President Bill Clinton proclaimed in a State of the Union
speech 13 years ago that "the era of big government is
‘Obama's plans are lofty and he admits that they will be very
costly. Nearly $800 billion is promised to be spent during
his presidency that will include tax breaks for the middle
class, billions of dollars for updated bridges, roads and
tunnels, and provisions to double the production of
alternative energy in three years.
“Cities enable the concentrated exchange of ideas and
resources that generates the nation’s innovation and
entrepreneurship. Particularly in the knowledge economy,
we cannot afford to waste any of the human capital, real
estate and business assets of cities... Today, government
programs aimed at strengthening metropolitan areas are
‘spread across the federal government..with insufficient
coordination or strategy, Obama and Biden will create a
White House Office of Urban Policy to develop a strategy
for metropolitan America and to ensure that all federal
dollars targeted to urban areas are effectively spent on the
highestimpact programs."

‘One of the new government intervention groups that Obama
‘will create is the Office of Urban Policy. Currently, urban
design solutions are viewed marginally and treated as décor
~ to be added after the substantial planning, program, and
policy decisions were made by representatives from Housing,
and Urban Development, the Department of Transportation,
‘and the Environmental Protection Agency. Hopefully adding,
‘another governmental office will bridge the gaps between
policy, design, and infrastructure issues.
Democrat John Norquist, president of the Congress for New
Urbanism and the 1900-2004 mayor of Milwaukee derides
the proposal as yet another "czar" position. "You're given
this overall authority, but you're not in charge of anything,”
he says. He believes that the new administration should be
populated with leaders who understand and value cities.
Can "Big Government" make intelligent decisions with more
‘economical and expeditious methods than the private sector?
Can it produce cohesive designs that answer specific needs
‘of each individual urban issue and location? Observing how
Ground Zero remains at a standstill (See page one of our
Nov/Dec 2008 LadSkeichPad), I have my doubts.
