STANDARD OPERATING PROCEDURES FOR REGISTRATION OF DOCTORS STEP - 1

REGISTRATION PROCESS The process of registration shall be implemented stepwise. The operational protocols stated hereafter describe the registration process in step I, which shall be started only for the MOH candidates applying locally for the Oman Medical Licensure Examinations (OMLE). In this step of implementation, the registration data shall be maintained in a locally tailored MS Access or Excel based software program. The process of registration will be integrated into the local recruitment process and shall comprise of four stages in order to ensure complete and accurate data entry, prevent duplication of data entry, and prevent entry of unwanted data. 1. STAGE 1: i. The first stage of the registration shall be carried out for all the doctors applying for the PUBLIC SECTOR license from the MOH. ii. Application forms shall be available with the Secretary Oman Medical Licensure Examinations (OMLE). iii. All completed applications (MOH candidates) shall be received in the office of the Secretary OMLE, DGHS, MOH-HQ directly. iv. The Secretary OMLE shall ensure that applications are filled properly in all aspects e.g. 1. All columns have been duly filled 2. All needed certificates & testimonials are duly attached 3. The applicant has duly signed the application form. 4. The information furnished in the application from conforms to the information in the CV and attached certificates. v. All applications shall be issued a coded Number, which shall act as a unified reference for the OMLE as well as in the Registration Section.

The stage 1 registration will include a. Name b. Age c. Sex d. Nationality e. Date of application f. Passport No. g. Contact Numbers h. Post applied for. viii. The secretary OMLE shall approve short-listing of the applications. 1. Accepted applications shall be processed further 2. Rejected applications shall be stamped accordingly, with precise reason endorsed on the stamp. ix. The reasons for Rejection of the applications shall be categorized into following groups. 1. Incompletely filled application 2. Unsuitable qualifications. 3. Inadequate Clinical Experience 4. Irrelevant Clinical experience 5. Missing supporting documents (academic/ experience certificates & testimonials etc). 6. Others

2. SATGE 2 i. The secretary OMLE shall prepare two lists from within all applications received. One list for the ACCEPTED and the other for REJECTED applications. ii. Both lists, containing the following information in separate columns, shall be forwarded to the registration section on weekly basis for the 2nd stage registration.

The secretary OMLE shall inform each applicant about the status of his or her application as accepted or rejected, as the case may be. 3. STAGE 3 i. On completion of the Oman Medical Examinations and compilation of the result, Licensure

The stage 3 registration shall be done by the registration section accordingly. iii. Stage 3 registration shall include the following data entry a. Date of Written examination b. STAGE 4 i. The MOH candidates clearing the OMLE shall be placed in the pipeline and offered jobs as per available vacancies. ii. The stage 4 registration (final stage) for the MOH candidates shall be done once the successful candidates have been given the job through a formal contract. iii. The registration data at this stage shall include a. Date of appointment b. Place of posting c. Salary grade d. Etc REQUIREMENTS: 1. Stamp for REJECTED applications with reasons as stated in article ix on page 2. 2. Agreement on coded application number. 3. Agreement on format of the lists for Rejected and Accepted applications.

STANDARD PROCEDURES AND GENERAL GUIDELINES:

CLINICAL OBSERVERSHIP
Definition: Temporary placement of a qualified doctor in the clinical department for a specified period without any clinical practice privileges, merely as an observer

Limited registration shall be required for clinical observer ship status but without the need for examinations. No clinical practice privileges shall be offered during the observer ship period. Clinical Observer-ship shall not be counted towards clinical experience and no formal experience certificate shall be issued from the healthcare facility / MOH. All doctors requesting clinical observer-ship shall apply on the prescribed forms available with the Registration section, DGHA, MOH. On completion of the forms, with due endorsement of the proposed supervisor and the head of the respective healthcare facility, the application shall be submitted to the office of the Director, Dept. of Hospital Affairs, DGHA. Director Dept. of Hospital Affairs, DGHA shall issue a No Objection Certificate in favor of the clinical observer-ship requested for a specific clinical department in a specific healthcare facility, and register the case. The NOC issued form the DGHA shall be non-transferable and any change of department and/or healthcare facility shall require acquisition of fresh NOC.

