e're live from the Feet to the
Fire Forum for the Second
Supervisorial District. Yours
truly got promoted to the media table.
The candidates are seated in this order
from left to right: Board of Equalization
Member Michelle Steel, Coast Commu-
nity College District Trustee Jim
Moreno, Assemblyman Allan Mansoor,
and Huntington Beach Councilman Joe
Carchio. Moreno is a Democrat while
the rest are Republicans.
The media panelists are Norberto
Santana of the Voice of OC, Alicia
Lopez of the Daily Pilot, Jack Wu of
the OC Register, John Canalis of the
Daily Pilot, and Barbara Venezia of the
Daily Pilot/OC Register.
(7:02 PM): Canalis asks if the can-
didates would forego a Supervisor-
ial pension.
Steel would forego the pension.
Moreno would donate the
pension to an account to fund
nonprofit organizations. He
would do the same with his
commission stipends.
Mansoor says he would
take the pension because
he is not independently
wealthy and does not have
a home in Rancho Palos
Verdes (referencing
Steel). He says he would
take the lower of two pension formulas
offered at the County (Editors Note: the
voters approved a June 2012 ballot
measure mandating Supervisors pick the
lower pension formula.)
Carchio says he did not accept a pen-
sion in Huntington Beach and would not
accept one at the County.
Canalis asks if the candidates would
vote to outright ban Supervisorial pen-
sions.
Moreno says

sembly where he has no pension.
Carchio speaks of the need for
employees to pay for their entire
employee pension contribution.
Lopez asks Steel about her en-
dorsement from Sheriff
Hutchens. She asks about offering a
raise to deputies in exchange for them
paying their entire employee contribu-
tion.
Steel points to the example of OCEA.
She says she wants to look at the num-
bers to be sure of what solution she
would pursue.
Mansoor opposes the pay raise be-
cause it would increase the pension ob-
ligation.
Santana asks Mansoor about the
risk of deputies being poached by
neighboring agencies.
Mansoor says these are difficult
times and difficult decisions need
to be made to make the County
solvent.
Wu asks Mansoor about lead-
ing by example by refusing the
pension.
Mansoor says it would be irresponsi-
ble to ask employees to entirely give up
their pensions.
Santana asks how would spending
more to pay down the pension liability
affect spending on other County pro-
grams and services.
Steel points to waste, fraud, and abuse.
She gives an example of verifying wel-
fare eligibility, modeling after a San
Diego County program that saved
$500,000. Steel says the OCERS invest-
ment returns should improve to reduce
unfunded pension liability.
(Santana interjects several times de-
manding specifics.)
Moreno speaks about asking college
employees to tell his college board about
waste, and they found $10 million in
waste.
Lopez asks Steel about how to fix
CalOptima.
Steel says there needs to be more
transparency and points to the appoint-
ment of two Supervisors at CalOptima.
Moreno says experts need to be
brought in to fix the problems. He says
the Board must have experts managing
CalOptima.
Carchio says in Huntington Beach
that they got employees to retire early,
implement a 4/10 schedule, and other
creative ideas related to balance the
budget after the loss of Redevelop-
ment Agencies. He says that all we
heard about was RDA abuses, but
RDAs did good things. He says cre-
ativity with RDAs shows how to solve
these problems.
Venezia speaks about the 2012 elec-
tion for Assembly. She asks about the
criticism that Mansoor is leaving his
Assembly seat early since hes not
termed out.
Mansoor said he supported Don
Hansen and jumped in when Hansen
dropped out. He criticizes Steel for
moving to Orange County to run for
Supervisor as a platform to run for
Congress.
Venezia asks him to answer the origi-
nal question.
Mansoor again points to Hansen drop-
ping out.
Venezia and Wu ask if he will jump
ship if elected Supervisor.

