TheSecretaryshalltakeofficialminutesofallMSAOSUexecutiveboard meetings,ensuringtheirqualityandaccuracy,andproducingthemfor executiveboardreviewafternomorethanfivedayshaveelapsedsincethe meetingforwhichtheyweretaken. b. TheSecretaryshallberesponsibleforpreparingameetingagendapriorto eachexecutiveboardmeeting,incollaborationwiththePresidentandVice President. c. TheSecretaryshallannounceallupcomingmeetingsatleasttwentyfour hourspriortotheirconvening. d. Section3:Term i. Allexecutiveboardmemberstermsareforone(1)calendaryear(Summer SemesterSpringSemester). ii. Thetermoftheexecutivecommitteeshallbethreesemestersbeginningin theSummerSemester. iii.Anyexecutivecommitteeofficevacatedforanycauseshallberefilledbyanominee approvedbyamajorityvoteoftheExecutiveCommittee.Thenomineemustmeetallconditionsfor holdingoffice.ThetermofhisofficeshallexpirewiththerestoftheExecutiveCommittee.

Section4:ExecutiveBoardRequirements i. Allexecutiveboardmembers,excludingExOfficioandAdvisor,mustbe currentlyregisteredOhioStateUniversityStudents. ii. Allexecutiveboardmembersshallupholdeducational,Islamic,aswellas leadershipstandards. iii. Allexecutiveboardmembers,excludingtheAdvisor,shallapplytothe

MSAOSU,whereintheywillbeassessedbythepracticingexecutive committee. Section5:Impeachment i. Amotiontoimpeachwithgoodreasonmustbeproposedbyatleastone executiveboardmember,andagreeduponbyatwothirdsmajorityvotebythe executiveboard. a. Goodreasonisdefinedasanexecutiveboardmembernotfulfillingtheir constitutionalduties(educationaland/orIslamic)and/ornotcurrently registeredOSUstudents.And/or b. Causeconflict,internalorexternaltotheorganizationthatmayjeopardize theexistenceorfunctioningofMSAOSU. ii. Ifimpeached,thatexecutiveboardmemberwillbegiventheopportunityto defendthemselves,however,iftheboardstillfeelsthattheyarenotfulfillingtheir dutiesorfeelsthattheexecutiveboardmemberiscausingconflict,afinalvote withtwothirdsmajoritywillcompletetheremovalprocess,andtheymust gracefullystepdownwithnofutureargument. Section6:ReplacingOpenPositions i. Inthecaseofanexecutiveboardpositionvacancy,excludingExOfficioand Advisor,thatpositionshallbeupforaninformalelection. ii. ElectionwillconsistofanemailsenttotheMSAOSUmailinglist,notifying membersofthevacancyandthattheexecutiveboardiscurrentlyaccepting nominationsfortheposition. iii. Therewillbeaninformalmeetingwiththecandidates. iv. Theexecutiveboardwillselectthecandidatebyatwothirdsvote. v. InthecaseofthevacancyofthePresidentialposition,theVicePresidentnot onlyreplacesthePresidentbutalsonominatesthenewVicePresident. vi. InthecaseofthevacancyoftheVicePresident,thePresidentnominatesthe newVicePresident. ArticleVITaskForces&AdHocCommittees Section1:Alltaskforcesandadhoccommitteesshallrequiretheendorsementofan MSAOSUexecutiveboardmember.Theendorsingexecutiveboardmembershall alsoserveastheindividualtoproposethecreationofsaidtaskforceoradhoc committeetotheremainderoftheMSAOSUexecutiveboard. Section2:Alltaskforcesandadhoccommitteesarecreatedwithapredeterminedobjective andgoal(s)thatshallbethesolefocusofalltaskforceandadhoccommitteeefforts.

