MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY BRAZIL, INDIANA FOR AUGUST 27, 2014
A meeting with the Board of Public Works was held on August 13, 2014 at 10:00 a.m. in the Council Chambers of the Brazil City Hall. The meeting was called to order by Linda Messmer.
ROLL CALL: Ruthann Jeffries, Linda Messmer, City Attorney Traci Orman and Deputy Clerk Melissa Dorsett OTHERS PRESENT: Planning and Zoning Administrator Teresa Glenn, Wastewater Superintendent Billy Goodrich, Fire Chief Jake Bennett, Water Treatment Supervisor Jake Raubuch, and Brazil Times Representative Ernest Rollins PLEDGE: The pledge to the Flag was led by Linda Messmer APPROVAL OF MINUTES: July 28, 2014 and August 13, 2014; Ruthann Jeffries made a motion to approve. Linda Messmer seconded. The motion passed 2-0.

.FIRE CHIEF REPORT: Jake Bennett- July 2014 Report 1.) YMCA Day Camp - The firefighters participated in the YMCA Day Camp Jr. Firefighter Challenge. 98 kids were present. Shane Zurcher developed obstacles and activities for the kids from K-6th grade. He also gave a presentation on fire safety. The YMCA staff praised efforts of the Brazil City Fire Department. 2.) Training Captain Kellar attended a Rope Rescue Operations and Techinician Level Course. Captain Kellar and Assistant Chief Archer were both certified as Fire Instructors earlier in the year. 3.) Snow Fire and Safety Incorporated held a State Certified HAZMAT OPS Class for firefighters in August. All firefighters participated and obtained their annual 8 hours of continuing education in Hazardous Materials. 4.) New Firefighter Training Firefighter Seth Haviland ,10 year firefighter Rob Lamb, and Probationary Appointment Jordan Garrison all completed their Firefighter I and II certification. Probationary Ryan Brown will enroll in Firefighter I and II classes upon completion of EMT courses at Ivy Tech. 5.) Fire Chief Fire Chief Jake Bennett is involved in the Ambulance Advisory Committee, School Safety Commission, Historical Society and the YMCA of the Wabash Valley. 6.) Assistant Chief Retirement and Promotion The Assistant Chief position is vacant due to the retirement of Joe Bennett. Captain Roy Kellar is a 24 year veteran of the department. Jake Bennett asked the Board of Works to approve the Promotion of Captain Roy Kellar to the rank of Assistant Chief effective September 5th. Ruthann Jeffries made a motion to approve the promotion of Captain Roy Kellar to the rank of Assistant Chief, effective Sept. 5th, 2014. Linda Messmer seconded. The motion passed 2-0.
NEW BUSINESS: 1.) Approval of property mowing (see attached list) Ruthann Jeffries made a motion to approve the property mowing list for August 27, 2014. Linda Messmer seconded. The motion passed 2-0. 2.) Flood Buyout: Offer on 430 S. Lambert St. There is one property left from Phase I of the Flood Buyout to make an offer. The City now has approval from FEMA to make an offer, only for the amount of the purchase price plus improvements made on the property on 430 S. Lambert St. Ruthann Jeffries made a motion to approve moving forward with the offer on 430 S. Lambert St., in the amount of the purchase price of the property plus improvements. Linda Messmer seconded. The motion passed 2-0. 3.) Paving Contract - The Paving Project was awarded to Dave OMara. Ruthann Jeffries made a motion to approve the paving contract with Dave OMara and to approve the Mayor as executor in any other documents needed to move forward with the Paving Project. Linda Messmer seconded. The motion passed 2-0.
