• Expert Judgement – Expert judgement is used to:
List the requirements of the needed skills
Assess the roles required based on organization standards
Determine the preliminary effort level and number of resources
required
Determine the reporting relationships based on organization
culture
Provide guidelines for lead time of required staff
Identify risks of staff acquisition, retention, and release plans
Identify and recommend programs for complying with applicable
government regulations and any union contracts

• Organizational theory
This provides crucial information from the “norms” of the organization. Its
people, teams, departments are unique to the organization.
Effective use of the company’s themes (or speak) will drastically reduce the
amount of time, cost, and effort needed to create the Human Resource
Plan.
• More philosophical in nature. We will dive further into this later for
those who are interested.

Planning meetings are critical. Meetings allow the core project team to
reach consensus on the Human Resources Management Plan. As most
Core Team members will have subordinates, they need to be part of the
decision making process.

Important for understanding the political and interpersonal factors that
will influence your staffing options

development but will also enhance your project management skills during
