About Toronto
Toronto, the largest city in Canada and the capital of the province of Ontario, celebrated its 180th
anniversary in March 2014. Located on the picturesque shoreline of Lake Ontario, Toronto is Canadas
most populous region and just over an hours drive from the American border.
At 112 metres (367 feet) above sea level, Torontos altitude offers ideal conditions for highperformance
athletes.
Toronto features warm but moderate summer temperatures with an average of fewer than five days in
July with temperatures above 30C (86F).
Average monthly rainfall for July is only 67 millimetres. On average, one in three days will offer some
precipitation, but only one day in nine has rainfall greater than 5 millimetres.
The Economist ranks Toronto as the fifth most liveable city in the world based on factors including
stability, health care, culture, environment, education and infrastructure.
With a population of 2.6 million people, Toronto is Canadas largest city and the fifth largest in
NorthAmerica.
Torontos surrounding region is home to 8.1 million people, all living within an hours drive of the
Gamesarea.
Approximately 20 per cent of the regions population was born in the Caribbean, Central America,
South America, the United States or Mexico.

About
Introduction
On behalf of the TORONTO 2015 Pan Am/Parapan Am Games

Sport Technical Manual for the TORONTO 2015 Pan American
Games.
Our mission ignite the spirit through a celebration of sport and

with the best possible conditions at our competition venues for them to perform at their peak, which
include a combination of transformational new facilities and iconic existing locations. The training
facilities will be of similarly high standard and will be conveniently located within easy reach of the
Athletes Village and satellite accommodation locations.
To assist you in your Games preparations, we have prepared this Sport Technical Manual in collaboration
with your respective Continental and International Federations. This manual provides the necessary
sport-specific content for the successful delivery of each sport competition as well as operational and
general information that may be of interest to athletes and teams.
The Games provide an opportunity to celebrate and strengthen the goals of fair play and diversity, foster
lifelong friendships, promote accessibility and inclusion, and encourage all of us, on and off the field, to
practice good sportsmanship.
We look forward to welcoming you to Toronto in July 2015.

Format
The squash competition at the TORONTO 2015 Pan American Games will be played in three events
each for men and women in an open category: individual, doubles and teams.
The qualification tournament will confirm the participation of up to 10 countries in the mens category
and eight countries in the womens category. Qualified countries not enrolled may be replaced by the
next highest-ranked country in the qualifying tournament.
Singles competition
Each country, qualified by team results at the 2014 Pan American Championship in September 2014,
may enroll two males and two females for individual competition. Additionally, there will be one mens
wild card entry and one womens wild-card entry. The wild cards will be from Federacion Pan American
de Squash (FPS) member countries that did not qualify as a team.
Squash
The championships technical delegate/technical committee will seed the draw using the following criteria:
Level 1
Level 2
Level 3
Level 4
Level 5
Level 6
In the singles event, competition between players from the same country will be avoided in the first round.
Seeds will be confirmed at the technical meeting to be held on Friday, July 10, 2015, at Exhibition Centre,
when the different positions in tables will be drawn using the tournament software. At the technical
meeting, special consideration may be given to entries who were previously highly ranked in PSA and the
Womens Squash Association (WSA), who are not now ranked; but whose current form would indicate
they merit consideration for a higher seed.
The draw will be carried out according to the detailed schedule below:

