SUBJECT: Contract Bargaining Update ______________________________________________________________________________


Below is an update of this years Collective Bargaining Agreement (CBA) status. Several are negotiated new agreements and some are extensions. Indemnification language relating to the Right to Work (RTW) law was achieved in ALL of the following CBA settlements. If you have questions, please contact the AGC/LRD staff at 517-371-1550 Ext 2. NEW COLLECTIVE BARGAINING AGREEMENTS BAC Local 9-Upper Peninsula: A five (5) year settlement was reached on a new CBA agreement covering bricklayers and cement finishers in the U.P. which expires on April 30, 2018. The settlement provides for a 2013 increase of $0.60/hr. (1.45%); 2014 increase of $0.77/hr. (1.84%); 2015 increase of $0.77/hr. (1.81%); 2016 increase of $0.77/hr. (1.77%); 2017 increase of $0.82/hr. (1.86%). Overtime over 10 hrs./day and/or 40 hrs./week paid at time and one-half. Bricklayers are Monday through Saturday with Saturday as a make-up day, while Cement Masons are Monday through Friday with Saturdays paid at time and one-half. Language changes to apprentice pay schedule and addition of a Helper classification also provided. Bargaining Committee Members were Barry Scholz, Brad Adams, Gary Benjamin, Jim Ebli and Mike Alfredson. Carpenters Local 1510-Upper Peninsula: An eight (8) year settlement was reached on a new CBA agreement which expires on April 30. 2021. The settlement provides wage increases that are to be distributed to the Pension Fund first and the Health Care Fund second. The increases are as follows: Carpenter: 2013 increase of $0.50/hr. (1.24%); 2014 increase $0.75/hr. (1.84%); 2015 increase $0.75/hr. (1.81%); 2016 increase $0.75/hr. (1.78%); 2017 increase $0.80/hr. (1.86%); 2018 increase $0.80/hr. (1.83%); 2019 increase $0.80/hr. (1.80%); 2020 increase $0.90/hr. (1.99%) Millwright: 2013 increase of $0.50/hr. (1.11%); 2014 increase of $0.85/hr. (1.87%); 2015 increase $0.85/hr. (1.84%); 2016 increase $0.85/hr. (1.80%); 2017 increase $0.90/hr. (1.88%); 2018 increase $0.90/hr. (1.84%); 2019 increase $0.90/hr. (1.81%); 2020 increase $1.00/hr. (1.97%). Flexible 40-hour workweek Monday through Saturday, with overtime over 10 hrs./day and/or 40 hrs./week paid at time and one-half, with Saturday make-up day. Language changes for Shift Work, Apprentice Ratio, Safety Equipment, and Industrial Work definition as well as addition of Separability, Survivability, and Training Certifications were secured. Iron Workers Local 25 (covers structural steel erection): A six (6) year settlement was reached on a new CBA agreement which expires on May 31, 2019. The settlement provides for two options with the wage and fringe package: one for Defined Contribution (DC) and one for Defined Benefits (DB) to be voted on by the membership of the Union. The settlement also provides for full funding of benefits for superintendents. Laborers Local 1075-Flint/Port Huron: A ten (10) year settlement was reached on a new CBA agreement which expires on May 31, 2023. The settlement provides for a freeze in 2013 and on each CBA anniversary date every year thereafter, there is a one and one-half percent (1%) increase of the previous years base wage only being distributed to the Pension Fund first and the Health Care Fund second. Overtime over 10 hrs./day and/or 40 hrs./week paid at time and one-half. Saturday paid at time and one-half when not used as a make-up day. New Market Initiative (NMI) was also adopted. Bargaining Committee Members were Jim Malenich, Mark Krueger and Richard Sly, Sr. Laborers Local 1098-Saginaw: A ten (10) year settlement was reached on a new CBA agreement which expires on June 30, 2023. On each CBA anniversary date, there is a one and one-half percent (1%) increase of the previous years base wage only being distributed to the Pension Fund first and the Health Care Fund second. The settlement also provides for overtime language change to overtime over 10 hours per day and/or 40 hours per week paid at time-and-one-half (1%), Monday through Friday, with Saturday paid at time and one-half when not used for a make-up day. New Market Initiative (NMI) was also adopted. Bargaining Committee Members were Bill Woolwine, Bob Spence III, Brian Roth, Chip Hendrick, Dan Emmenecker, Matt Pumford, Tom Johnson and Trace Hendrick. Laborers Local 1329-Upper Peninsula: A ten (10) year settlement was reached on a new CBA which expires on April 30, 2023. The settlement provides for a freeze in 2013 and on each CBA anniversary date every year thereafter, there is a one and one-half percent (1%) increase of the previous years base wage only being distributed to the Pension Fund first and the Health Care Fund second. The settlement also provides for overtime language changes to overtime over 40 hours per week paid at time and one-half, Monday through Saturday, except for Wage rates A-E on Industrial construction. Bargaining Committee Members were Barry Scholz, Brad Adams, Gary Benjamin, Jim Ebli and Mike Alfredson. Millwrights Local 1102: A six (6) year settlement was reached on a new CBA which expires on May 31, 2019. The settlement provides for the following increases distributed to the Pension Fund first and the Health Care Fund second: 2013 increase of $1.75/hr. (2.98%); 2014 increase of $1.75/hr. (2.89%); 2015 increase $1.50/hr. (2.41%); 2016 increase $1.00/hr. (1.57%); 2017 increase of $0.75/hr. (1.16%); 2018 increase of $0.75/hr. (1.14%). The extension also provides for language change to Survivability, Severability, Drug testing, Paid lunches, Afternoon Coffee Break, and NMA language. Operating Engineers Local 324-Detroit: A five (5) year settlement was reached on a new CBA agreement which expires on May 31, 2018. The settlement provides for a 2013 increase of $1.10/hr. (2.04%); 2014 increase of $1.10/hr. (1.99%); 2015 increase $0.75/hr. (1.33%); 2016 increase $0.75/hr. (1.32%); 2017 increase $0.75/hr. (1.3%). The settlement also provides for a flexible 40-hour work week, revisions to show-up time, and overtime language change to time-and-one-half over 10 hours per day and/or 40 hours per week, Monday through Friday, with double-time on Sunday, Holidays, and after 12 hours per day. Language has also been changed for Show-Up time. Bargaining Committee Members were Bill Litz, Jon Rigoni, Chip Laramie, Jim Like, Jim Muer & Joe Benvenuto.