All NOCs issued for Observer ship shall be registered in a Limited registration registry along with the pertinent data, by the registration section in the dept. of Hospital Affairs. Upon issuance of the NOC the doctor shall coordinate with the administration of the concerned healthcare facility for further processing and placement etc.

10. The NOC issued by the DGHA shall remain valid for a period of six (06) months from the date of issue. 11. MOH shall not be under any obligations to guarantee / ensure placement of the doctor for the observer-ship. 12. Completion of observer-ship would not earn any rights to the doctor to claim permanent placement in the MOH. 13. The Healthcare facilities shall be obliged to inform the DGHA about the precise dates to joining and release of all doctors accepted for the observer-ship against the NOC issued.

CLINICAL ATTACHMENT
Definition: Temporary clinical placement of a qualified doctor in a specified clinical department in a specified healthcare facility, for a specified period of time with limited registration with the MOH and full clinical practice privileges but under direct supervision of the preidentified clinical supervisor

The period of clinical attachment under limited registration shall be counted towards clinical experience and a formal certification to that effect shall be done from the clinical supervisor and the head of the Healthcare facility. Doctors interested in applying for the clinical attachment shall acquire the Limited Registration forms from the registration section of DGHA. Duly filled forms, with endorsement of the clinical supervisor and the Head of the concerned healthcare facility shall be submitted to the Dept. of Hospital Affairs, DGHA, MOH-HQ. Oman Medical Licensure Examination section of the Dept. of Hospital Affairs shall subject the applicant to the examinations (Written & Oral), a step necessary for Licensing of doctors. Upon successful clearance of the OMLE, the applicants shall be issued a Registration Certificate entitling them for the specific clinical attachment applied for. The limited registration registry shall include, but not restricted to the following data. a. Date of application b. Registration Number c. Date of Examination

RO 20/- shall be levied from all doctors offered the limited registration as an insurance premium for 12 months. The limited registration shall be valid for a period of 12 months, extendable by another 12 months.

10. Extension of the limited registration shall be subject to positive recommendations of the clinical supervisor and the head of the respective healthcare facility, and final No Objection from the Dept of Hospital Affairs, DGHA. 11. Extension of limited registration requested within 12 months of expiry may be considered without the need of repeating examinations. 12. Applications for extension of limited registration after 12 months of expiry shall be entertained as fresh cases with mandatory OMLE. 13. Limited registration for clinical attachments shall be applicable for a specified clinical specialty/department and healthcare facility, and shall be non-transferable. 14. Any change of healthcare facility but with same clinical specialty would require re-registration by following the steps 3 & 4 above, without any need for OMLE. 15. Any change of clinical specialty irrespective of the change of healthcare facility shall require re-registration through steps 3 to 5 above (OMLE inclusive). 16. 17. The doctors offered clinical attachments should abide by all the rules, regulations, and policies of the MOH and the concerned healthcare facility. 18. MOH shall reserve the right to reject any application or cancel the Temporary registration prematurely without any obligation for prior notice or furnishing reasons for taking such a decision. 19. All doctors successfully completing the clinical attachments in the MOH facilities, through this system of temporary registration, shall be offered a certificate to that effect from the concerned healthcare facility, with notification to the DGHA. 20. Doctors completing the clinical attachment may claim a good standing certificate from the Dept. of Hospital Affairs, DGHA MOH-HQ. RO 10/- shall be charged for each certificate of good standing issued.

