IVY CHIMNEYS
PLAY AREA TO
BE REVAMPED

In January the Town Council considered

plans to spend 40,000 of section 1 06

money awarded for improvements to the
playground from the redevelopment of
the Spotted Dog . The plans included
providing a roundabout, see-saw,
replacement toddler swings, a new team
or basket swing, a ball game, a new
tarmac path into the play area, safety
gates and some outdoor gym equipment
next to the basketball court.
After taking soundings from residents via
twitter, many people wanted better
surfacing at the playground to make it
usable all year round. Council dismissed
the outdoor gym equipment and decided
that it wanted to focus on the play area
and would invest more money from it's

TOWN MAYOR'S DIARY

As I write this, in the middle of January, Christmas already seems a very
long time ago. However, two events I was pleased to be invited to attend
over the festive period remain prominent in my memory and represent, I
think, excellent examples of Eppings generous and supportive
community. The first was the Epping Senior Citizens' Association
Christmas Lunch on December 1 8th, where I was able to both help serve
the lunch and to have an opportunity to speak with the guests and
volunteers. It was clear that all those dining were enjoying the
delicious food and lively conversation, and that this was only possible
thanks to the hard work and dedication of a small team, led by Andrew and June O'Brien. On
Christmas Day I was delighted to attend the Churches Together in Epping and District luncheon,
organised by Mary Morgan, who was ably supported by another enthusiastic team of volunteers. This
lunch embodied the spirit of the day, bringing people together to share good food and good
company in a festive and friendly atmosphere. Naturally, these events represent just a fraction of the
volunteer work undertaken in the town, but they highlight how fortunate Epping is to have so many
people happy to give freely of their time to help others. Our community would be a poorer place
without them so Id like to take this opportunity to recognise all those who volunteer and help make
Epping a great place to live.

LE TOUR DE FRANCE
IN EPPING
JULY 7th 2014
Le Tour will be coming to Essex for
stage 3 of the three-week race. The
first two stages will take place in
Yorkshire, starting from Leeds on
Saturday 5 July. The third stage sets
off from Cambridge, passing through
Essex before heading to London to
finish on The Mall in front of
Buckingham Palace. The route enters
Essex north of Saffron Walden, taking
in parts of Uttlesford, Braintree and
Chelmsford. For two likely
competitors the route through Essex
will feel very close to home Team
Skys Ian Stannard, who supported
2013 winner Chris Froome to the
yellow jersey and Movistars Alex
Dowsett, who won a stage of the
2013 Tour of Italy, are both from
Chelmsford.
Epping Forest District Councils Leader
Councillor Chris Whitbread is Epping

born and bred. He lives and works in

the town. He said confirmation of the
route is Brilliant news. I am
delighted. This is the biggest and best
sporting spectacle in this area since
the Lee Valley White Water Centre
hosted events at London 2012. It will
be an incredible opportunity to
showcase the district. There will be
thousands of spectators lining the
route and rekindling the feel-good
buzz of London 2012. The event
reaches a global TV audience of
around 3.5 billion people. I am not
sure even the Olympic Mountain Bike
events at Hadleigh Farm and the
White Water canoe events at
Waltham Abbey matched that kind of
coverage.
London 2012 provides many of the
organisational blueprints for
arrangements through Epping Forest.

Essex County Council will be working

with Epping Forest District Council
and other partners, including the
Town Council to make the day a
success. The route has been closely
inspected and road closures will be
kept to the absolute minimum to
avoid inconvenience to the travelling
public.
Town Mayor, Will Breare-Hall said "I
can't tell you how pleased I am that a
sporting event of such global
significance is coming to Epping. It's a
great opportunity for us to showcase
the Town." The Town Council will be
meeting with partners to find out
more about the arrangements for the
Tour's visit and will publish more
details on it's websites as they unfold.