Atnotimeshalltheobjectives,goals,oreffortsofataskforceoradhoccommittee contradictorcontravenethemissionandconstitutionofMSAOSU. Section3:Alltaskforcesandadhoccommitteesarecreatedforthetermofone(1)calendar yearalltaskforcesandadhoccommitteeswillbesubjecttoreviewandrenewalupon thecompletionofone(1)calendaryearfromthedateofapprovalbytheExecutive BoardofMSAOSU. Section4:Uponapprovalofthecreationofataskforceoradhoccommitteewithinthe structureofMSAOSU,amemberoftheMSAOSUExecutiveBoardshallnominate anindividualtoserveaschairpersonofthenewlycreatedtaskforceoradhoc committee.Approvalofnominationshallbedeterminedbymajorityvoteofthe MSAOSUExecutiveBoard,asregulatedbytheMSAOSUconstitutionandbylaws. Section5:AtaskforceoradhoccommitteeheadisencouragedtoattendweeklyMSAOSU ExecutiveBoardmeetings.AtaskforceorAdhoccommitteeheadisrequiredto submitaweeklyupdateviaemailtoboththeMSAOSUPresidentandVice President.AtaskforceorAdhoccommitteeheadisrequiredtomeetwithanddiscuss taskforceoradhoccommitteeprojectsanddevelopmentswiththeMSAOSU Presidentonnolessthanaweeklybasiseitherbyphoneorinperson. ArticleVIIMeetings Section1:Frequency MSAOSUshallholdweeklyorganizationalplanningmeetings,otherwiseknownas executiveboardmeetings,throughouttheyear,withtheexceptionofthesummer1and summer2termswhichhavetheirownrespectiverequirements. Duringthesummer1andsummer2terms,MSAOSUshallconductnolessthan3 organizationalplanningmeetingspermonth.Theobjectiveofmeetingduringthe summer1andsummer2termsistoplanforthefollowingfallandwinterterms. Section2:Voting Organizationaldecisionsshallbedeterminedthroughaprocessofverballycastopen voting,unlessotherwisemotionedforbyamemberoftheexecutiveboardtoconducta secretnonverbalvote.Decisionsreceivingamajorityofpassingvotesshallberatified andadopted.Intheeventofatiedvote,thePresidentshallcastthedecidingvote. Section3:Attendance Attendanceatorganizationalplanningmeetingsshallbeopentoeveryone.Atthe discretionoftheexecutiveboard,aspecialcloseddoororganizationalplanningmeeting canbeconvened,attendedsolelybytheexecutiveboardandanyindividualorgroup

theyinvite. Section4:EmergencyMeetings Emergencymeetingscanbeconvenedbyrequestofanyexecutiveboardmember.All proceduresandregulationsofthenormallyconvenedorganizationalplanningmeetings shallbeobservedandmaintainedwithinanemergencymeeting. Section5:ConflictResolutionMeetings IntheeventofaconflictwithintheMSAOSUavoteoftheexecutiveboardshallcall foraconflictresolutionmeetingtobeheldwithinaweekstime.Theexecutiveboard shallinviteandencouragetheMSAOSUAdvisorandExOfficiotoattendtheconflict resolutionmeeting,buttheirattendanceshallnotberequired.Duringthecourseofthe conflictresolutionmeeting,theexecutiveboardshalldefinetheexactnatureofthe conflictanddebatepossiblecoursesofactiontoresolvesaidconflict.Uponsuccessful debateofpossiblecoursesofactiontoresolvetheconflict,theexecutiveboardshall establishadateandtimeatwhichavoteshallbeheldtoadoptaspecificcourseof action. ArticleVIIIElections Section1:Procedure i. VotersmustbecurrentlyregisteredOSUstudentsandanMSAmemberasof thesecondFriday(at11:59pm)inFebruaryofthatyear. ii. NominationsshallbeginnolaterthanthesecondweekofMarchandshallbe oneweeklong a. Theacceptanceperiodshalllastatleast3to5days,duringwhichthe nomineesshallfillouttheiracceptanceforms. iii. ItshallbetheresponsibilityofthecurrentExecutiveBoardtoholdaMeetthe CandidatesForum,opentotheGeneralBodyofOSU. iv. NumberofvotesfromExecutiveBoardwouldequalnumberofgeneralbody. a. Fromthenumberofgeneralbodyvotesthecandidateshallbeawarded theirrespectivepercentagebasedontheamountofvotesearned. b. Executiveboardmembersarenoteligibletovoteasgeneralbodymembers. c. Theelectioncommissionerforfeitshisorhervotingprivilegesinorderto remainneutralthroughouttheelectionprocess. d. Inaneventofatie,theexecutiveboardwillrevote. v. ThenewExecutiveBoardshallbeelectednolaterthanthelastdayofMarch, sothattransitioningcantakeplace. Section2:VoterEligibility i. VotersmustbecurrentlyregisteredOSUstudentsandanMSAmemberasof