OMAN MEDICAL LICENSURE EXAMINATION:


1. 2. All applicants for clinical attachment / limited registration shall be subjected to the OMLE. The short-listing criteria deployed for the regular licensing process shall also apply in these cases, with an exemption of mandatory minimum 3 years experience. All applicants shall pay RO 30/- as service charges for the OMLE. The OMLE shall include written and oral examinations as per preestablished schedules. Applicants not clearing the OMLE shall not be eligible for limited registration or clinical attachments.

2. Clinical Attachment:

Eligible for full clinical privileges under the supervision and responsibility of the identified clinical supervisor, as released by the clinical supervisor as per his/her discretion.

CONVERSION FROM LIMITED TO FULL REGISTRATION: 1. 2. Doctors with valid limited registration may apply for regular registration, provided all short-listing criteria are fulfilled. MOH reserves the right to turn down any application of conversion of limited registration to full registration without offering any reason or explanation to the applicant. Conversion of limited registration to full registration during the valid limited registration period shall be at the discretion of the MOH, with positive recommendations of the supervisor and the head of the healthcare facility. Cases selected for regularization during the valid limited registration or time lapsed from expiry date of limited registration equal to or less than 12 months may not be asked to repeat the OMLE. Cases where the limited registration has expired with the time lapse more than 12 months shall be dealt with as fresh cases and obliged to clear the OMLE.

DISCIPLINARY RULES & REGULATIONS: 1. Doctors offered clinical observer ship/attachment shall assume full responsibility for all their professional and personal actions during the specified period of observer ship / attachment. All doctors offered clinical observer ship or clinical attachment shall be governed by, and liable for disciplinary actions in accordance with the disciplinary rules and regulations of the Ministry of Health and working regulations of the relevant healthcare facility. The clinical supervisor & the concerned healthcare facility shall retain the right to terminate the clinical observer ship / attachment arrangements at any time without offering any advance notice or explanations.

OMAN MEDICAL LICENSURE EXAMINATIONS

1.

GENERAL POLICY GUIDELINES


1.1. The rules, regulations and policy guidelines stated in this policy document shall apply to the Oman Medical Licensure Examinations conducted locally within Oman, through the Directorate General of Health Affairs. 1.2. The policies, rules, regulations, and standard operating procedures described hereafter apply to Doctors applying for job in the Ministry of Health and / or Private sector in Sultanate of Oman. 1.3. Doctors applying for the post of Specialist, Junior Specialist, Medical Officer (Specialty), Medical Officer (General Practice), and Dental Surgeons are covered under these policy guidelines. 1.4. The process of Recruitment & Selection of doctors for MOH and Private sector shall continue through DGHA. 1.5. The examinations conducted through these policy guidelines merely determine the eligibility of doctors for working in MOH and /or private sector. 1.6. Doctors clearing the Oman Medical Licensure Examinations shall be eligible to acquire MOH license for practicing in Oman. 1.7. The process of licensing shall vary between the MOH and Private doctors and is described in details in the policy guidelines regarding Registration and Licensing of Doctors. 1.7a. MOH- Contract document shall be considered as a License.

1.7b. Private_ Department of Private Health Establishment shall issue the license on receiving formal notification of clearance of the examinations through the secretary OMLE. 1.8. Job and contract offer is an independent activity determined by availability of vacancies and or sanction of new grades. 1.9. MOH reserves the right to offer job / contract to any candidate assessed as eligible, at time and interval suited to needs of the MOH.

APPLICATION PROCEDURE:
2.1. APPLICATION FORMS 2.1a. MOH & private sector Candidates shall apply on the designated MOH application forms available with the

Cashier of MOH-HQ and Department of Private Health Establishment. 2.1b. OMR 1/- shall be charged for each application form. 2.1c. Applications may be accepted & processed tentatively if applying indirectly through relatives / friends or through post. However, applicant is obliged to apply on designated application forms prior to permission for sitting in the written exams.

2.2. APPLICATION SUBMISSION. 2.2a. All applicants seeking placement in the MOH and private sector through local selection system shall be subjected to a Written & an Oral examination.

