STATEMENT OF PROBABLE CAUSE State of Minnesot

Complainant has investigated the facts and circumstances of this offense and believes the following
establishes probable cause:

On July 8, 2023, an officer of the Robbinsdale Police Department was on routine patrol traveling
westbound on 42nd Avenue North near the intersection of Regent Avenue North in Robbinsdale, Hennepin
County, Minnesota.

The officer noticed a white Tesla driving eastbound on 42nd Avenue North at a high rate of speed. The
vehicle was also making abrupt lane changes. Using his squad's radar, the officer gauged the speed of the
Tesla at 54-55 mph in a 30 mph speed zone.

The officer turned his squad around to conduct a traffic stop on the Tesla. As he passed the Tesla, he
noticed the vehicle was occupied by a lone male who was wearing a face mask. The driver of the Tesla
turned north on Regent Avenue North and then quickly turned eastbound on 42nd and a 1/2 Avenue North.
The driver of the Tesla continued to increase his speed.

The driver then turned back southbound on Railroad Avenue North and continued at a high rate of speed
towards the intersection at 42nd Avenue North. There is a stop sign at that intersection and the driver failed
to stop for the stop sign.

The officer had been following the Tesla without his lights and sirens on in the hope the driver would either
stop or ditch the car and flee on foot. The driver turned into an alley on the 4000 block between Orchard
and Perry. The driver of the Tesla was forced to slow down in the alley as another vehicle was driving in the
alley. The officer proceeded towards where the alley ended on 40th Avenue North in hopes of blocking the
Tesla's exit from the alley to conduct a traffic stop.

As the officer approached the exit of the alley from the east, he saw the Tesla pulling out of the alley. The
Tesla turned east. The officer was within a car length of the Tesla. The officer immediately turned on his
lights and sirens. The driver of the Tesla then immediately made a quick turn south on Orchard Avenue
North and rapidly accelerated. The officer pursued the driver of the Tesla for seventeen seconds south on
Orchard Avenue North with his lights and sirens on. The driver of the Tesla was traveling at approximately
70 to 90 mph. Orchard Avenue North is in a residential neighborhood in Hennepin County. During the time
the officer was pursuing the Tesla with his lights and sirens on, the driver of the Tesla failed to stop or slow
down at two intersections that had stop signs requiring him to come to a full stop.

The officer turned off his lights and sirens for public safety reasons. The driver of the Tesla continued to flee
and drive at the same high rate of speed on Orchard Avenue North. The officer continued to follow the Tesla
and never lost sight of the Tesla. The driver of the Tesla ran an additional stop sign while still on Orchard
Avenue North.

The Tesla approached the intersection at Orchard Avenue North and 36th Avenue North, which has a stop
sign for vehicles traveling on Orchard Avenue North. The officer observed the driver of the Tesla fail to stop
for that stop sign and continue straight through the intersection at a high rate of speed slamming into a
minivan that had no stop sign and had the right of way.

The officer approached the Tesla and noticed the driver was the same person he saw when he first passed
the Tesla on 42nd Avenue North. The driver was identified as Quintin Leon Hudson, the Defendant herein.
The Defendant was removed from the vehicle and placed under arrest. The Defendant did not have a valid

driver's license. He only had an instructional permit and was prohibited from driving the Tesla alone. 7/12/202

The minivan was severely damaged, and the occupants of the minivan had to be extricated from the
vehicle. The driver of the minivan was identified as an adult female, E.G., and was transported to the
hospital where she was pronounced dead. The front seat passenger was identified as an adult male, J.G.
J.G. is E.G.'s husband. J.G. was transported to the hospital with life-threatening injuries. J.G. was in a
coma for a few days and had to intubated. J.G. suffered a traumatic brain injury and brain bleeding. At the
time of this complaint, J.G. remains in the hospital.

A blood draw was taken from the Defendant at the hospital and the results are pending.

When the Defendant was asked why he did not stop when the officer tried to stop him, the Defendant
responded: "didn't want to".

Located on the Defendant was $4,000.00 in cash. Located in the Tesla were various debit and credit cards
with names other than the Defendant or the owner or renter of the Tesla. Various checks made out to
different people were also located in the vehicle. Routine checks revealed the Tesla was rented out by the
owner through a service that facilitates car rentals. The Defendant was not the named renter of the Tesla.
The Tesla was not reported stolen. Further investigation related to the Tesla and its contents is being
conducted.

On July 11, 2023, the Defendant was released from the hospital and is in custody in the Hennepin County
Jail.

From the above sworn facts, and any supporting affidavits or supplemental sworn testimony, I, the Issuing Officer, have
determined that probable cause exists to support, subject to bail or conditions of release where applicable, Defendant’s arrest
or other lawful steps be taken to obtain Defendant’s appearance in court, or Defendant’s detention, if already in custody,
pending further proceedings. Defendant is therefore charged with the above-stated offense(s).

SUMMONS
THEREFORE YOU, THE DEFENDANT, ARE SUMMONED to appear as directed in the Notice of Hearing before the
above-named court to answer this complaint.
IF YOU FAIL TO APPEAR in response to this SUMMONS, a WARRANT FOR YOUR ARREST shall be issued.