thesecondFriday(at11:59pm)inFebruaryofthatyear. Section3:CandidateEligibility i. ThecandidatesmustbeacurrentlyregisteredMSAmemberandUMDearborn studentasofthesecondFriday(at11:59pm)inFebruaryofthatyear. a. AcurrentlyregisteredMSAmemberoractivememberisdefinedinArticle XIIIofthisconstitution. ii. CandidatesrunningforthePresidentpositionmustexhibit: a. Leadershipskills,and b. Participationinthecurrentschoolyear(fromSummertoWinter)ofatleast i. Twomeetings,and ii. TwoMSAevents iii. Therestofthecandidatesmusthaveparticipatedinatleast a. Onemeeting,and/or b. OneMSAevent Section4:TransitionalResponsibilities i. TherewillbeanExecutiveBoardworkshop,withthecurrentandnewlyelected ExecutiveBoardoftheMSAOSU. ii. ThecurrentExecutiveBoardshallberesponsibleforhandingoverallrelevant (writtenandelectronic)documentstotheirrespectivenewlyelectedmembers. iii. ItshouldbetheresponsibilityforthecurrentExecutiveBoard,afternominations havebeenaccepted,toadvisethenomineesabouttheresponsibilitiesoftheir positioninperson. ArticleIXFinancialPolicies Section1:AcceptanceofContributions MSAOSUmayacceptanycontributioninanyform,fromanysourceconsistentwith thepurposesofMSAOSUandtheprinciplesofIslam.Arecordshallbecreated documentingallcontributionsmadetoMSAOSUincludingtheirrespectivedonorsor contributors.ThisrecordofcontributionsshallbemaintainedbytheFinance ChairpersonofMSAOSU. Section2:InterestFreeExpenseAccount MSAOSUshallmaintainanexpenseaccount.Thisaccountwillbeaninterestfree bankaccountcreatedandmaintainedfortheexpensesofMSAOSU. Section3:WithdrawofFunds AllchecksdraftedontheMSAOSUexpenseaccountshallrequiretwosignatures,of eitherthePresident,VicePresidentand/orFinanceChairperson.

Section4:AuthorizationofExpenditures AllexpendituresshallrequirethepriorapprovaloftheMSAOSUexecutiveboard. Theonlyexceptionshallbeexpendituresof$100.00USDorless,solelyatthe discretionofthePresidentofMSAOSU. Section5:ActivityFundingRequirement AtnotimeshallMSAOSUengageinactivitythatwouldresultintheorganization accruingdebitsgreaterthanthecurrentexpenseaccountbalance.Allactivities executedbyMSAOSUshallcostnomorethanfundsthencurrentlyavailableinthe MSAOSUexpenseaccount.Eventsplannedandorganizedinadvanceshallbe cancelledifatthetimeofexecutiontheydonotcleartheabovestatedrequirementfor availablefunds. Section6:AccountsPayable Allaccountspayableshallbepaidwithintwo(2)weeksofbeingincurredby MSAOSU. Section7:RecordsandAuditing MSAOSUshallcreateandmaintainarecordofallfinancialactivityattheendofeach quarter,andsubmitthisrecordtotheAdvisorforreview.Allfinancialactivityfromthe SpringSummersemestershallbeincludedintheFallsemesterrecords.Additionally, MSAOSUshallcreateayearlyrecordofallfinancialactivity,fromtheSpring, Summer,Fall,andWintertermscombined,andsubmitthisrecordforauditbya certifiedpublicaccountant. ArticleXDissolution Section1:Advisor TheMSAOSUadvisorshalloverseeandensuretheadherencetoconstitutionalpolicy intheeventofthedissolutionofMSAOSU. Section2:ExecutiveBoard If,duringthecourseofthedissolutionofMSAOSU,anExecutiveBoardexists,itshall workinconjunctionwiththeAdvisortoensuretheadherencetoconstitutionalpolicyon dissolution. Section3:Debts IntheeventofthedissolutionofMSAOSU,alloutstandingdebtsshallbepaidinfull beforeanyotheractionistakenwiththethenextantfundsoftheorganization.