THE AUDREY ROSE MEMORIAL CUP 2014

Mr Smith's Hairdressers shop in Epping High Street has received The Audrey
Rose Cup from Epping Town Council for its festive window display. Many
businesses in the town decorated their windows for the festive season. Mr
Smith's owner, Dennis Smith was presented with the cup by town mayor Will
Breare-Hall at the Epping Christmas market on Friday (December 6).Will Breare
Hall said: "It was good to see so many Epping businesses doing their bit to bring
festive cheer to the High Street. It was a very difficult decision but Mr Smith's
won because of its effective and eye catching display". Runners-up were Piccola
and Haven House Hospice Shop.

CAROLS ON THE GREEN

The 1 0th Year of Carols on the Green took

place on Christmas Eve. The event which
was very well attended was organised by

LUCIEN PISSARRO, EPPING'S

IMPRESSIONIST PAINTER

by Anthony O'Connor,
Epping Forest District
Museum

Lucien Pissarro was born in Paris in 1 863,

son of the more famous Camille Pissarro
and Julie Velay. Lucien was a skilled
painter, engraver and lithographer. By
1 886 Lucien was associated with his
father in the Impressionist movement and
after moving to England in 1 890 was
instrumental in the securing the
acceptance of Impressionism in England.
As an artist Lucien's work combined
elements of both French and English
traditions. He was a founder member of
the Camden group of artists. His
paintings record the landscapes of Dorset,
Westmorland, Essex, Surrey and Sussex.
Lucien's works are reflected in a number
of public collections including the Tate
and the Ashmolean.
Between 1 893 and 1 897 Lucien lived at 44
Hemnall Street, Epping, which he named
'Eragny House', the garden of the house
forms the setting for another painting by
Lucien 'Garden gate, Epping', which is in

the collections of the Ashmolean

Museum. 44 Hemnall Street still stands
today and is marked with a blue plaque
commemorating Lucien's occupancy.
After his marriage to Esther Ben Susan,
Lucien began the search for a home.
"We are getting up at 7.00am each day to
look for a cottage near London at a price
we can afford. We take sandwiches to
eat on the grass but the sky is covered
and grey and cool and I fear that it will
rain. Today we are at a place called
Loughton to the left of which the great
forest of Epping begins and to the right
the fields but not too crowded. That is to

"Epping resembles

views are vaster. There
are pretty cottages and
a great forest"
Lucien Pissarro, 1 893

say the hedges are not too high, one can

see the red houses in the trees. It is very
countryfied and one can set up ones
easel anywhere without problems"
By July 1 893 Lucien reported to Camille
that he had found a cottage in Epping:
"Epping resembles Eragny a lot but the
views are vaster. There are pretty
cottages and a great forest of which
some parts are very wild, although most
of the trees are such as willows, that is to
say a large trunk with the branches
growing at the top, this procedure
applies to the oaks and the ash and gives

a rather curious effect."

Hemnall Street at this time was much less
developed than today and 'Eragny House
looked out across open fields.
The Pissarros needed extra space due to
the birth of their daughter Orovida in
'Eragny House' in October 1 893. As
Orovida grew up the English she learnt at
the local school was a concern to her
mother: "Kiddy says nearly everything in
English with a horribly strong Essex
accent, which is a sort of exaggerated
singing cockney. Despite our efforts she
refuses to learn French."
Financially the Pissarros were dependent
on their relatives to make ends meet.
Esther's mother paid for furniture and
clothes, her aunt Orovida paid for a maid
and Camille provided an allowance for his
son and sent gifts of money from time to

time.
Camille was never to visit Lucien at Epping
despite a number of invitations; "I who
am here assure you it is very beautiful
especially from a painters point of view.
You will find motifs that suit you."
In February 1 894 Camille wrote;
"I am afraid to go to Epping where it
seems it is always windy. It would seem
the country has great beauty."
However two of Luciens brothers
Georges and Felix were both visitors to
Eragny House, along with many of
Lucien's artist friends.
During his first stay in Epping between
1 893 - 1 895 Lucien produced 23 oil
paintings of Epping and a number of
watercolours. These capture a variety of
scenes in the vicinity of Hemnall Street
and also settings such as Coopersale Hall.
There is a postscript to Lucien's years in
Epping as he returned for a short period
in June/July 1923. This time they rented a
cottage at Bell Common, now 61 Bell
Common (then 4 Vine Cottages). In this
period Lucien produced three oils and a
number of watercolours of the area,
including views of Sunnyside, Ivy
Chimneys and Bell Common.