TECHNICAL MANUAL
Miscellaneous
For the individual event, only two people coach and a delegate may remain within the sector
assigned to the country during matches, and will be required to remain seated while the game is on.
For any appeal, the delegate may only address the tournament referee or technical director, and never to
referees, markers of the match, players or opponent delegates.
Doubles events
Each qualified country may enter one doubles pair in each doubles event: mens and womens.
Scoring and matches
In all doubles events, the PARS system, up to 11 points, will be used. One match will be the best of three
games, according to WSF regulations.
Draws and seeds
Draws of 16 or 8 will be formed in the doubles events. The draw size will be defined according to nominal
enrollment. (The draw format is to be the same as that defined for the individual event.) The event will be
played according to direct elimination, with no consolation round.
Delegates must submit their team lineup at the time of the nominal entries. The pairs must be
confirmed at the technical meeting at the beginning of the competition. A player may be substituted
in a pair no later than an hour prior to the pairs first match of the pair. No substitutions will be allowed
after the pair has been declared (one hour prior to the first match).
Seeds for doubles events will be determined by the results from previous Pan American Championships.
Following this determination, the countries not considered therein, will be drawn.
Protective eyewear
Wearing protective eyewear will be mandatory for all participants in doubles events, as outlined in the
Clothing and Equipment Section in this guide.
Squash
Miscellaneous
For the doubles event, only two people coach and delegate may remain within the sector assigned
for the country during the games, and will be required to remain seated on the assigned seats during
the games.
For any appeal, the delegate must address only the tournament referee or technical director, and never
the referees, markers of the match, opponents, players or delegates.
During the matches, it will be compulsory that players, coaches and delegates wear the official country
uniform. Each country is to bring at least two different coloured uniforms. Players from one country
must use the same uniform, and the colour must be different from the other country against whom they
are competing.
Team events
Each country may be represented by a male and a female team, as qualified at the previous years
Pan American Championships. Teams will be composed of three athletes (no reserves). There will up to
10 countries in the mens category and eight countries in the womens category. Qualified countries not
enrolled may be replaced by the next highest-ranked country in the qualifying tournament.
The team events will progress in two stages. The first will be the qualifying stage and the second will be
the classifying (playoff stage). The size of the table will be defined according to nominal enrollment.
At the qualifying stage, round-robin pools will be formed (groups of all against all).
At the classifying stage, tables of 4, 8 and 16 will be formed to define the positions in the competition.
According to the number of nominally enrolled teams, the tables will be formed as follows:
For eight teams:
Two groups (A, B) will be structured at the qualifying stage. The groups will be formed with the
following seeds:
Group A: 1, 3/4, 5/6, 7/8
Group B: 2, 3/4, 5/6, 7/8
At the classifying stage, the first and second qualified of each group will play a table of 4. The winners
round will define the 1st and 2nd places. There will be no consolation round; the losers of the semifinal
will both be considered 3rd place. The table will be formed as follows:

For 10 teams:
Three groups (A, B, C) will be formed at the qualifying stage. The groups will be formed with the
following seeds:
Group A: 1, 4/5/6, 7/8/9, 10*
Group B: 2, 4/5/6, 7/8/9, 10*
Group C: 3, 4/5/6, 7/8/9, 10*
*The 10th seeded team will be drawn at random.
At the classifying stage, the first and second classified of each group will play a table of 8, with 2 byes
(direct passing). At the winners round, the 1st, 2nd, 3rd/4th (losing semifinalists the match will not be
played and both teams will share 3rd place) will be defined. At the consolation round, the 5th and 6th
places will be defined. The table will be formed as follows:

For those classified in third or fourth play, a round-robin table (group of all against all four teams) will
define the 7th, 8th, 9th and 10th places.
In the group with four teams, the match result between the third and fourth place team will be
carried forward.
Scoring
All team games of the competition will use the PARS system, up to 11 points. An encounter (tie) of teams
will correspond to the result of three individual matches of their three rackets.
Each individual match will be the best of three or five games, according to WSF regulations.
In the qualifying stage, if the score is 20, a third match must be played in the same conditions as the
previous matches.
At the classifying stage (playoff), if the score is 20, the third match may be played as the best of three
games or may not be played, since it does not affect the result (unless the classifying stage involves
a pool, where all matches must be played). If a third match is not played, the score of the encounter
should be recorded as 20.

If racket 1 does not play: 2 becomes 1, 3 becomes 2, and the racket 3 match will be a default.
If racket 2 does not play: 3 becomes 2, and the racket 3 match will be a default.
Order of matches

following possibilities (once an order is drawn, it will not be repeated until each order has been drawn):
1-2-3 1-3-2 2-1-3 3-1-2
All team members must appear at the scheduled start time of the encounter. If a player is not present,
the other players must move up the playing order and such match (i.e. racket 3) will be considered

allowed to make up part of the team.
The countrys delegate will be entitled to appeal before the technical delegate/technical committee in
exceptional circumstances. The racket game order will be maintained for each day of the competition.
If racket 1 does not play: 2 becomes 1, 3 becomes 2, and the racket 3 match will be a default.
If racket 2 does not play: 3 becomes 2, and the racket 3 match will be a default.
A defaulted or abandoned (W.O.) match will be counted as 3/0 in games and 33/0 in points.
Under no circumstances can the racket order be changed during the playing of a tie.

