June and 02 August 2014
for the Datum Difference calculations from Abu Dhabi Datum to various Emirates.
The ground control operation has been conducted according to Method Statement / Risk Assessment
for Ground Survey, Union Railway document 00301-UAE-EVF-PM-00005-AC (Fugro MAPS
document H966_URS_MS_GS_v03) dated 8th April 2010.
Attention is drawn to Section 2. of this report relating to the geodetic reference system on which
the survey and mapping have been based. This information is considered to be an integral part of
the data and must be an appendage to any copy of the data forwarded to other users.

The ground survey for this project has been based upon coordinates defined in the following geodetic

2.2 Control Source
Four primary control points were selected at the extremities of the site area for long duration GPS
static observation, with the results submitted to AUSPOS and OPUS GPS processing for final
coordinates (See Appendix D). These results were compared against the local baseline processing to
ensure a reasonable fit.
These coordinates were found to be within reasonable tolerance and fixed for the further processing
of the remaining benchmarks in each Emirate to compute a single unified network as per the
reference system mentioned in Section 2.1 above. This network was then compared to the official
published values of each Emirate, assessing the differences and the reliability of those differences for
each local municipality datum.

All GPS data processing and adjustment procedures have been carried out on the WGS84 coordinate
system as per Appendix A.

4. DESCRIPTION OF SURVEY
The objective of the survey was to provide a correlation of datum between the Emirate of Abu Dhabi
against the local controls of other Emirates. The Network survey covered Al Ain, Dubai, Sharjah, Ajman,
Umm Al Quwain, Ras Al Khaimah and Fujairah.
4.1 Existing Survey Control
Existing survey control point information was obtained from the authorities of all the Emirates. The
received data were in various horizontal and vertical coordinate systems.
Please refer to Appendix B for the official documents.
4.2 Primary Network
A primary network was performed using one point each at Abu Dhabi, Al Ain, Ras Al Khaimah and
Fujairah. GPS observations were performed simultaneously for 24 hours.
The data was submitted to web processing providers AUSPOS and OPUS. The computation was
performed two weeks after the survey to enable the providers to acquire precise ephemeris for the most
reliable results. This data will facilitate to produce an internally consistent network.

4.3 Densification of Network
The Network densified by adding available local control points to the above primary points.
Multiple survey teams possessing 3 or more GPs Receivers deployed each day to this task.
The GPS network observation were designed and were observed by simultaneously activating dual-
frequency GPS receivers with the following operating conditions:
Minimum acquisition time of 2 hours
Minimum number of satellites in reception 5, GDOP less than 5.
Cut-off angle of elevation of received satellites 15o
At the end of each day the raw GPS data were downloaded by the field crew and submitted to Fugro
MAPS offices for processing.
Post processing of data was performed using precise ephemeris data downloaded from IGS stations
(AUPOS, OPUS etc.) in Leica Geo Office 8.1 software. The network of observations was adjusted using
the Leica Move 3 least-squares adjustment package in Geo Office to evaluate the accuracy of the control
network. The EGM2008 (Earth Gravitational Model 2008) was used to obtain repeatable orthometric
heights.

The above differences table shows
- A standard shift with millimetric deviation of Easting and Northing values between the two systems
- A relatively similar Ellipsoid height between the two systems with centimetric deviations
- Some local variances (+/- 0.064m) between the globally derived EGM2008 and locally derived
MSD2003 geoids
- The variances of the elevation (orthometric height +/- 0.094m) is resultant from the deviations found
within the Ellipsoid and Geoid models.
- In summary the differences between the surveyed network in ITRF2008 and the published ADM
values are relatively predictable with minor deviations across the surveyed benchmarks.

