RESOLUTION APPROVED AND ADOPTED JANUYARY 15TH, 2014 RESOLUTION TO RE-EVALUATE THE COMMON CORE STATE STANDARDS IN NEW YORK STATE +H)R)A , the ,e- (ork tate %ommon %ore Learning im1lemented in 1#blic schools2 and tandards .%%L / ha*e been #nsatis0actorily

+H)R)A , the %omm#nity )d#cation %o#ncil District 21 is in s#11ort o0 the higher ed#cation standards and 3#ality o0 ed#cation, b#t not at the e41ense o0 st#dents, 1arents and teachers2 and +H)R)A , the %omm#nity )d#cation %o#ncil District 21 s#ggests that the higher ed#cation standards and 3#ality o0 ed#cation may be achie*ed -ith the 1ro1er im1lementation o0 %%L 2 and +H)R)A , %%L are internationally5benchmarked and e*idence5based standards that ser*e as a consistent set o0 e41ectations 0or -hat st#dents sho#ld learn and be able to do to be college and career ready2 and2 +H)R)A , %%L created the 0ollo-ing shi0ts in )nglish Lang#age Arts6Literacy: in balancing in0ormational and literary te4ts, kno-ledge in the disci1lines, staircase o0 com1le4ity, te4t5based ans-ers, -riting 0rom so#rces and academic *ocab#lary7 %%L created the 0ollo-ing shi0ts in $athematics: 0oc#s, coherence, 0l#ency, dee1 #nderstanding, a11lication and d#al intensity7 Pro0essionals -ere not 1ro1erly trained in 1re1aration 0or s#ch shi0ts2 and +H)R)A , %%L -ere im1lemented 1rior to 1ro*iding the necessary tools and training s#11ort 0or s#ccess0#l im1lementation2 and +H)R)A , -hile %%L correctly allo- 0or teacher 0le4ibility on how to hel1 st#dents meet standards, the state and city ha*e incorrectly 0ailed to 1ro*ide teachers -ith materials abo#t what to teach 8 in other -ords, teachers ha*e not been 1ro*ided -ith the 0#ll c#rric#la2 and +H)R)A , %%L -ere introd#ced into o#r schools -ith *irt#ally no tho#ght abo#t the im1act these standards -o#ld ha*e on st#dents -ho -ere already str#ggling at le*els belo- 1ro0iciency even before the %%L , and abo*e all, introd#ced -itho#t consideration o0 the im1act they -o#ld ha*e on st#dents -ith an indi*id#ali&ed ed#cational 1rogram .9)P/ and )nglish lang#age learners .)LL/2 and +H)R)A , %%L testing as it relates to -ord 1roblems in math 0alsely ass#mes )nglish reading com1rehension readiness7 %%L do not take into consideration that )nglish Lang#age Learners and6or children -ith 9)P:s scores -ill most likely s#00er e*en i0 st#dents are e4cellent at the n#merical 1roblems2 and +H)R)A , schools and teachers ha*e not had s#00icient time, training, and s#11ort to ins#re that st#dents: needs are met2 and +H)R)A , %%L incl#des materials that are not age and de*elo1mentally a11ro1riate materials2 and

+H)R)A , %%L is a one5si&e50its5all a11roach to ed#cation that does not address #ni3#e indi*id#ality o0 each child, teaches children all the same thing at the same time regardless o0 de*elo1mental or lang#age di00erences2 and +H)R)A , %%L : c#rrent assessments act#ally test st#dents on to1ics not incl#ded in c#rric#l#m2 and +H)R)A , %%L that are not 1ro1erly im1lemented and s#11orted take a-ay creati*ity and inno*ation2 and +H)R)A , that state and city seem more interested in iss#ing standardi&ed tests on the standards, rather than in teaching them2 and +H)R)A , all o0 the 1roblems -ith the im1lementation o0 %%L ha*e been aggra*ated greatly by their #se in high stakes tests and high stakes decisions2 and +H)R)A , the %)% o0 District 21 has already 1assed a resol#tion .$ay o0 2;12/ o11osing the #se o0 standardi&ed assessments in high stakes decisions2 yet they contin#e to be #sed 0or that 1#r1ose2 and +H)R)A , the 0act that %%L allo- an access to the 1ersonal in0ormation 1ro*ided to a data clo#d .in<loom/ -itho#t 1ro1er controls in 1lace and 1arents: ability to o1t5o#t is dist#rbing to 1arents and ed#cators7 "his -ill create an o11ort#nity 0or in<loom to sell to and6or share the data -ith #ns1eci0ied *endors7 #ch dissemination o0 st#dents and 0amilies: 1ersonal in0ormation -ill lead to a total control and total tracking o0 the children and in*asion o0 their 1ri*acy7 "H)R)F=R), <) 9" R) =LV)D that the %omm#nity )d#cation %o#ncil District 21 1ro1oses to the ,e(ork tate De1artment o0 )d#cation and ,e- (ork %ity De1artment o0 )d#cation to 1ro*ide teachers time and the 1ro1er s#11ort, materials and tools they need to e00ecti*ely ed#cate o#r st#dents7 <) 9" F>R"H)R R) =LV)D that %omm#nity )d#cation %o#ncil District 21 hereby calls #1on the ,e- (ork tate !o*ernor and elected state o00icials, to #rge the ,e- (ork tate <oard o0 Regents to re5e*al#ate and slothe im1lementation o0 the %%L so they can restr#ct#re the c#rric#l#m and 1ro1erly roll o#t %%L in a coherent, 1ro0essional manner -ith 1ro1er 1ro0essional de*elo1ment 0or both 1arents and ed#cators7
