SUBJECT: 2009 PARCEL TAX ROLL REVIEW PANEL

RECOMMENDATION(S):
That Council establish the sitting of the 2009 Parcel Tax Roll Review Panel for Parcel Tax
Frontages for 9:30 a.m. on Monday March 23, 2009 in the Yorkson Creek Meeting Room at the
Civic Facility.

EXECUTIVE SUMMARY:
Section 204 of the Community Charter requires Council to establish a yearly Parcel Tax Roll
Review Panel for Parcel Tax Frontages. Report No. 09-18 identifies this requirement and
requests that Council establish the sitting of the 2009 Parcel Tax Roll Review at 9:30am on
Monday March 3, 2009 in the Yorkson Creek Meeting Room at the Civic Facility.

Council has appointed Mayor Green and Councillors Dornan and Richter for the 2009 Parcel
Tax Roll Review Panel. Appointed Council members are respectfully requested to attend at the
Parcel Tax Roll Review on Monday, March 23, 2009 at the location established, once Council
approval is obtained.

Approximately two weeks prior to the sitting of the Panel, appointed persons will be provided
with a summary of duties, agenda, list of bylaws and a sample notice mailed to each affected
property owner. Approval of the meeting date is required in order to ensure appropriate public
notice is given prior to the sitting of the Parcel Tax Roll Review Panel.

PURPOSE:
The purpose of Report No. 09-18 is to seek Council's approval to set the sitting of the 2009
Parcel Tax Roll Review Panel for Parcel Tax Frontages for 9:30 a.m. on Monday March 23,
2009 in the Yorkson Creek Meeting Room at the Civic Facility. In addition, the purpose of this
report is to invite Council appointed members Mayor Green, Councillors Dornan and Richter to
attend the sitting of the 2009 Parcel Tax Roll Review Panel on March 23, 2009.

DISCUSSION / ANALYSIS:
Section 204 of the Community Charter requires that a Parcel Tax Roll Review Panel consist of
at least three persons. For the 2009 Parcel Tax Roll Review Panel Council has appointed three
members of Council to the Parcel Tax Roll Review Panel.

In addition, Section 204 of the Community Charter requires that Council establish the time and
place for the sitting of the Parcel Tax Roll Review Panel, and have advance notice of the time
and place published in a newspaper once each week for 2 consecutive weeks.

The Parcel Tax Roll Review Panel is established to provide property owners affected by the
parcel/frontage tax calculation with a forum in which to make a complaint with respect to:
a) an error or omission respecting a name or address on the parcel tax roll.
b) an error or omission respecting the inclusion of a parcel
c) an error or omission respecting the taxable area or the taxable frontage of a parcel
d) an exemption has been improperly allowed or disallowed

Report No. 09-18 requests that Council establish the sitting of the 2009 Parcel Tax Roll Review
Panel for Monday March 23, 2009 at 9:30 a.m. in the Yorkson Creek Meeting Room at the Civic
Facility.