2.2b. Candidates may apply through any of the following means. 2.2.b.i. 2.2.b.ii. 2.2.b.iii. 2.2c. In Person. Through friends and relatives. Through post (snail mail and e-mail)

All applications for MOH & private sector candidates shall be received by the Registration Section- DGHA, MOH-HQ.

3.

APPLICATION PROCESSING
3.1. SCRUTINIZING / SHORT-LISTING APPLICATIONS 3.1a. All applications shall be thoroughly scrutinized for necessary completion in all respects, by the registration section (please refer to the Registration section for details).

3.1b. Applications shall be short-listed based on criteria established by MOCS and DGHA, targeting the basic qualifications, post-graduate qualifications, and the number of years of relevant clinical experience. 3.1c. Short-listed Candidates shall be declared eligible for appearing in the written examinations.

3.1d. On notification of eligibility of the private candidates to sit for the written exams by the secretary OMLE, the Dept. of Private Health establishments, Darseit, shall issue a NOC for the Visa for the private candidate.

3.2. EXAMINATION FEE 3.2a. Candidates approved for written exams shall deposit RO 30/- with the cashier of MOH-HQ and DPHE as per their application status as MOH or Private.

3.2b. Exam charges of RO 30/- shall be non-refundable and entitle the candidate for a single attempt for the qualifying examinations (1 written + 1 Oral exams) 3.2c. Additional Fee of RO 30/- shall additional permissible attempt. be charged for

3.3. REGISTRATION 3.3a. Preliminary registration of the short-listed candidates shall be done at the registration section of the DGHA, and each application shall be assigned an application number for all future references.

3.3b. Entry pass for the written exams shall be issued by the Secretary OMLE for all the MOH and Private candidates, on production of the valid cash deposit receipt. 3.3c. On completion of above formalities, applicants shall be enrolled for the written examination and notified for the examination date.

3.4. DISTANT APPLICANTS

For candidates applying through mail, following additional steps shall be undertaken.
3.4a. Short-listed candidates shall be approached with a preliminary Acceptance Letter for eligibility assessment for the suitable grade/post, with precise information about the salary offered by MOH.

3.4b. For applicants accepting the offer for eligibility assessment, MOH may assist in acquisition of Visa for candidates willing to visit and sit in the local examinations. The policy for offering Visa to different categories of doctors may vary according to the demand & supply situation, and can be changed by the MOH without prior notice to the applicants. 3.4c. Suitable examination dates shall be adjusted according to the travel plans of the candidates and confirmed on their arrival at DGHA.

WRITTEN EXAMINATIONS
4.1. ADJUSTMENT OF EXAMINATION DATES 4.1a. MOH shall conduct written examinations once every month and Oral examinations thrice in a month. Yearly schedule with precise dates shall be published in advance by the Secreatry OMLE.

4.1b. Applicants completing the pre-examination processing of applications 7 working days prior to the approaching examinations shall be entertained for enrollment in the approaching written examinations. 4.1c. Applicants completing processing of the applications in the period less than 7 working days from the approaching written examinations shall be adjusted in the next months exams, unless the desired Question papers for the post / specialty applied for has already been arranged.

4.2. EXAMINATION ATTEMPTS 4.2a. Applicants are entitled examination attempts. for 2 consecutive written

Candidates, on clearance of written test may attempt total of two oral examinations without the need for repeat written exam, provided 4.2.b.i. the period in-between attempts does not exceed 3 months from clearance of the written test. the the on the examining committee does not declare candidate unfit for the second attempt the basis of very poor performance in first attempt.

Candidates Candidates applying for a repeat attempt but with an interval exceeding 6 months from the date of last written exam shall be considered as a fresh candidate and subjected to written and oral exams, irrespective of clearance of written exams in the previous attempt.

4.2d. Applicants failing in two consecutive attempts shall not be entitled to re-apply before a gap of 6 months from the date of last attempt.

