Flowerdale Recreational Facilities

Overview:

There are currently a few Recreational Facility Projects proposed


for the Flowerdale and Hazeldene region. They include:

1) New Flowerdale Community House


• Project to construct the new Community House currently
includes an outdoor recreational area, memorial garden and
playground
• Further information on this project and its facilities to be
communicated soon

2) Moores Road Reserve Recreational Facilities (upgrade)

Name: Flowerdale Recreational Facilities


(currently proposed for Moores Road Reserve)
Description:
• The construction of Recreational Facilities to be used by the Flowerdale and
Hazeldene Communities and those visiting the area. Proposing a powered
site, with Rotunda, Barbeque, Picnic Tables and Chairs, and potentially a
Toilet Block (dependant on available funding).
• Currently assessing the potential location of Moores Road Reserve
o After the Feb 09 Bushfires, Altona Lions Club approached community
member John Burgess with an offer of funding for Recreational
Facilities for Flowerdale and Hazeldene. Due to the significant nature
of the Reserve (as the location of the Community Memorial Events
since February 2009 Bushfires), thoughts to date have been to further
develop the Reserve for the ongoing recreational use of the
community. Altona Lions Club have visited the site and agreed it to be
a good potential location.
o Moores Road Reserve is a crown land reserve and the Murrindindi
Shire Council (MSC) has been appointed the Land Manager by DSE.
The Council have appointed a sect 86 Committee of Management to
manage the reserve. MSC, as the appointed Land Manager, has a
direct interest in any development of the reserve.

Location:
• Currently proposing the Moores Road Reserve, along the river.
• This reserve already has an established Committee of Management in place.
MSC currently maintains the grass and the existing shared pathway through
the reserve.
• Still seeking final resolution on the proposed location. The community is able
to suggest its preferred location for such a facility, although previous
considerations have shown that alternatives are limited.

Funding:
• Altona Lions Club has pledged partial funding for this project, but the total
amount is yet to be confirmed. Further Scoping needs to be undertaken on
this project.
• Some Pro-bono work has been undertaken by RMIT students in the
preparation of design drawings for the Rotunda.
• Additional funding requests are being considered through VBRRA avenues.
• Under normal circumstances the development of a MSC picnic area (such as
the one currently proposed at Moores Rd Reserve) would be assessed, by
MSC, along with many other capital project requests as part of its budget
process. The demands on MSC’s limited funds have increased considerably
since the February 2009 fires. Therefore, a partnership such of this provides
an opportunity, and also will require all parties to work in close communication
to look at all the factors.
Management arrangements:
• This Reserve is under a MSC Section 86 Committee of Management (Moores
Road Reserve Committee of Management). MSC approval will be required for
any development particularly if MSC resources are requested for
maintenance, operational or future replacement.

Public Access:
• Open to all community members and visitors to Flowerdale and Hazeldene.

Project Owners:
• If located at the Moores Road Recreational Reserve, Project Owners will be

 Where did the proposal originate?

Community Identified Need at Flowerdale Forum 1 (19 July 2009) for more
recreational facilities, e.g. tables/chairs/toilets.

 What location options have been considered?

Currently proposing the Moores Road Reserve, along the river. This reserve already
has an established Committee of Management in place. A factor to consider is that
flooding levels may impact on the placement of buildings and structures within the
reserve. Still seeking final resolution on the proposed location. The community is able
to suggest its preferred location for such a facility, although previous considerations
have shown that alternatives are limited. For any alternative sites proposed,
considerations would need to ensure suitable road access, parking, availability of
power etc.

 What will it cost to build and fit out?


Still to be scoped further.

 Will the construction of the facility be cost neutral for ratepayers?


Various funding sources are being pursued, in addition to the Lions Club offer, to
allow the implementation of this project including through VBRRA.

 Will the annual operating costs of the facility be cost neutral for
ratepayers?
No, MSC will need to maintain all new facilities subject to Council’s consideration of
the proposal. Obviously there will be ongoing maintenance and operating and
renewal costs and consideration needs to be given as to the responsibility for these
costs.

 What will be the hours of operation?


Currently expected that the Barbeque and Lighting would be time limited (after
hours).

 What community input has occurred to date?

 How will the final decision be made


The community is able to suggest its preferred location for such a facility, although
previous considerations have shown that alternatives are limited.
Ultimately the land owner, in consultation with the land manager for the preferred
location, will make the final decision on the approval of the project on its land.
 How will I be advised of the decision?
The project owner will be responsible for communication updates to the general
community. The project owner will vary depending on the location of the project. For
the Moores Rd Reserve site, the Moores Road Committee of Management would be
the project owner.

 What is the expected Timeframe for this Project?


Time frames are dependent on available funding and the resourcing commitment
from the Lions Club. The provision of seating and a picnic shelter may be an initial
phase with the toilet block and BBQ being installed at a later.
