Dear Julia Munro

I am just a simple taxpayer who has contributed to the Revenue

Department for 47 years.

I retired at the end of August 2004 after a 40 year career in land

surveying commencing April 1964 with the Province of Ontario (10
years) and ending with the City of Toronto. (14 years).

Along with the 24 years in the public service I put in 16 years in the
private sector.

My tax contributions have always been taken by the payroll

department and I will admit that during the 47 year period I many
times begrudged the Revenue Department snatching a high portion of
my hard earned money.

I even confess that I have experienced some vary trying times at the
gas pumps where I notice the break down of how much the Revenue
Department gets of my money that is left for me to spend after they
helped themselves to what they feel is my fair contribution from my
pay cheque.

It has always been difficult for me to understand why I must pay

more taxes, (GST, PST) if I care to spend any of the hard earned
money which remained after their initial grab.

Of course, the purpose of earning money for a major portion of the

population is to buy the necessities of life to survive.
Costs for food and shelter take the major portion of that which is left
of the average pay cheque.
I have had many frustrating moments attempting to figure out just
how much of these costs are due to taxes.

These concerns are not special to me, being a fair and democratic
country and all.

As absurd as it is, the people have accepted it.

After all, what can you do about it?

Since I was a kid I have heard it said that there are two certainties in
life, death and taxes and we have even learned to laugh at these as
undesirable as they be.

I cringe as the media brings forth scandals and the Auditor Generals
report on public service waste of tax payers money.

They become the topic de jour as they surface and gradually fade as
( i.e World Soccer takes center stage.)

Of course there is only one World Soccer and it does come to an end
with one country team proud and victorious but the waste of tax
payers money is never ending.

Only a minute number of scandals and examples of waste surface but

the waste continues.

I had found some peace of mind assuming that our tax dollars
were, for the most part being put to good use for the well being
of a moral society.

Imagine my frustration when I

discovered that my tax dollars were
being used for the well being of an
immoral society.

It is outrageous that the people of Canada are led to believe

that there is a system in place which guarantees them a certain
sense of security and morality in return for their contributions
to the Revenue collector.

Actually there is indeed The Supreme Law of Canada “The

Constitution Act, 1982” which guarantees them a
certain sense of security and morality but those in power have
put in place a system contrary to the provisions .

They are greedy people who presently enjoy powers beyond

their mandate.

They have so much power that they not only believe they are
above the law, but are operating outside of it.

There seems to be nobody strong enough to challenge them or

perhaps I should say nobody willing to do so for they benefit
financially by turning their heads.

In my limited comprehension in terms of law I believe this to

be a “Conspiracy to steal from the people of
Canada” and those who turn their heads for
financial gain are just as guilty.

When evidence is brought forth to the public

departments of a system proving that they fail to
protect the moral population of a society who pays

them, they are in breach of contract leaving the onus
with them to amend their approach.

When the departments fail to act they are

negligent in their duties to say the least.

When a person is victimized because of the

public department’s failure to act, they are
accomplices and in fact they aid and abet the
immoral.

Aiding and abetting the immoral makes them

immoral.

I have evidence that proves beyond any and all

doubt that those in the public offices today are
immoral and thus proving that the moral
people of Canada have very little chance of
getting their moneys worth as per the
Constitution Act, 1982.

I have evidence that proves that the system is not only

organized to protect the immoral but it is done for financial
gain to steal from the tax payer of Canada.

I can prove that the people who are mandated under the
authority of Schedule A, The Constitution Act, 1982 to back the
guarantee as provided for in Schedule B, Part 1 Canadian
Charter of Rights and Freedoms have set in place a system
which in fact guarantees that there is no such guarantee to the
Canadian people.

I will prove that they have in fact put in place a system that
guarantees that the immoral will flourish and the moral are
guaranteed to be victimized.

By doing so they guarantee that the public departments will
flourish and grow as will the immoral and likewise the financial
gain of lawyers who of course have great influence in law.

As they ask when a person is murdered, “Who is to gain by this

foul deed?”