Section4:Funds IntheeventofthedissolutionofMSAOSU,andafterpayingalldebts,allremaining fundsshallbetransferredtothepossessionofMSAOhioStateRegionalCouncil,tobe utilizedatthediscretionoftheMSAOhioStateRegionalCouncilChairperson.Inthe eventthattheMSAOhioStateRegionalCouncildoesnotexistatthetimeofthe dissolutionofMSAOSU,allremainingfundsshallbetransferredtothepossessionof MSANational,tobeutilizedatthediscretionoftheMSANationalExecutiveBoard. ArticleXIRatificationandAmendments Section1:Proposal Amendmentsmustbeproposedbyamemberoftheexecutiveboard. Section2:Support Theproposedamendmentmusthavethesupportofatleastoneadditionalmemberof theexecutiveboard. Section3:Discussion Theexecutiveboardshalldiscusstheproposedamendment,duringwhichmodifications tosaidamendmentwillbepossible ArticleXIIMembership Section1:FullMembership FullmembershipinMSAOSUshallbelimitedtoactivelyenrolledandmatriculated studentsoftheTheOhioStateUniversity.Fullmembershipstatusshallbecontingent uponanindividualsacceptanceandcompliancewiththeMSAOSUconstitution. ProspectivefullmembersofMSAOSUshallberequiredtocompleteamembership form,asdeterminedbytheMSAOSUExecutiveBoard,beforebenefitingfromthe rightsoffullmembership.Fulfilmentoftheserequirementswillconfervotingrightsupon anindividualandshallconstituteoneofthenecessaryelementsforeligibilitytoservein officeasanExecutiveBoardmemberofMSAOSU. a)GeneralMemberRemoval: Ifitcomestotheexecutiveboardsattentionthatageneralmemberisacting inaapropriatlyorcausingharmtoothersinanyway,theexecutiveboardcanvoteto removethemfromourmembership.Thevotemustbeamajorityvote.Themembers membershipfeesshallbereturnedtothemuponremoval. Section2:HonoraryMembership Honorarymembershipshallbeopentoanyinterestedindividualwhodemonstratesa desiretosupporttheactivitiesofMSAOSU.Honorarymembershipstatusshallbe contingentuponanindividualsacceptanceandcompliancewiththeMSAOSU

constitution.Prospectivehonorarymembersshallberequiredtocompleteanhonorary membershipform,asdeterminedbytheMSAOSUExecutiveBoard,beforebenefiting fromtherightsofhonorarymembership.Honorarymembersshallhavenovotingrights, norshalltheybeeligibletoserveinofficeasanExecutiveBoardmemberof MSAOSU.Honorarymembershipshallbeavailable,butnotlimitedto:facultyand staffofMSAOSU,communitymembers,andhighschoolornonOSUcollege students. Section3:AlumniMembership AlumnimembershipshallbeopentoanyalumnusoftheOhioStateUniversityAlumni membershipstatusshallbecontingentuponanindividualsacceptanceandcompliance withtheMSAOSUconstitution.Prospectivealumnimembersshallberequiredto completeanalumnimembershipform,asdeterminedbytheMSAOSUExecutive Board,beforebenefitingfromtherightsofalumnimembership.Alumnimembersshall havenovotingrights,norshalltheybeeligibletoserveinofficeasanExecutiveBoard memberofMSAOSU,savetheexofficio. Section4:MembershipFee AonetimemembershipfeemaybechargedatthediscretionoftheMSAOSU ExecutiveBoard.Atnotimewillthisfeeexceedtheamountof$15.00USD. Section5:NonDiscriminationClause Thereshallbenodiscriminationagainstanymemberbaseduponthatmembers gender,race,creed,colour,religiousaffiliations,politicalaffiliations,age,origin, disabilities,maritalstatus,citizenship,orsexualorientation,orveteranstatuswith respecttotermsorconditionsofmembershipascontainedwithinthisagreement.

ArticleXIIIFridayCongregationalPrayer(SalatalJum`ah) Section1:ThepurposeoforganizingSalatalJum`ahonthecampusoftheOhioState UniversitytoprovideforthereligiouslymandatedritualofFridaycongregationalprayer.In additiontofulfillingthisritualobligation,thescopeandcontentoftheSermons(Jum`ah Khutab)aretoincreaseandaugmenttheknowledgeofbothMuslimsandnonMuslimsatthe UniversityofOhioStateDearborn. Section2:ThelocationofSalatalJum`ahshallbeaccessibletoall,centraltothecampusat theOhioStateUniversityandinastateofcleanlinessnecessaryforritualutilization. Section3:ThedurationofSalatalJum`ahshalltakeintoconsiderationthetimeconstraintsof acollegecampusandstudentbody,andshallbemoderatedaccordingly.

Section4:ThesubstanceandcontentoftheSermons(Khutab)shallbeprimarilythatofthe QuranandPropheticTradition(Sunnah).Atnotimeshallthesubstanceandcontentofthe Sermons(Khutab)contradictorcontraveneArticle1,Section2(Nature)ofthisconstitution. Section5:TheDelivereroftheSermon(Khatib)shallbeanupstandingandrespectedmember ofsocietyasdeterminedbythegreaterMuslimcommunity.
