SUBJECT: STRATEGIC COMMUNITY INVESTMENT FUNDS

RECOMMENDATION(S):
That Council endorse the Strategic Community Investments Funds Agreement, as requested by the
Provincial Ministry of Community Development, in order for the Township to receive the Traffic
Revenue payments from the Province.

EXECUTIVE SUMMARY:
The Township received a letter from the Ministry of Community Development advising that the
Province of B.C. is restructuring the local government transfers in response to the global economic
crisis. The Province believes that strategic spending by the local governments can help stimulate
local economies, encourage growth, create local jobs and help offset the effects of the economic
downturn. In that regard, the Province is accelerating the payments of the traffic revenue that local
governments receive every year. The Township received $1,400,000 for the 2008 year and this
restructuring means that the payments to the Township for the next three years will be as follows;
March 2009 - $1,533,962; July 2009 - $ 739,766; and July 2010 - $ 571,216. The normal annual
payment of approximately $1,400,000 will resume starting in 2011. The Township’s share of the
traffic revenue is included in the Police Budget and is used to fund ongoing operations of the
Township Police services.

The Township will receive $2,273,728 for Traffic Revenue in 2009, which includes approximately
$873,728 of the funds for 2010. This advance payment of $873,728 will be saved and included in
the 2010 Police revenue budget along with the 2010 payment of $571,216 for a total of $1,444,944.

In order to receive these payments, the Township was required to sign an agreement with the
Province, which staff have signed and submitted by the deadline of March 13, 2009. The Ministry of
Community Development has been notified that the Township Council is being requested to endorse
this agreement at the March 23, 2009 Council meeting.

PURPOSE:
The purpose of this report is to seek Council endorsement for the Strategic Community Investments
Funds Agreement which the Township is required to sign in order for the Township to receive the
traffic revenue funds from the Province.