K, so we've all heard what the
stereotypical perfect man looks
like -- you know, all tall, dark and
handsome?
Well, maybe that stereotype will
change, because a new study re-
vealed shorter men might live
longer than taller guys.
Hawaii News Now reports height
matters and says a team of Hawaii
researchers conducted the largest,
longest, most thorough aging study
yet to learn more about it.
"The folks that were 5'2" and
shorter lived the longest. They also
have vastly lower insulin levels;
they get less cancer."
"Everybody is born with so many
cells, and if you're bigger you have
more cells, so you have to grow
more."
Called the Honolulu Heart Study,
this is the first study that confirms
body size is linked to what has been
dubbed the "longevity gene." It is
technically called FOX03.
In the ongoing study, which has
been underway for nearly 50 years,
more than 8,000 men with Japanese
ancestry underwent a series of tests.
The shorter men outlived their taller
counterparts, and today, around 250
of them are still alive.
Scientists think
shorter people have a
reserve of cells that
can be used later in
life, which could be
part of the reason for
the longer life span.
Shorter men also car-
ried a more enhanced
form of the longevity
gene.
But, as Slate's head-
line points out , don't
hold your breath. Science is a long
way from helping us cheat death.
"The bigger-picture problem is
that human longevity is a
confluence of so many
factors - genes, nutrition,
lifestyle, luck - interact-
ing in so many complex
ways that there is un-
likely ever to be a sure-
fire way to live to 120."
But just in case, certain
foods have been said to
stimulate that longevity
gene we mentioned, in-
cluding turmeric, green
tea, beer and wine ... in
moderation.

M
ore than 50 acres of the
Los Cerritos Wetlands
were recently burned at a
fire near the Long Beach Market-
place Marsh. This is the biggest
brush fire Ive seen in Long Beach in
20 years, said LB Deputy Fire Chief
Rich Brandt. "It happened very
quickly and may have been a man-
made fire. Hours earlier, police ar-
rested an arson suspect for a separate
incident in the area."
"Super-hot weather, gusty winds,
and perhaps an ill-intentioned human
caused a great deal of trouble as local
and county fire fighters fought to
bring the blaze under control," said
Elizabeth Lambe, Executive Direc-
tor of the Los Cerritos Wetlands
Land Trust. "While the fire damage
was terrible, we're very thankful that,
as far as we know now, none of the
nearby structures or people were se-
riously harmed."
With the wind blowing embers that
caught some palm trees and other
things on fire, a precautionary evac-
uation took place at some surround-
ing businesses and part of the nearby
SeaPort Marina Hotel. "A heartfelt
thanks to all the firefighters, police
and ordinary citizens who helped
protected lives, property and our
fragile local wetlands," Lambe said.
"All of us who live in and care about
South East Long Beach are grateful."
Third District Long Beach Council-
man Gary DeLong said things are
back to normal and he is appreciative
of the quick actions from LBFD.

Dear Councilman Carchio,
As the President of the Hunt-
ington Beach Downtown Resi-
dents Association (HBDRA), I
regret to inform you that our
organization does not endorse
candidates other than those
running for local office, ie City
Council and City Attorney. With that said, however, I am very
pleased to express my utmost appreciation for your support of nu-
merous downtown issues, and extend my personal endorsement for
your candidacy for Orange County Supervisor.
In considering this letter, I think back to many of the downtown
issues that you have supported and provided inspired leadership.
The relocation of the downtown food bank is one such example that
comes to mind. It was significant!
It was your leadership during the city council meeting that swayed
the council to a successful and swift decision. That decision resulted
in a much better opportunity for the food bank to serve a greater
number of those in need. It also eliminated those that were abusing
the system. And additionally, it provided significant improvement in
public safety and quality of life for thousands of downtown residents
and visitors. Thank you so much for your leadership on this and so
many other important issues.
Your experience along with your unwavering dedication and com-
mitment to residential quality of life issues are exactly the qualities
that will serve our district well once you are elected.

*switching late payment interest from

is a consensus builder who can get
things done.
Moreno interjects that he has worked
in the private sector, worked for an LA
County Supervisor, served on the Col-
lege Board, and been a father.
Venezia asks about Diane Harkeys
husbands investment litigation since
Steel has endorsed Harkey for Steels
own Board of Equalization seat.
Steel says the courts already ruled that
Diane Harkey was not part of this issue.
She points to Harkeys accomplish-
ments in the Assembly.
Mansoor points to his track record in

stand up to the Mike Carona machine.

Carona machine now since Carona is in
prison.