Teamsters Local 247,337,614-Detroit: A five (5) year settlement was reached on a new CBA agreement which expires on March 31, 2018. The settlement provides for a Base Wage freeze in the first three (3) years and Base Wage increases of $0.25 and $0.35 in years four and five. However, due mainly to Pension Fund and Health Care Fund mandates, the following total package increases apply: 2013 $0.80/hr. (3.88%); 2014 $1.21/hr. (5.71%); 2015 $0.90/hr. (4.00%); 2016 $1.03/hr. (3.85%) and 2017 $1.29/hr. (4.59%). The settlement also provides for time and one-half to be paid over 10 hours per day and/or 40 hours per week, Monday through Saturday, and the addition of Opt Out and the Four-Day Work Week language.

EXTENDED COLLECTIVE BARGAINING AGREEMENTS BAC Local 1: The existing CBA for cement finishers in the Detroit area is extended for three (3) additional years to June 1, 2017. Language for Voluntary Make-up Day at straight time (up to 8 hrs.) was added; Language acquired for changes in some working conditions. 2014 increase of $.75/hr. (1.45%); 2015 increase of $.75/hr. (1.43%); 2016 increase of $.75/hr. (1.41%). Bargaining Committee Members were Bill Litz, Dan Sternberg, Jim Like, Jim Malenich, Jim Muer & Steve Freed. Carpenters Local 687-Detroit: The existing CBA is extended for three (3) additional years to May 31, 2019 with a gross wage increase of $1.10/hr. (1.92%, 1.89%, 1.85%) effective June 1 st of each year starting in 2016. Increases will be distributed to the Pension Fund first. Contributions for Pension and Annuity shall be made on hours worked, not hours paid. Language changes/additions pertaining to Invalidity, Private School Work, Prevailing Wage, and Opt Out were secured. Bargaining Committee Members were Art Hug, Bob Spence III, Chuck Binkowski, Doug Maibach & Todd Doenitz. Carpenters Local 1004-Lansing/Jackson: The existing CBA is extended for four (4) additional years to May 31, 2021. The settlement provides for the following increases distributed to the Pension Fund first and the Health Care Fund second: 2017 increase of $0.80/hr. (1.82%); 2018 increase of $0.80/hr. (1.79%); 2019 increase of $0.80/hr. (1.76%); 2020 increase of $0.80/hr. (1.73%). The extension also provides for language change to Survivability and the addition of Separability verbiage. Bargaining Committee Members were Greg Bobzien, Scott Hill, Kip Cunningham, Kevin Irish, Mike Kettlewell, Stan Buell, Ted Moore and Tim Wirth. Laborers Local 355-Southwest: The existing CBA is extended for three (3) additional years to May 31, 2023 with a base wage freeze in 2013 and on each CBA anniversary date every year thereafter, there is a one and one-half percent (1%) increase of the previous years base wage only being distributed to the Pension Fund first and the Health Care Fund second. Overtime over 10 hrs./day and/or 40 hrs./week paid at time and one-half. Saturday paid at time and one-half when not used as a make-up day. New Market Initiative (NMI) was also adopted. Bargaining Committee Members were Bill Kersaan, Burt Pearson, Larry Walraven and Marie Stech. Laborers Local 499-Ann Arbor: The existing CBA is extended for eight (8) additional years to July 31, 2023 with a wage freeze the first year of the extension and on each CBA anniversary date every year thereafter, there is a one and one-half percent (1%) increase of the previous years base wage only being distributed to the Pension Fund first and the Health Care Fund second. New Market Initiative (NMI) was also adopted. Bargaining Committee Members were Jim Malenich, Neal Morton and Tim Wirth.

