Decision to tender can be made in two stages. First is when pre selection enquir ies are invited by a consultant. This time the consultant has to make a decision based on outline information available of the tender. And the second is when th e pre selection has not been followed the contractor may find that tenders arriv e without prior notice. For deciding bed below: Work nstructions, ot, and then to tender we have to consider many factors. Location of the project:- my assumption is that our leading construction organiz ation is situated near theBatticaloa. If the proposed project area is near to ou r organization area we can easily access to this site. Therefore we can do the p roject successfully preventing extra expenditure. Because the transportation is easy for the site. Size of the project: - as for as this project concerned this is one of the big p roject. Actually our constructions organization is C1 (my assumption). So we alw ays like to do massive project. Construction period: - according to the scenario this project should be finished within a year. At the same time our organization leading some other projects to o. So we have to work hard. Who is client and consultant: - we have to know about the client and client's co nsultant and think weather can I lead the project with them. Alsoits very importa nt. Has enough time been given to prepare a sensible estimate Does it conflict with the companys objectives and future workload? Has the contractor the necessary supervisory staff and labour available.

2. Examination of tender document There are some necessary documents available from the consultant. These document s are very important to the tendering. It is not a single document. Its a set of documents that means it has some volume of documents such as (for example): Volume 1 ----- Drawings Volume 2 ----- Specification Volume 3 ----- Form of Tender Volume 4 ----- Schedules Volume 5 ----- BOQ

3. Establishment of tender timetable (programming) After the decision we have to schedule the estimation up to the submission of te nder. Because, the tendering process is a limited duration. So within that perio d we have to submit our submissions. Because of this we can easily identify our duties and can successfully submit the bid. For example: Tender program Time Relationship Collection of documents 2 days Starting day Inspect the documents 2 days From the 3rd day of collection of documents it w ill start Tender handling program 1 days On 4th day of previous work, this work will star t Collect necessary information required for pricing 7 days This will start after finished handling program starting Pricing the BOQ 2days After 3rd day of the previous work started Preparation of other documents 2 days After finished the pricing BOQ it will s tart Tender Adjudication 2 days After one day of start the preparation of docume nts work Submission of tender After 2 days Finally it will take 21 days from the st arting day. 4. Collection of price information After the tender documents are examined, the price information which is needed to price the BOQ should be collected.The collection of price information shall be done by the following ways. Enquiries to suppliers & sub-contractors As a quantity surveyor Ill ask the suppliers the material price quotations to pri ce the BOQs and speak to the sub-contractors too. We can use subcontractors to h ave help by two paths. One is the subcontractors who will give quotations as wel l as laborers (skilled and unskilled) and that who will take the some work items to complete. Therefore as a quantity surveyor will think and decide Quotation from suppliers:- Price information of materials and plants shall be ga ined from the suppliers quotation. Quotation from sub-contractors:- Sometime the main contractor needs to carry out some works using sub-contractors. In that case the main contractor should colle ct the quotation from the selected domestic sub-contractors. Referring own data base The cost information shall be taken from the data base, which will be kept as a report by the contractors Quantity surveyor. Feedback from previous project/ final account The prices shall be collected from the final document of previous project, which is done by the contractor immediately before this project. Published document There are some published documents are available such as BSR (Building s chedule of rate), and from that also price information shall be collected. But, as it is any case, the price list should be contained the present market price. And also, it should contain the necessary information which is needed to price t he BOQ. This activity should be finished within some days. 5. Site visit Also site visit is an important part to the pricing. We have to consider so many factors there. should be considered weather is there a site office or not, shou ld be considered weather is there any existing roads or not or have to increase road size, should be considered the safety, should be considered availability, s hould be considered the facilities and should be considered some other factors t

6. Prepare unit rates Preparing unit rates is a major important part. That is what going to the BOQ wi th the overhead and profit. As a quantity surveyor I have to work carefully on p reparing unit rate calculation. 7. Tender adjudication In this situation, after all documents are prepared, a meeting arrangeme nt will be done with the management & the mark up percentage and overhead percen tage will be decided. The estimated cost will be adjusted using markup rate and overhead rate. At final the figure of tender sum will be gained and will be subm itted as the tender sum. 8. Pricing the BOQ For this as an estimator of the contractor organization, we should have clear un derstanding about all the terms and specifications. First of all we have to buil d up the unit rate for a particular work by using their description and specific ations (preambles) as well as using the sources of cost information. Then we cal culate the total cost for given quantity according to the BOQ. 9. Compile the documents for submission This is the final stage of tender pricing process. The BOQ will be fille d with including markup rates and overhead rates. The all documents will be comp iled according to the instruction given by the consultant.
