NATIONAL BUILDING CODE OF THE
PHILIPPINES (NBCP)
THEREBY REVISING REPUBLIC ACT

RULE I – GENERAL PROVISIONS
SECTION 101. TITLE – Declared as “National Building Code of the
Philippines”
and shall referred to as the “Code”
SECTION 102. DECLARATION OF POLICY – safeguard life, health,
property and public welfare.
SECTION 103. SCOPE AND APPLICATION – apply to the design,
location, construction, alteration, repair, conversion, use,
occupancy, maintenance, moving, demolition and addition to
public and private buildings and structures.
SECTION 104. GENERAL BUILDING REQUIREMENTS – Buildings must be
suited to the purpose of the design.
SECTION 105. SITE REQUIREMENTS – site shall be hygienic, safe and,

RULE II – ADMINISTRATION AND ENFORCEMENT
The administration and enforcement of the provisions of this
Code including the imposition of penalties for administrative
violations thereof is hereby vested in the Secretary of Public
Works, Transportation and Communications, hereinafter
referred to as the "Secretary".
The Secretary is hereby authorized to constitute and provide
in his Department a professional staff composed of highly
qualified architects, engineers and technicians who possess
diversified and professional experience in the field of building
design and construction

RULE II – ADMINISTRATION AND ENFORCEMENT
Due to the exigencies of the service, the Secretary may
designate incumbent Public Works District Engineers, City
Engineers and Municipal Engineers act as Building Officials
in their respective areas of jurisdiction.
Includes qualification of Building Officials:
– Filipino Citizen
– Registered Architect or Civil Engineer
– Member of accredited organization
– At least 5 years of professional experience in building design and
constructions
RULE II – ADMINISTRATION AND ENFORCEMENT
In his respective territorial jurisdiction, the Building
Official shall be primarily responsible for the enforcement
of the provisions of this Code as well as of the
implementing rules and regulations issued therefore.
He is the official charged with the duties of issuing building
permits.
In the performance of his duties, a Building Official may
enter any building or its premises at all reasonable
times to inspect and determine compliance with the
requirements of this Code, and the terms and conditions
provided for in the building permit as issued. When any
building work is found to be contrary to the provisions of this
Code, the Building Official may order the work stopped
and prescribe the terms and/or conditions when the
work will be allowed to resume.

Likewise, the Building Official is authorized to order
the discontinuance of the occupancy or use of
any building or structure or portion thereof
found to be occupied or used contrary to the
provisions of this Code.

Public buildings and traditional indigenous family dwelling
shall be exempt from payment of building permit fees.
As used in this Code, the term "additional indigenous
family dwelling" means a dwelling intended for the
use and occupancy by the family of the owner only
and constructed of native materials such as
bamboo, nipa, logs, or lumber, the total cost of
which does not exceed fifteen thousand pesos.
RULE II – ADMINISTRATION AND ENFORCEMENT
For Administrative fines, violations of any rules shall impose
fines
not exceeding Php10,000.
For Firms, violations of any rules shall impose fines not
exceeding Php20,000 or imprisonment or both.
Dangerous Buildings shall order repair, vacation, or
demolish.
RULE III – PERMITS AND INSPECTION
Building permits shall be obtained first before the
construction any building or structure.
Apply permit with the following information:
– Description of the work
– Description of the ownership of the lot
– If applicant is not registered owner, provide the use of occupancy
– Estimated cost
– Provide at least five sets of corresponding plans and specifications
with signature and seal by the professionals.
Building Permit shall be issued within 15 days after the
payment.
Permit will be expired if the building is not commenced within
1 year from date of the permit, and suspended or
abandoned
for 4 months.
RULE III – PERMITS
Suspension AND INSPECTION
or non-issuance of permit for the
ff reasons:
– Errors in plans and specifications
– Incorrect or inaccurate data
– Non-compliance with the provisions of the code
Within 15 days after the issuance of the notice of suspension,
the
applicant may file an appeal, and shall receive decision within
15 days after the appeal.
The issued owner shall engage services from a licensed
civil engineer or architect to conduct full time
inspection and supervision.
Upon completion, architect or civil engineer shall submit
log book and certificate of completion.
Buildings shall not be occupied without Certification of
BUILDING PERMIT
A document issued by the Building Official to an
owner/applicant to proceed with the construction,
installation, addition, alteration,
renovation, conversion, repair, demolition or other work
activity of a specific project/building/structure after the
accompanying
principal plans and specifications and other pertinent
documents
that are found satisfactory and substantially confirming with
the
Implementing Rules and Regulations of the National Building
Code.
BUILDING PERMIT
5 sets each of the following Ancillary Plans and
Documents:
-Bill of Materials and Cost Estimates
-Specifications
-Civil/Structural Plan/Soil Testing (3 Storey Structure Up)
-Electrical Plan
-Sanitary/Plumbing
-Architectural Plan
-Geodetic Documents if necessary
->Photocopy of the PRC ID of duly registered professionals
who signed the accomplished Building Permit forms