5. GPS POSITIONING TECHNIQUES
5.1 GPS Positioning
GPS receivers measure code and phase signals broadcast by GPS satellites. GPS phase differencing
is a precise relative positioning technique capable of accuracies at the sub-centimetre level. Using
carrier phase observations, two receivers can be used to determine the three dimensional
displacement vector (dX, dY, dZ) between the two stations. In order to achieve this accuracy, it is
necessary to use dual frequency GPS receivers which record both L1 and L2 frequencies of the GPS
signal. In addition, a linear combination of these two frequencies significantly reduces the errors
caused by ionospheric propagation delays.
Differencing algorithms allow a baseline vector to be determined between two receivers which are
simultaneously recording signals from the same satellites. The process of double differencing creates
one observable (from a minimum of four phase measurements) which is the result of two GPS
receivers observing two satellites at the same epoch. The differencing algorithm removes both the
receiver clock errors and satellite clock errors and in the case of short to medium baselines (i.e. for
this project), will minimise the error due to ionosphere and troposphere path delay, since this error is
common to both sets of observations
5.1.1 Static GPS
Static GPS is a differential positioning method which yields sub-centimetre accuracy for GPS
baselines. It involves the use of two or more GPS receivers simultaneously recording satellite
data at selected stations for a minimum period of approximately 1 hour. The session duration is
dependent on the level of accuracy required, satellite availability, and the distance between
stations. Dual frequency receivers are utilised so that ionospheric effects on the satellite signal
can be determined.

6. HSE REPORT
The ground control operation has been conducted according to the provisions of the Method
Statement / Risk Assessment for Ground Survey, Union Railway document 00301-UAE-EVF-PM-
00005-AC (Fugro MAPS document H966_URS_MS_GS_v03) dated 8th April 2010.
Fugro MAPS survey personnel adhered to the requirements detailed in this document and no
transgressions or incidences were reported. Survey personnel were also reminded of the
Government ruling on working hours in the field from mid-June to mid-September and adjusted their
working hours to avoid field work during the hours of 12:30 to 15:30 hours accordingly.

7. SURVEY ACCURACY AND RESULTS
7.1 Accuracy of Ground Control Points
All Control points have been measured with at least two GPS vectors, normally from two different
base stations.
No results were accepted unless the results of these two vectors can be averaged with an estimated
accuracy within the requirements of the contract.
To verify that the GPS network accuracy meet the requirements of a GPS Order B network, reference
is made to the document “Geometric Geodetic Accuracy Standards and Specifications For Using
GPS Relative Positioning Techniques” published by the Federal Geodetic Control Committee on May
11, 1988, reprinted with corrections on August 1, 1989 (see Appendix G for an extract of the relevant
section of the document).
For the geometric relative position accuracy standard, the maximum allowable linear error in
centimetres (at the 95% confidence level) can be computed for a corresponding station spacing from
the following formula (see page 8 under Appendix F):
s = √ ( e² + (0.1pd)²)
where, s = maximum allowable error at the 95% confidence level
d= distance in kilometers between any two control points
p= the minimum geometric relative position accuracy standard in parts per million (ppm) at
the 95% confidence level
e= base error in centimetres
Fugro MAPS has used Leica 1200 series dual frequency GPS receivers operating in static mode. The
recording interval for the static GPS sessions has been set to an epoch interval of 15” and
measurements have been made with a GDOP (geometric dilution of precision) of less than 5 for at
least 75% of the observing session. Operating in this mode, the quoted accuracy of static baselines
post-processed using Leica Geo Office (see Appendix D) is 5mm + 0.5ppm (see page 11 of Appendix
H).

As measured GPS baselines were generally less than 15km in length, it can be seen from the above
table that the use of the Leica GPS 1200 series GPS meets the geometric relative positioning
accuracy standards (95% confidence level) for GPS Order B.
Fugro MAPS’ GPS observations between ADM control stations were made as checks to verify the
coordinates to within the project accuracy standards and to eliminate any significant blunders. These
observations are not sufficiently rigorous to make any absolute statements as to the quality of the
national control network.
7.2 Processing Results
The average rms given by the processing software for processed three-dimensional vectors was 0.010m
in plan and 0.010m in height. It should be noted that all GPS processing packages can be over
optimistic when quoting rms values. In the case of GeoOffice, experience has shown that applying a
more realistic rms value to the base station coordinates prior to processing gives a more accurate
indication of the precision of the measured baselines.

remaining Emirates. It was considered important to the task that such results would be convenient for
use by non-survey professionals and therefore a complicated 7 part transformation parameter shift was
not considered appropriate for purpose.
When comparing multiple systems it was considered vitally important to test the internal reliability of each
local datum so that the reader would understand the types of accuracies one could expect from the use
of an official benchmark within each local coordinate system. Therefore each datum difference is
accompanied by a standard deviation indicating the internal accuracies of each datum system.
Having established the relative differences between the surveyed network in ITRF2008 and the
published Abu Dhabi coordinates the same process was followed to compare the surveyed values of
each Emirate to the published value, and directly translated to Abu Dhabi based coordinates using the
differences calculated in Section 4.5.
8.1 Abu Dhabi
In the table below the surveyed ITRF2008 coordinate values were transformed into ITRF2000 (ADM
System) using the average shifts to compare the reliability across the tested benchmarks. The
differences reflect the same values as shown and commented within section 4.5. The same process is
followed on the subsequent pages for each municipality.

