COMMUNICATIONS

Reshuffle 2012

Overview
The Prime Minister has waited until the mid-term point of his Government before embarking upon his first major of reshuffle of Cabinet and junior ministers. Unlike previous Governments, Mr Cameron has allowed his ministers to bed into their departments and drive through wide spread reform. The road to reform has been extremely bumpy for the Government. It seems Mr Cameron has reshuffled his team to better reflect the political make up of his party and ensure a smoother ride for the remainder of the Governments legislative programme.
Whilst the Great Offices of State escape unscathed the reshuffle did deliver a number of surprises. Jeremy Hunt the once embattled Culture Secretary has been promoted to Secretary of State for Health. In a move that will shock many given the controversy surrounding Mr Hunts closeness to Rupert Murdoch and News International. Andrew Lansley was often singled out for criticism by political commentators for failing to communicate his NHS reforms in a way that was palatable to health professionals, the public and even members of his own party. Despite getting the NHS reforms onto the statute book after a heavy parliamentary slog, he has paid the price and has been demoted to Leader of the House of Commons. Baroness Warsi has also been demoted, following months of internal grumblings about her capability as Co-Chair of the Conservative Party. She now takes up a dual role in the Foreign Office and the Department for Communities and Local Government. Andrew Mitchell, the respected International Development Secretary, received a promotion to Chief Whip, an appointment Mr Cameron will hope that pays off, given the increasing air of rebellion in the Conservative party. The key economic ministries in Government remain unchanged. This is indicative of a Government committed to its current policy path. Expect no major changes of policy from the new Secretaries of State. The expectation is that they will communicate policy more effectively. If the Governments performance improves following this revamp it may be the only reshuffle we see from Mr Cameron this side of the General Election.