"Swim Collective, the 5-
year-old West Coast
swimwear show, will return to the
Hyatt Regency in Huntington
Beach, Calif., for its Aug. 1213
run, then move to the St. Regis
Monarch Beach Resort in Dana
Point, Calif., in January.
According to Swim Collective
founder Shannon Leggett, the move
back to the Hyatt was brought on by
capacity constraints.
We decided to move the August
show back to the Hyatt Regency
Huntington Beach with our 200 ex-
hibitors and host the January 2015
show at the St. Regis with 150 ex-
hibitors, he said in a statement.

he Public Works
De p a r t me n t
Graffiti Removal
program responds to
over 2,500 reports of
graffiti on public and
private property
throughout the city.
Staff is able to re-
move most graffiti
within 1-2 business
days from City prop-
erty such as block
walls, play equipment, restrooms, sidewalks, and
street signs. There are cases where Public Works
must take additional steps before graffiti is re-
moved. One such instance is when the graffiti is
on private property. For private property, Public
Works staff notifies the owner about the graffiti
on their property and provides the owner the op-
portunity to remove it. In certain cases when the
owner gives writ-ten consent, Public Works can
remove graffiti from private property that can be
seen from the public rights of way. Another in-
stance is when graffiti is found on property or
equipment maintained by an outside agency such
as a school district, County of Orange, or utility
company. When graffiti happens on outside
agency property, Public Works notifies the appro-
priate agency of the graffiti.
The most common methods used to remove
graffiti are:
Painting Out Used on most buildings and
walls.
Water Blasting Used on unpainted concrete
surfaces such as cinder block walls, curbs, side-
walks.
Chemical Removal Used on non-porous
surfaces such as metal light poles, street signs and
traffic control boxes.

May 20, eight former NFL players filed a class
action lawsuit against the league alleging that
teams provided them and the five hundred other
players who have joined the suit with illegal
drugs.
According to the complaint, players were given
the medications without prescriptions in order to
permit them to play through injuries suffered on
the field of play. Such conduct allegedly led to
addiction and
long-term med-
ical complica-
tions, a number
of which were
detailed in the
complaint.
Players say
they were given
white en-
velopes - some
marked for
sleep, others for
pain from
team personnel
without appropriate prescriptions. The medica-
tions were designed to reduce inflammation, kill
pain, and allow the players to sleep the night be-
fore games. The players also allege that the drugs
were addictive, were administered in illegal
doses, without proper medical oversight, and
with very little or no explanation of the risks and
dangers associated with taking them. When their
playing careers ended, their pain and drug de-
pendence continued. Without access to free
drugs, many of the players resorted to street
sources, with some players ending up broke and
homeless.
Former Chicago Bears quarterback Jim McMa-
hon says he became addicted to painkillers, at one
point downing more than 100 Percocet tablets per
month. He claims neither
team doctors nor trainers got
prescriptions for the pills,
kept records of their use or
explained the side effects to
him. McMahon, who suf-
fered a broken neck and ankle
during his 15-year playing ca-
reer, says he was repeatedly
pushed back on the field
with the aid of illegal medica-
tions.
Ex-San Francisco 49ers
center Jeremy Newberry suf-
fers from severe kidney fail-
ure his kidneys operate at 30 percent of normal
- as a result of the painkillers and anti-inflamma-
tories, including the drug Toradol, he received

onnecting the visual image of the poppy with the sacrifice of
service made by our veterans has been an important goal of
the American Legion Auxiliary Poppy Program since its in-
ception in 1921. On Memorial Day and Veterans Day, millions of red
crepe paper poppiesall handmade by veterans as part of their thera-
peutic rehabilitationare distributed across the country in exchange
for donations that go directly to assist disabled and hospitalized veter-
ans in our communities.
The Poppy Program raises community awareness and respect for our
veterans by educating Auxiliary members and the public about the symbol
of the poppy, taken from a line in the poem In Flanders Fields written
on the battlefront during World War I by Lt. Col. John McCrae, M.D.
The red remembrance poppy has become a familiar emblem of Re-
membrance Day due to the poem "In Flanders Fields". These poppies
bloomed across some of the worst battlefields of Flanders in World War
I, their brilliant red color an appropriate symbol for the blood spilled in
the war.

