Outcome-focused approach
The outreach approach is designed to achieve a particular outcome. Inter-dependency between partnership, targeting, programmes and evaluation is acknowledged.

Partnership approach
The learners higher education progression is the firm focus, but it is viewed in the wider context of their family and community and delivered through a multi-agency partnership. The learners principal learning provider (where they spend the most time) is at the centre of the approach.