Laborers Local 499-Lansing/Jackson: The existing CBA is extended for six (6) additional years to May 31, 2023 with a wage freeze the first year of the extension and on each CBA anniversary date every year thereafter, there is a one and one-half percent (1%) increase of the previous years base wage only being distributed to the Pension Fund first and the Health Care Fund second. New Market Initiative (NMI) was also adopted. Bargaining Committee Members were Bill Kersaan, Greg Bobzien, Kip Cunningham, Kevin Irish, Mike Kettlewell, Scott Hill, Ted Moore and Tim Wirth. Laborers Local 499-Monroe: The existing CBA is extended for nine (9) additional years to May 31, 2023 with a wage freeze the first year of the extension and on each CBA anniversary date every year thereafter, there is a one and one-half percent (1%) increase of the previous years base wage only being distributed to the Pension Fund first and the Health Care Fund second. New Market Initiative (NMI) was also adopted. Bargaining Committee Members were Mike Kettlewell, Greg Bobzien, Tim Wirth, Kip Cunningham, Kevin Irish, Jeremy Zeller and Joe Benvenuto. Laborers Local 1076/1191-Metro Detroit: The existing CBA is extended for nine (9) additional years to 2023 with a wage freeze the first year of the extension and on each CBA anniversary date every year thereafter, there is a one and one-half percent (1%) increase of the previous years base wage only being distributed to the Pension Fund first and the Health Care Fund second. New Market Initiative (NMI) was also adopted. Bargaining Committee Members were Doug Maibach, Jeremy Zeller, Joe Benvenuto, Ryan McCarthy, Todd Doenitz and Vince DeLeonardis. Laborers Local 1098-Traverse City/Alpena: The existing CBA is extended for nine (9) additional years to 2023 with a wage freeze the first year of the extension and on each CBA anniversary date thereafter, there is a one and one-half percent (1%) increase of the previous years base wage only being distributed to the Pension Fund first and the Health Care Fund second. Overtime over 10 hrs./day and/or 40 hrs./week paid at time and one-half, Monday through Friday, with Saturday paid at time and one-half when not used as a make-up day. New Market Initiative (NMI) was also adopted. Bargaining Committee Members were Bill Kersaan, Bob Spence III, Casey Comstock and Mike Comstock.

CURRENTLY IN NEGOTIATIONS Iron Workers Local 8: A new CBA is currently being negotiated. Bargaining Committee Members are Barry Scholz, Brad Adams, Gary Benjamin, Jim Ebli and Mike Alfredson. Iron Workers Local 25-GLMBEA (Covers pre-engineered metal building construction): A new CBA is currently being negotiated. Bargaining Committee Members are Chris Bertie, Duane Woodruff, Jeff Huffman, John King, Kim Stewart and Ted Taylor. OPCM Local 514: A new CBA is currently being negotiated. Bargaining Committee Members are Bill Litz, Dan Sternberg, Jim Like, Jim Malenich, Jim Muer and Steven Freed. Operating Engineers Local Union 324-Upper Peninsula: A new CBA is currently being negotiated. Bargaining Committee Members are Barry Scholz, Brad Adams, Gary Benjamin, Jim Ebli and Mike Alfredson.
