MORAL WAY OF DISTRIBUTION


One fine Sunday , about one or two months from now , I was enjoying my holiday and reading daily English news paper Times of India. Sunday Times comes with Speaking Tree in which a short story titled Gods way of distribution was printed which goes as below.

Sleyman, the walnut seller, was furious at first when he arrived at his vendor stall, but when the kids described Nasruddins fall, Sleyman laughed along, and everyone helped Nasruddin collect the nuts and put the stand in order. Nasruddin even bought a bag of walnuts to placate Sleyman, for the kids to share Children, I will give you all the walnuts in this bag. But tell me first how do you want me to divide them: Gods way, or mortals way? Gods way, the four boys chimed together as one. Mullah opened the bag and gave two handfuls of walnuts to the first boy, one handful to the next boy, just two walnuts to the third boy, and none at all to the last! All the children were baffled, but the fourth boy pouted and complained, What sort of distribution is this? This is Gods way of distributing gifts among his children. Some will get lots, some will get a fair amount, and nothing at all to others. Now, had you asked me to divide the nuts by the usual mortals way, I would have handed out an equal amount to everybody.

After reading this article lot of questions bombarded in my mind, out of many questions one question aroused in my mind that Gods way or we may call Natures way of distribution is

always unfair, then who is going to make the equitable. The thought continued in my mind for many days and a reply came into my mind that this is the work of governance. Governance is to work for public and during every activity of the government effort is made to make the distribution equitable where nature had made them unjust. Unjust may be in terms of poverty , situation where the person lives and in many other ways. Good governance is that which decreases the gap of availability of any type of thing, service or resources available between different persons.

Rainfall is the biggest resource of water available for agriculture and domestic use on the earth and on which economy of the country such as India is dependent. There is inequitable distribution of rain water by nature, at some places it is flood, at some places it is drought and at some place it is reasonable.

Due to unequal availability of water , in some areas people drink unsafe water which is hazardous to their health and some people enjoy the luxury of drinking packed and treated water.

Below is the example of inequitable by Nature in Gujarat , in south Gujarat the fresh water availability is 71 % and in Kachchh region is only 2%

Total 185 Rivers in Gujarat State out of Which only 8 are perennial located in Southern Gujarat Drinking water scarcity felt in almost 2/3rd part of the State

The above is the natures way of distribution , than how to make equitable distribution in Gujarat where all the water resources are concentrated in the southern part of the state only. Here comes the role of governance. For equitable distribution of water for agriculture and drinking Sardar Sarovar reservoir came into existence There is the canal network for distribution of water from Sardar Sarovar reservoir to entire command area of Narmada river so that all the farmers get the equal opportunity of irrigating their fields by Narmada water. Similarly for drinking water a pipe line network is laid in all the scarcity affected areas so that all the people have access to soft , treated surface water of Narmada.

Some people live in grass huts and other lives in luxurious villas, governance could enforce the villa owner to share is space with poor living in the hut , but could frame the policy of providing free small houses to the persons living below poverty line. Also some low cost houses could be provided for economically poor and middle class population. In this way moral way of distribution could be done by the governance.

Same comparison is for communication, some people possess luxurious cars in which only single person travel where as even a tricycle is heavily loaded, beyond the capacity of cycle or personriding.

Inthewayasnarratedaboveitisnotpossibletoenforcethecarownertosharethespacewithpoor, butatleastgovernancecanprovidegoodandsafepublictransportfacilitytominimizethegapeand makeeffortformoralwayofdistribution. ManyothersubjectsofequitabledistributionareMedicalfacilitiesthere5starstandardhospitalwhich onlyrichcanaffordagainstwhichtherearegovernmenthospitalsandhealthcenters,inwhichatleast thereasonableservicelevelmustbeprovidedformoralwayofdistribution. Same is the case with education, there are private schools in which class rooms are air conditioned and where along with education personality development of student is made by teaching him horse riding, swimming, sports , cultural activities and many other things related to the personality development. Where as in many government schools even proper benches are not provide and children are studying in very bad environment. At least for moral wayof distribution , sufficient and capable teaching staff with good environment shall be provided to poor children so that government school students can also becomeDoctors,Engineers,IAS,IPSofficers

Conclusion: It is duty of good governance to change the Natures way of distribution to Moralwayofdistribution.