n Friday May 9, the Orange County Senior
Citizens Advisory Council (SCAC) pre-
sented the commendations for Outstanding
Service award to Huntington Beach Senior Serv-
ices volunteers, Helen Cleveland and Linda Herd.
The award was given in recognition of their dis-
tinguished ser-vice to the senior citizens of Orange
County. SCAC is an advisory board that reports on
aging related issues to the Orange County Board
of Supervisors.
Helen Cleveland has volunteered at the front
desk of Seniors Outreach every Monday morning
for 15 years! She provides administrative support
for Transportation, Home Delivered Meals, and
Care Management. She makes daily care-calls to
home-bound seniors and those residents look for-
ward to their Monday morning chat with Helen.
She is known for her kindness, compassion, and
beautiful telephone voice. At almost 92, Helen still

becoming a lost art.
She is an example of
aging gracefully. Even
though her mobility is
challenged and she re-
cently moved to as-
sisted living, Helen
keeps volunteering.
She says, There is
nothing Id rather do
than volunteer in a
place where Im appre-
ciated and where I am
doing something con-
structive. All of the
seniors who look for-
ward to her phone calls
and the staff she keeps whipped into shape appre-
ciate Helen tremendously!
Huntington Beach Senior Services has never
herd no from Linda Herd. She is an eager
beaver who helps out whenever and wherever
needed. Linda began as a volunteer in 2012, and
in 2013 had 310 hours! Linda serves lunch, pro-
vides office support in transportation, assists with
taxes, delivers meals and holiday meals, assists
at special events, is a volunteer ambassador, and
a volunteer escort (not that kind she jokes).
Whatever Linda does she does with a huge smile!
On a recent Escort trip, she told her passenger,
We are going to have fun! The passenger ar-
gued But Im going to the dentist. No matter,
Linda and the passenger were both giggling
throughout the trip. Linda says, The people I
serve thank me but what they dont realize is that
they always make my day!

Water: Festival
and Facts
T
he Orange County
Water District, Dis-
neyland Resort and
the National Water
Research Institute,
hosted the 18th annual
Childrens Water Ed-
ucation Festival this
year at the University
of California, Irvine
(UCI). Nearly 7,000 third, fourth and fifth grade Orange
County students attended the free field trip to learn about
water and the environment; all curriculum corresponded
to California Science Standards.
The drought was a primary topic, as well as the need to
practice lifelong water-use efficiency. In California, we are
expected to experience droughts three out of every ten
years. Knowing this probability OCWD and its partners
invested in teaching youth how to prepare for and respond
to these conditions.
The Festival is a structured event and is not open to the
general public. Orange County students are registered in
advance. During the event, students remain with their
teacher and parent chaperones as they rotate every 30 min-
utes to a different activity. 65 public and private organiza-
tions took part in the Festival by hosting a
hands-on activity. Most activities took place in
Aldrich Park, which is located in the center of
campus surrounded by grass, trees and the var-
ious colleges, while a few activities were hosted
inside lecture halls
Educational topics covered at the Festival in-
cluded the drought, the water cycle, groundwa-
ter and surface water protection, wetlands
preservation, recycling, pollution prevention
and water treatment, distribution and conserva-
tion, and local environmental issues. To learn

Among the informational items the students
took home with them was a list of facts about
water that is worth reprinting here because we
often forget what an unusual and precious liquid
water is.
THE FACTS ARE:
75% of the Earth's surface is water.
97% of the Earth's water is seawater.
2% of the Earth's water sup-
ply is frozen in icebergs and
glaciers.
Less than 1% of Earth's
water supply is available for
drinking.
The Earth is the only planet
in our solar system where it rains.
Oceans cover about 10,500,000 square miles of the
Earth's surface.
Water serves as nature's thermometer, helping to reg-
ulate the temperature of Earth's surface.
The world's largest ocean is the Pacific Ocean (64 mil-
lion square miles).
The river that carries the most water in the world is the
Amazon River (it carries about 8 trillion gallon per day).
The total miles of pipelines and aqueducts in the U.S.
and Canada is approximately one million miles (enough
to circle the Earth 40 times).
The longest river in the world is the Nile River (about
4,145 miles long).
The shortest river in the world is the Roe River in
Montana (about 201 feet long).
The worlds largest freshwater lake is Lake Superior
(32,000 square miles).
The world's deepest and oldest lake is Lake Baikal in
Siberia (6,365 feet deep and 25 million years old).
The Ogallala aquifer in southwestern U.S. is the
world's largest underground body of water.
The tallest waterfall in the world is Angel Falls in
Venezuela (3,212 foot drop).
Most of the world's water supply is used for agricul-
ture.
The water in the Dead Sea is 7 times saltier than ocean
water.
Water is the only substance on earth naturally found in
3 forms...solid, liquid and gas.