Accreditation
Accreditation is the process of identifying individuals and their role(s) at the Pan Am Games and
ensuring they are granted the appropriate access to fulfil their role(s). The role of the NOC is to register,
appropriately, every potential athlete, official, dignitary and press person from its territory.
Applications for accreditation must be received by TO2015 no later than March 27, 2015, in order for
NOCs to receive their pre-valid cards (PVCs) before the delegations departure for the Games.
Pre-Valid Cards
By May 30, 2015, and following the data verification and pre-delegation registration meetings (pre-DRMs),
TO2015 will produce and send out PVCs to each NOC. NOCs will be responsible for distributing the
PVCs to their delegation members before they travel to Toronto.
The PVC, along with a valid passport, will serve as an official entry document to Canada. Individuals will
be able to enter Canada using this process from May 11, 2015, to August 25, 2015, at 23:59 p.m., for a
period of stay no longer than six months from first entry. No additional entry visas will be required during
this period. The PVC will be valid for multiple entries, provided it is accompanied on each occasion by a
valid passport.

Site Orientation
The Athletes Village will consist of three distinct zones: the Village Plaza, residential zone and operations
zone. The Village Plaza will contain the retail facilities and ceremonial facilities available to residents and
guests, while the residential zone will be a restricted area for residents and guests with an R on their
PIAC. The residential zone will contain five accommodation lots, recreation, dining, medical facilities,
parklands and access to transportation links to competition and training venues.
The operations zone will include the workforce entry, logistics warehouse, facilities services area, support
services operations centre, waste transfer area and NOC container freight storage.
The Welcome Centre will be the entry point for first-time arrivals. The taxi drop-off and pick-up area
will be located adjacent to it. The Village Plaza entry point will be located off Trinity Street for dedicated
access to the Guest Pass Centre and VIllage Media Centre.
Residences
Athletes and NOC team officials will be accommodated in newly constructed permanent buildings,
ranging in height from nine to 15 storeys. The buildings will contain a combination of apartments for
three, four, five, six, nine or 10 beds.
Information
28
All bedrooms will be equipped with furniture to provide a comfortable stay for residents, in accordance
with past Games practices. In-suite finishes will include coated flooring in bedrooms and social spaces,
tiled floors in bathrooms, and window coverings and shelf space in bedrooms. Corridors within the
residential blocks will be carpeted. Public and NOC office spaces will have a combination of carpet and
sealed concrete floor finishes.
Social spaces furniture will include tables and comfortable seating. All suites will have free Wi-Fi access.
TO2015 is planning for a resident experience that will reflect an average athlete-to-bathroom ratio below 4:1.
Resident Services
There will be seven resident centres located throughout the Athletes Village. Six resident centres will
operate 07:0023:00 and one will be open 24 hours a day. The resident centres will cater to all of the
accommodation needs of the NOCs and Village residents. Each resident centre will provide hotel-like front
desk service, which will assist with the resolution of issues relating to Village accommodation services.
Fitness Centre
The Athletes Village will feature recreational sports facilities for general use. The Village recreational
fitness facilities will include playing fields (general grass areas), an internal running track and an indoor
pool designed to suit general fitness activities. In addition, the Village will have a gymnasium with a
large selection of cardiovascular equipment and free weights, and space for stretching, warming up and
cooling down.
TECHNICAL MANUAL
29
There will also be plenty of safe places for running within the Village, including an 18-acre park with
paved trails located east of the accommodation blocks and within the security perimeter. The Fitness
Centre will operate 24 hours a day, but will only be supervised between 06:00 and 22:00, except when
temporarily closed for cleaning or maintenance.
Village Plaza
The Village Plaza will be comprised of a number of retail outlets and services. TO2015 will design this
area as a significant focal point of the Village to attract both residents and visitors alike. The Plaza will
act as an interface with athletes, guests and media, enabling this interaction without needing to enter
the residential zone. The Plaza will include a user-pay caf, which can also act as a casual meeting
place. All team Welcome Ceremonies will take place in the Village Plaza.