Chaps and Chavs, typical terms often
used which are not always used properly.
A Chap is an abbreviation for
Chapman an itinerant traveller accepted
to be a good fellow. A Chav is a person
of low class, in Roman society, and could
today be an uncouth youth. Our

American cousins often have particular

trouble with our usage; the loo (toilet)
is often misunderstood as being the
Louvre Parisian art gallery, and one lady
thought it wrong to have cats eyes in
our roads. In WW2, the American
authorities published a special book of
English definitions for use by American
servicemen in the UK to avoid upsetting
British residents, especially women.Pre
999 was the era of Old English based on
Celtic, Scandinavian and Anglo Saxon
origins; Alfred the Great would have
spoken Old English. But the Norman
conquest of 1 066 was a great disaster
when English was replaced generally by
French. Changes after 1380 were probably
due to religious revivalists including the
Lollards, also known as the Mumblers.
After 1 611 the King James translation of
the Bible had a profound affect on
English as did also the works of William
Shakespeare, the latter resulting in
Shakespearean English. However his plays
were not written in everyday language
and Shakespearean actors would often
rewrite and even shorten his scripts for
the benefit of audiences. From 1961
onwards Modern English has been spoken
but the English language continues to
change. Today, in 2014, Cornish is
reappearing in infant nurseries in
Cornwall and a new dialect and language
known as Multinational London English is
emerging with such variations as fink
for think and innit for isnt it, plus other
terms as used by immigrants.Retired or

A FOREST KEEPER'S VIEW

Winter is now upon us. Although the
leaves have hung onto their trees well,
they have finally given in and dropped.
2013 was a very fruitful year with plenty
of berries and other wild foods. Wildlife
should have an easier winter in contrast to
last year which was long, wet and cold
with very little food. Last years harsh
winter had a highly visible impact on the
numbers of birds and animals surviving.
The Forest deer were down to eating dry
leaves and what they could reach on the
holly bushes. Squirrels have felt the
impact the most as numbers have
plummeted, but with a fruitful winter this
year and hopefully a spring that arrives on
time, numbers of wild animals should pick
up again.
It is also very important to remember at
this time of year that our rush hour traffic
now fall in line with dusk and dawn the

time that the Forest Deer are most

active. So please take care on the
roads and keep your eyes peeled.

Although there is plenty of food out there

for wild birds, it always helps to offer a
little extra on the garden feeder. As our
winter migrants arrive that wild food
source will soon diminish and the birds
will return to your tables, you never know
you may see something special.
Remember to wash your feeders with a
suitable bird friendly disinfect as it is so
easy to spread disease by not doing so.
The strong winds have left their mark on
the Forest and we still have a lot of work
to do clearing paths and making safe the
damaged trees. Please bear with us as we
will get to those trees, but it will not hurt
to keep an eye open and keep safe. Do
not walk under trees that have hanging
branches that are broken, as they give no
warning when they fall. If you spot
anything damaged or that appear
dangerous whilst out in the Forest, please
call the City of London Epping Forest to
report it on 020 8532 1 01 0 (24 hour). Our
new events leaflets will be here soon,
filled with lots of fun activities to do in the
Forest. The Forest floor is very muddy, so
stout boots or wellingtons are best, wrap
up warm and dry. So get out there and
enjoy the Forest, its flora and fauna in all
their winter glory.