Dear EarthTalk:
A recent study
showed that Bisphenol
A (BPA) was hardly the
human health risk researchers
once believed it to be. Should I still try to avoid products
that may contain it? ~ Carolyn Danes, Waukesha, WI
Some 93 percent of us carry traces of the synthetic com-
pound Bisphenol A (BPA)
in our bloodstreams, so its
no wonder that public health
advocates are concerned
about its potential effects.
Developed in the 1950s to
strengthen plastics and
epoxy resins, BPA is today
used in a wide range of
products, including many
plastic food and drink con-
tainers, the lining of most
cans, some paper products,
and dental sealants.
But with widespread use
of BPA has come increased
scrutiny regarding its poten-
tial impact on human health.
When ingested, BPA mim-
ics naturally occurring
human hormones and thus
can potentially interfere
with the bodys endocrine
and reproductive workings.
According to the nonprofit
Breast Cancer Fund, previ-
ous research has linked BPA
exposure to with increased risk for cardiovascular disease,
miscarriages, decreased birth weight at term, breast and
prostate cancer, reproductive and sexual dysfunctions, al-
tered immune system activity, metabolic problems and di-
abetes in adults, and cognitive and behavioral development
in young children. These concerns have led the European
Union, Canadaand more recently the U.S.to ban the
use of BPA in baby bottles and other items geared toward
babies and children.
Meanwhile, the U.S. Food & Drug Administration
(FDA) maintains that typical low-level BPA exposure does
not pose any health risk. A February 2014 study by FDA
researchers found that low doses of the compound did not
affect the health of rats over a 90-day study period. While
study rats exposed to
higher doses of BPA
had lower body
weights, abnormal
female reproductive
development and al-
tered hormone lev-
els, there were no
such effects in rats
exposed to lower
doses more akin to
what humans experi-
ence.
But critics point
out some flaws in
that study which call
its conclusions into
question. For one, a
control group of rats
that was supposed to
remain unexposed to
BPA somehow had
levels of the com-
pound in their blood
equivalent to the
lowest-dose study
population. FDA re-
searchers maintain that this contamination of the control
group did not affect their results because neither group of
rats showed any effects given their low-dose exposure. An-
other issue is that the researchers did not look at neurolog-
ical effects such as changes in learning, memory and
behavior.
What needs to follow is whether these exposures are
causing neurobehavioral changes, Harvard epidemiologist
Joe Braun told Environmental Health News, adding that
previous research has shown that estrogen receptors in the
brains of rats were triggered by low doses of BPA. Hope-
fully [the FDA] will address that down the road.
More research is underway still. The February 2014 FDA
study is part of an ongoing two-year assessment of the tox-
icity of BPA. Dozens of university studies are also in
progress to shed more light on just how risky our use of
BPA may be. Consumers should continue to take precau-
tions to limit their intake of BPA by avoiding polycarbonate
plastic food and drink containers and metal cans, and by
refraining from putting plastic items in the microwavea
process that can expedite the leaching of BPA into food.

rinking wine in the summer is dif-
ferent. Not because people tend to
eat lighter, or because its hot. Its
the vibe.
From the moment children are imprinted
with those two glorious words Schools
out! summer has meant vacation, recre-
ation and relaxation. It means dressing down
and slowing down. We have yet to adopt the
civilized French habit of taking August off.
Nonetheless, the level of anxiety dips and for-
mality trickles away like drops of perspiration
at the beach.
We still
want to sip
greatness, to
be tantalized
and inspired
by wines that
speak with
purity, grace
or mystery.
But more
often we want
to guzzle and
slurp, to enjoy
wine and
plenty of it for
its sheer deli-
ciousness and
refreshment.
Critical drink-
ing still has its
moments, but
more often comes the yearning to kick back,
unwind and enjoy.
In keeping with that spirit, here are 20 fresh,
lively, easy-to-drink wines for about $20 each.
Some were new to
me, while others are
old, reliable friends
in new vintages.
They are divided
roughly equally be-
tween reds and
whites, with one
pink wine thrown in. Im not one to stop
drinking reds in the summer, nor do I taper off
on whites in the winter, but I do tend to drink
lighter in the heat. Heavier, more alcoholic
wines may have their redeeming qualities, but
quenching summer thirsts is not one of them.
Almost all of these wines are agile and light
on their feet, even the reds, most of which can
take a light chilling. You will find quite a few
bottles here with bubbles, which I find partic-
ularly refreshing.
It remains true that $20 is the sweet spot in
wine, where quality, interest and value most
often intersect. You can still find many sound
wines for $5 to $10, and more interesting
wines for $10 to $15. But if you are willing
to spend $15 to $25 a bottle, the level of in-
terest and distinctiveness rises exponentially.
This group, listed in no particular order, offers
not just aha moments, but ahhh moments as
well.