Note: The above results show that there is a large variance between control points within RAK and that
no shift definition would satisfy each scenario. Further analysis shows that there is some internal
consistency within the RK points, Z points and P points if they are assessed independently of each other,
suggesting that each of the published coordinate systems were derived from different campaigns using
different parameters. There is also a general drift of elevation separation moving in the north – south
direction which is assumed to be contributed by geoid changes across the mountainous area.

The older version control points RK series (in RAK Chart Datum) looks internally consistent and show the

9 CONCLUSIONS AND RECOMMENDATIONS
The survey campaign conducted by Fugro MAPS has produced ground control points to the required
accuracy having adopted good survey practices as follows:
Selection of well-defined control points at strategic locations within each of the Emirates.
Coordination of the control points from at least two static GPS vectors.
All GPS baseline observations were observed with a significant level of data redundancy to
ensure the production of a high quality data set.
Cross verification of the AUSPOS / OPUS coordinates using long baseline reductions before
adopting as base stations for the densification of the network.
Upon rigorous analysis of the survey network using least square methods Fugro MAPS has confidence
that the ITRF2008 network used for the computation of these results is a reliable network of reasonable
absolute and relative accuracy for use as the primary network across the Etihad Rail corridor.
Fugro MAPS has less confidence in the internal reliability of the control networks used by the local
Municipalities as indicated by the varying standard deviations found during this campaign even on the
few sample points that were made available by each municipality. Several municipalities have multiple
control points from different campaigns and datum showing inconsistencies within their own networks.
It is recommended to proceed with caution when introducing untested control points from the local
municipalities and Fugro recommends that each point should be tested against the known points
surveyed and documented in this report.
It is also noted that there are some significant geoid variances found between the EGM2008 global
model and the local geoid across the mountain areas and any critical track work should be performed
from precisely levelled benchmarks only.
It has been shown during this campaign that while general shifts can be derived using the parameters
given in section 8 of this report, it must be cautioned that the accuracies and internal reliabilities vary from
Emirate to Emirate as indicated.

This document is a report of the GPS data processing undertaken by the AUSPOS Online
GPS Processing Service (version: AUSPOS 2.1) . The AUSPOS Online GPS Processing
Service uses International GNSS Service (IGS) products (final, rapid, ultra-rapid de-
pending on availability) to compute precise coordinates in ITRF anywhere on Earth and
GDA94 within Australia. The Service is designed to process only dual frequency GPS
phase data.
An overview of the GPS processing strategy is included in this report.

5 Computation Standards
5.1 Computation System
Software Bernese GPS Software Version 5.0.
GNSS system(s) GPS only.
5.2 Data Preprocessing and Measurement Modelling
Data preprocessing Phase preprocessing is undertaken in a baseline by baseline
mode using triple-differences. In most cases, cycle slips are
fixed by the simultaneous analysis of different linear combi-
nations of L1 and L2. If a cycle slip cannot be fixed reliably,
bad data points are removed or new ambiguities are set up A
data screening step on the basis of weighted postfit residuals
is also performed, and outliers are removed.
Basic observable Carrier phase with an elevation angle cutoff of 10◦ and a sam-
pling rate of 3 minutes. However, data cleaning is performed
a sampling rate of 30 seconds. Elevation dependent weight-
ing is applied according to 1/ sin(e)2 where e is the satellite
elevation. The code observable is only used for the receiver
clock synchronisation.
Modelled observable Double differences of the ionosphere-free linear combination.
Ground antenna IGS08 absolute phase-centre variation model is applied.

