Officers learned from witnesses at the scene that thesuspect vehicle had traveled northbound on Pleasant Avenue with no illuminated headlights and at a high rate of speed. The suspect vehicle failed to stop at the stop sign at the intersection of West 28

The driver of the suspect vehicle failed to stopafter the collision, but instead drove off without remaining to render aid or provide identifying information. Thebicyclist, an adult female later identified as Jessica Rose Hanson (hereinafter “Victim”), was severely injured andwas transported to Hennepin County Medical Center.Officers spoke with witness A.S., an adult female. Witness A.S. told officers she witnessed the accident and thenfollowed the suspect vehicle as it fled the scene. Witness A.S. informed officers that she observed the license plateof the suspect vehicle to be SDW-895, a Minnesota plate. Officers learned that the license plate SDW-895 hadbeen registered for a Toyota Camry, and that the owner lived at 3416 Chicago Avenue South, apartment 1, inMinneapolis. The vehicle appeared freshly-washed on the outside and recently-vacuumed on theinside. It should be noted that a light-blue rear-view mirror was recovered at the accident scene on July 3.Officers interviewed witness A.B., an adult female. Witness A.B. informed officers that, on July 3, she was drivingsouthbound on Pleasant Avenue South from West 27