mer..."When the sun shines and it's warm
outside, everybody wants to have a car with
shiny, beautiful paint. Like everything else on
your car, its paint job needs to be maintained if
you want it to look the same way it did when it
rolled off the assembly line. Fortunately, keep-
ing your ride's coat sharp isn't particularly dif-
ficult or expensive. Follow these five simple
steps, and your car will shimmer like the day
you drove it off the lot.
1. WASH REGULARLY
T
he first step to preserving your paint job is
the most obvious. In the normal course of
driving, your car becomes covered in dust, tar
and other dirty particles from the environment.
Over time, these particles can get imbedded in
your paint and become difficult to remove. By
washing your car every 2-4 weeks with quality
soap, you will prevent stubborn particles from
getting stuck in there. Using a reputable brand
of soap will protect the finish and prevent
streaks and water spots.
2. PARK IN A GARAGE OR COVERED
SPOT
T
he summer sun can be harmful to your ve-
hicle's finish if your car is always parked
under its punishing rays. Cars that spend their
lives in the sun will age prematurely, as the
paint fades and the interior becomes dry and
brittle. Although we can't always park in a
garage or car port, it's nice to find a shady spot
when possible. Parking in the shade will also
prevent the headlights from fading and yellow-
ing.
3. REMOVE BIRD DROPPINGS
IMMEDIATELY
I
's a fact of life: No matter where you park
your car, birds are going to find a way to
poop on it. If these droppings aren't removed
within a few days, they can leave a mark on
your finish when you do finally clean them off.
When removing dry droppings, be careful not
to scratch your paint by scrubbing excessively.
Instead, apply some water to the affected area
and then after a few minutes, wash the drop-
pings off with a hose. In some cases, you might
need to gently agitate with a wet, soapy cloth.
4. REMOVE SUPERFICIAL SCRATCHES
S
uperficial scratches are a normal part of
your car's day-to-day wear and tear. Luck-
ily, these scratches can be removed with special
products that you can purchase online or at your
local auto parts store. There are a number of
rubbing compounds and waxes designed to
safely remove small scratches and revitalize
your car's finish. You can read reviews about
the different products online, and also get ad-
vice from the auto-supply store attendant. If
you've never done this before, stick to products
that are applied by hand without the use of a
special polishing machine.

5. GET PROFESSIONAL DETAILING
I
f your car has extensive fading or deep
scratches, you may need the help of a profes-
sional. Correcting extensive paint damage is a
serious job that requires special tools and
knowledge. An amateur mistake can irreparably
damage your paint and require super expensive
work. A professional exterior detail usually
costs a few hundred dollars, but the results can
be stunning, making your car look brand new
again.