5.3 Estimation Process
Adjustment Weighted least-squares algorithm.
Station coordinates Coordinate constraints are applied at the Reference sites with
standard deviation of 1mm and 2mm for horizontal and vertical
components respectively.
Troposphere Zenith delay parameters and pairs of horizontal delay gradient
parameters are estimated for each station in intervals of 2 hour
and 24 hours.
Ionospheric correction An ionospheric map derived from the contributing reference sta-
tions is used to aid ambiguity resolution using the QIF strategy
Ambiguity Ambiguities are resolved in a baseline-by-baseline mode using
Quasi-Ionosphere-Free (QIF) approach.
5.4 Reference Frame and Coordinate Uncertainty
Terrestrial reference IGS08 station coordinates and velocities mapped to the mean
frame epoch of observation.
Australian datum GDA94 coordinates determined via Helmert transformation from
ITRF using the Dawson and Woods (2010) parameters.
Derived AHD For stations within Australia, AUSGeoid09 is used to compute
AHD. AUSGeoid09 is the Australia-wide gravimetric quasigeoid
model that has been a posteriori fitted to the Australian Height
Datum
Above-geoid heights Earth Gravitational Model EGM2008 released by the National
Geospatial-Intelligence Agency (NGA) EGM Development Team
is used to compute above-geoid heights. This gravitational model
is complete to spherical harmonic degree and order 2159, and con-
tains additional coefficients extending to degree 2190 and order
2159.
Coordinate uncertainty Coordinate uncertainty is expressed in terms of the 95% confidence
level for both GDA94 and ITRF2008. Uncertainties are scaled
using an empirically derived model which is a function of data
span, quality and geographical location.

This document is a report of the GPS data processing undertaken by the AUSPOS Online
GPS Processing Service (version: AUSPOS 2.1) . The AUSPOS Online GPS Processing
Service uses International GNSS Service (IGS) products (final, rapid, ultra-rapid de-
pending on availability) to compute precise coordinates in ITRF anywhere on Earth and
GDA94 within Australia. The Service is designed to process only dual frequency GPS
phase data.

5 Computation Standards
5.1 Computation System
Software Bernese GPS Software Version 5.0.
GNSS system(s) GPS only.
5.2 Data Preprocessing and Measurement Modelling
Data preprocessing Phase preprocessing is undertaken in a baseline by baseline
mode using triple-differences. In most cases, cycle slips are
fixed by the simultaneous analysis of different linear combi-
nations of L1 and L2. If a cycle slip cannot be fixed reliably,
bad data points are removed or new ambiguities are set up A
data screening step on the basis of weighted postfit residuals
is also performed, and outliers are removed.
Basic observable Carrier phase with an elevation angle cutoff of 10◦ and a sam-
pling rate of 3 minutes. However, data cleaning is performed
a sampling rate of 30 seconds. Elevation dependent weight-
ing is applied according to 1/ sin(e)2 where e is the satellite
elevation. The code observable is only used for the receiver
clock synchronisation.
Modelled observable Double differences of the ionosphere-free linear combination.
Ground antenna IGS08 absolute phase-centre variation model is applied.

Station coordinates Coordinate constraints are applied at the Reference sites with
standard deviation of 1mm and 2mm for horizontal and vertical
components respectively.
Troposphere Zenith delay parameters and pairs of horizontal delay gradient
parameters are estimated for each station in intervals of 2 hour
and 24 hours.
Ionospheric correction An ionospheric map derived from the contributing reference sta-
tions is used to aid ambiguity resolution using the QIF strategy
Ambiguity Ambiguities are resolved in a baseline-by-baseline mode using
Quasi-Ionosphere-Free (QIF) approach.
5.4 Reference Frame and Coordinate Uncertainty
Terrestrial reference IGS08 station coordinates and velocities mapped to the mean
frame epoch of observation.
Australian datum GDA94 coordinates determined via Helmert transformation from
ITRF using the Dawson and Woods (2010) parameters.
Derived AHD For stations within Australia, AUSGeoid09 is used to compute
AHD. AUSGeoid09 is the Australia-wide gravimetric quasigeoid
model that has been a posteriori fitted to the Australian Height
Datum
Above-geoid heights Earth Gravitational Model EGM2008 released by the National
Geospatial-Intelligence Agency (NGA) EGM Development Team
is used to compute above-geoid heights. This gravitational model
is complete to spherical harmonic degree and order 2159, and con-
tains additional coefficients extending to degree 2190 and order
2159.