OMAN MEDICAL LICENSURE EXAMINATIONS


4.2e. Applicants failing in two attempts and applying after the stipulated six months mandatory interval are subjected to written and oral examinations, as for any fresh applicant.

4.3. EXAMINATIONS 4.3a. Written examinations for MOH and private shall be conducted on the first Sunday of each month.

4.3b. Pre-selected examiners from respective specialties shall arrange the examination papers for each months examinations. 4.3c. Written Examination paper shall comprise of MCQs or combination of MCQs & Short Notes.

4.3d. Examiners shall forward the question papers (in prescribed format) to DGHA by first Saturday of every month. 4.3e. 4.3f. Written examinations shall be conducted in the Oman Institute of Assistant Pharmacists, Watayya. Examination OMLE. shall be supervised by the Secretary

4.3g. Time period allocation for the written examinations shall be two hours i.e. from 4 to 6 PM (except during the holy month of Ramadan. The timings for this month shall be notified prior to the written and oral examinations). 4.3h. Candidates shall be required to arrive at the examination venue at 3.30 PM in order to complete the pre-examination formalities. 4.3i. Solved Answer sheets shall be collected at the end of stipulated time and forwarded to the examiners on the next day morning.

4.4. PAPER MARKING & RESULT 4.4a. The examiners shall submit the result within 3 working days i.e by following Wednesday morning.

4.4b. Result shall be compiled and posted on the MOH-HQ notice board by following Saturday at 2.00 PM. 4.4c. Notification for oral exam shall be issued on the same day of announcement of result for the written examinations.

4.4d. Candidates shall be required to check the results through their own arrangements. Telephonic queries for the result shall not be entertained. 4.4e. Copy of the result with all necessary details shall be forwarded to the Registration section for necessary completion of Stage III registration. Registration section shall update and maintain the electronic data-base and statistical records.

ORAL EXAMINATIONS
5.1. GENERAL POLICIES 5.1a. All candidates, on clearance of the written exams, shall become eligible to appear for the oral examinations. 5.1b. Clearance of the written exams make the candidates eligible for appearing in two oral exams within the period of 6 months from the date of clearance of written exams. 5.1c. Oral Examination / Interviews are conducted for different categories of doctors on the following pattern 5.1.c.i. 5.1.c.ii. 5.1.c.iii. 5.1d. Oral examination on 4 t h Monday shall be arranged for the candidates re-attempting with already cleared written exams, but failing the oral exams. 5.1e. Final results for the oral exams shall be posted on the MOH-HQ notice Board by 2.00 PM on the day following the oral examinations.

5.1f. Final list of successful MOH and Private sector candidates shall be forwarded to the Supt. Dept of Hospital Affairs, Dir. 5.2. COMPOSITION OF PANELS FOR ORAL EXAMINATION 5.2a. Each candidate shall be exposed to a panel of examiners, generally 4 to 5 in number. 5.2b. The total number of required oral examination panels shall be governed by the number of candidates appearing for the oral exams. In general, one panel shall be required for every 10 candidates. 5.2c. Separate panels shall be arranged for the Dental Surgeons. 5.2d. Where more than one panels is required, the main examiners shall be distributed in to two panels, with chairman and deputy chairperson heading the two respective panels. 5.2e. For specialties not represented in the Committee, special invitees shall be called in to assist the examination committee.

5.3. NUMBER OF PANELS 5.3a. The number of Panels shall be determined in consideration with the total candidates appearing for the oral exams within each of the three major categories as described above.

5.3b. To ensure thorough screening during the oral examinations, each examination panel shall entertain maximum of 10 candidates per session

5.4. EXAMINATION TIMINGS 5.4a. Oral Examinations shall be conducted in the DGHA, MOH-HQ from 2.30 PM onwards (except during the holy month of Ramadan. The timings for the oral exams shall be announced prior to the exams)

5.4b. The candidates shall be advised to reach the examination venue by 1.30 PM in order to ensure completion of relevant portion of the Oral Examination Assessment Forms. 5.5.