T
he era of sub-four percent mortgage rates
came to an abrupt end in the spring of
2013. For the 18 months preceding that
date the average rate on a 30 year mortgage re-
mained under four percent, getting as low as
3.35%. Rates spiked after that reaching a peak
in September, but have since come back down.
What happened?
The Federal Reserve was instrumental in
pushing rates down to the record lows of 2012
and 2013. Their massive
bond buying program
known as Quantitative
Easing (QE) was the
key catalyst pro-
pelling bond prices
to record highs and
pushing mortgage
rates to record lows.
When the Fed an-
nounced last May that
they would begin scaling
back, or tapering, that
program in September,
bonds took an immedi-
ate hit and rates shot
up. The expec-
tation was
that with less
f e d e r a l
st i mul us,
rates would rise.
In true Wall Street fash-
ion, bonds sold off in an-
ticipation of what had not
yet occurred. The 2013
rise in rates was fueled by
speculation, not based in fact. Since the Fed an-
nounced that they would begin tapering in Sep-
tember, thats exactly when rates hit their peak.
What has happened since has surprised nearly
everyone: Rates have actually come down.
Since September 2013 the fed has continued to
scale back the size of its QE program. With each
taper, rates have improved. It is now once again
possible to obtain a 30 year mortgage under 4%
with a nominal fee. This is a dramatic improve-
ment from the 4.75% highs of September just
eight months ago.
There are two primary
reasons behind this
surprising rebound in
mortgage bonds. The
first is uncertainty.
The Feds Quantitative
Easing is unprecedented.
There has never before
been a program of this mag-
nitude. As a result, there is no
frame of reference
for what will
happen next.

uncertainty
as any un-
known creates risk. This
risk triggers a flight to
safety, and bonds are con-
sidered a safe haven.
The second reason be-
hind the bond rally is a
housing market that
has not truly recov-
ered. More than 50%
of homes sold since the great recession have
been to all cash buyers and investor pools. The
percentage of Americans who own their home
has fallen to 64.8% - a nineteen year low. The
stock markets may have recovered, but home-
ownership data suggests that the housing market
is still struggling. The weakness in housing
makes mortgage bonds attractive to investors
and is a key reason why rates have come back
down instead of continuing to go up.
So what does this mean for homeowners? In
short, anyone who bought a house or completed
a refinance within the last year should investi-
gate if these new low rates make financial sense
for them. A quick financial analysis with your
mortgage professional will determine exactly
how much you can benefit and what it might
cost to gain that improvement. Some homeown-
ers will gain nothing more than the assurance
that theyre already in a great position. But a
great many will find that they can improve their
financial position more than they thought, and
that the costs can be much less than they imag-
ined.

cientists working together on Kelp Watch 2014 announced
today that the West Coast shoreline shows no signs of
ocean-borne radiation from Japan's Fukushima nuclear power
plant disaster, following their analysis of the first collection
of kelp samples along the western U.S. coastline.
Kelp Watch 2014 is a project that uses coastal kelp beds as
detectors of radioac-
tive seawater arriving
from Fukushima via
the North Pacific Cur-
rent. It is a collabora-
tive effort led by
Steven Manley, ma-
rine biology professor
at California State
University, Long
Beach (CSULB), and
Kai Vetter, head of ap-
plied nuclear physics
at the Lawrence Berkeley National Laboratory (Berkeley
Lab) and a nuclear engineering professor at the University of
California, Berkeley.
The new results are from samples primarily collected from
Feb. 24 through March 14.
During the first phase of the project, samples were taken
from 38 of the 44 sites originally identified, and the data being
presented comes from an analysis of 28 of the 38 sample sites
represented.
"Our data does not show the presence of Fukushima ra-
dioisotopes in West Coast Giant Kelp or Bull Kelp," Manley
said. "These results should reassure the public that our coast-
line is safe, and that we are monitoring it for these materials.
At the same time, these results provide us with a baseline for
which we can compare samples gathered later in the year."
The samples analyzed to date were gathered from as far
north as Kodiak Island, Alaska, to as far south as Baja Cali-
fornia. Two sites in the tropicsHawaii and
Guam, where non-kelp brown algae were sampled
(kelps are not found in the tropics)were also
negative for Fukushima radiation.
"The samples of greatest concern were those
from the north, Alaska to Washington State, where
it is thought the radioactive water will first make
contact with North America," Manley continued.
"The tell-tale isotopic signature of Fukushima, Cs-
134, was not seen, even at the incredibly low de-
tection limits provided by Dr. Vetter's group at the
Berkeley Lab and UC Berkeley."
Vetter added, "We will also publish results of
naturally occurring radiation sources, such as those associated
with the decay of uranium and thorium, to help provide con-
text to our findings on radioisotopes Cs-134 and Cs-137 from
Fukushima."
Although initiated as a California-centric endeavor with 30
sites, Kelp Watch 2014 has steadily grown to include many
sites along the west coast of North America and beyond. Man-
ley noted that the project also has Giant Kelp from Chile in
South America that will serve as a reference site, far removed
from any potential influence from Fukushima.
