ESTABLISHMENT OF THE STANDING COMMITTEES OF COUNCIL
RECOMMENDATION(S):That
Council endorse Policy No. 01-026 which guides how staff will process, interact and workwith the Standing Committees of Council subject to such modifications as may be deemednecessary as a result of the nature of the Standing Committee or Work Program created by theMayor; and further
That
the establishment of Standing Committees of Council be comprised of voting members, ofwhich fifty percent (50%) of the members shall be members of Council for:a. Finance;and likely at a later date;b. Protective Services - Policing and Crime Prevention;c. Transportation;d. Community Planning;e. and others as deemed appropriate by the Mayor;be received for information, and further;
That
Council receive the attached Policy/Terms of Reference (Attachment A) and the StandingFinance Committee Work Program for 2009 (Attachment B).
EXECUTIVE SUMMARY:
A Standing Committee is a committee, created by the Mayor pursuant to section 141 of the
Community 
 
Charter 
, to which the Mayor appoints persons. At least half of the members of astanding committee must be members of Council; the remaining members may be residents.
PURPOSE:
To advise Council of the establishment of Standing Committees of Council.

BACKGROUND/HISTORY
:The Council of the Township of Langley acknowledges the special skills, talents and experienceof its residents in providing public involvement in the development of good governance for theTownship.The Mayor may establish a standing committee and appoint Council and/or citizen members tothe standing committees for matters the Mayor believes would be better dealt with by theStanding Committees.A standing committee shall provide Council with:
Advice and recommendations on any matters referred to it by Council;
Advice and recommendations to Council on public issues that are part of an annualwork plan for the standing committee endorsed by Council.
Legislation:
Section 141 of the
Community Charter 
states:
“141
(1) The mayor must establish standing committees for matters the mayor considers would be better dealt with by committee and must appoint persons to those committees.(2) At least half of the members of a standing committee must be council members.(3) Subject to subsection (2), persons who are not council members may be appointed to a standing committee.” 
Financial Implications
As outlined in the Terms of Reference item 15 Budget; Standing Committee budgets, ifapplicable, will be approved by Council on an annual basis as part of the annual budgetprocess. Staff will develop a recognition strategy, and make available funding for an annualcommittee recognition event with a budget up to a maximum of $250.The Township of Langley has a number of Select Committees and Task Forces. Assumingthere is a corresponding decrease in these entities then no budget implications are anticipated.Respectfully submitted,Mark A. DEFINITIONS“Standing Committee”
means a committee, created by the Mayor pursuant to section 141 ofthe
Community Charter 
, to which the Mayor appoints Council members and citizen members. Atleast half of the members of a standing committee must be members of Council.
TERMS OF REFERENCE1. COMPOSITION AND STRUCTURE
 1.1. Membership1.1.1. The Mayor may appoint voting members of which fifty percent (50%) of themembers shall be members of Council.1.1.2. The Mayor shall appoint the Standing Committee members annually.
 
1.1.3. Standing Committee members shall serve without remuneration on a voluntarybasis.1.2. Community Representatives1.2.1. Appointment of membership will strive to reflect experience, knowledge andexpertise in the areas of consideration for the Standing Committee.
 
1.2.2. Non-residents and representatives from external agencies, including other levelsof government, are not normally Standing Committee members but may be