When people are in poverty and starving to death due to the

pilferage and misdirection of tax funds we must ask, “Who is to
gain by this foul deed?”

When the Constitution Act, 1982 is in the hands of the immoral

“Who is there to ask ?”

Dear Julia Munro

I received a friendly welcome on the Premier’s web site a little while

back along with a fine piece of crap stating how he likes to hear from
his subjects and something about working together for the people.

I requested an e-mail address so that I could forward some attachments

to make my job easier but I have yet to even get a response to my first
writing let alone receive an e-mail address.

Of course I never expected to get a response as did I not get one from
you and my MP Van Loan nor in fact any political people. Like the Mayor
of Toronto who has been wrapped up with problems trying to get
councillors a raise.

I understand that it would be difficult to get into my concerns about

the waste of taxpayers money and remain focused on his priority but
perhaps when he has accomplished that mission he could find time for my
concerns or would he have to get started right away planning for their
next raise.

I know they are busy with their own agendas with little time for the
people and I am aware of my insignificant station as far as people go
but I have often seen politicians showing some concern for dogs and
hope that perhaps a dog may step aside to afford me his time. Dogs will
know that I have always found time for them.

However, I do have some rather alarming information that I think the

Premier should be interested in and I would appreciate it if you could
forward this onto him.

Perhaps the information I have would not be of his or your concern but
then I ask if you could forward it on to whomever it should concern.

I would also appreciate it if someone could forward this and the

attachment to whomever is the superior at the Ontario Rental Housing
Tribunal and the Ombudsman.

Also the person who has authority over the York Regional Police
department and feel free to forward it to anyone, anyone at all whom
you may have encountered who may have expressed legitimate concern for
the people of Canada.

I extend that to anyone who may have knowledge as to which department

would be interested in the contents of the attachment and similarly who
may appreciate similar correspondence in the future.

Perhaps the Humane Society. I don’t know.

I am just a simple person attempting to get a little justice and maybe
a smidgeon of the purported guarantee I read about in Schedule B of the
Charter.

Dear WHOM

This is to inform you that the people’s rights and freedoms under the Constitution Act, 1982 as provided in,
Schedule B, Part 1, Canadian Charter of Rights and Freedoms are not being protected as guaranteed by
the Charter.

I filed an application to evict a tenant from my basement apartment on June 06 2005 with the ORHT
because he was in arrears $8000 and he had refused to vacate my premises as he agreed to on May 31 2005.
I attached a copy of the agreement dated May 6 2005 to the application which supports my application.

On June 10 2005 Don Wilson my tenant filed a dispute with the ORHT which I proved to be a false and
misleading information.

During the course of the hearing on the first day June 30 2005 Don Wilson (tenant) committed two acts
of fraud.(Actually 3 acts of fraud –dispute and the two agreements)

Don Wilson was shown copies of the May 6 2005 agreement which I had filed and attached to the
application and a copy of the April 13 2005 agreement which was a superseded version of the May 6 2005
which I presented to the Tribunal.

He denied having ever seen them or signing them or initialing them. I provided a witness Dave Kirby
( witness to the April 13 2005 agreement) who identified Don Wilson as the person who signed the April
13 2005 agreement.

Don Wilson had signed both of these agreements with a false signature making it obvious that he was a
fraud.

During the course of the hearing I said to Nancy Fahlgren (Judicator) “There ought to be a law.”
She said “There is” and when on to say that she could file with Investigations and Enforcement

I received the Order under section 69, Tenant Protection Act,1997, File Number TNL-67103 dated August
8 2005 in the mail which found for me.

This order proves that the court concurred with the 2 agreements May 6 2005 and the April 13 2005
agreements even though Don Wilson had denied ever seeing them and had signed them with a false
signature. By doing so the order proved that the dispute filed by Don Wilson was false and misleading
information.

The order made no mention of the fraud so I began my trek in search of my guarantee under the Charter.
I wanted Don Wilson charged for fraud.

I began my trek for Justice on or about August 10 2005 beginning with the ORHT and then the
Investigations and Enforcement Unit, Ministry of Municipal Affairs and Housing and when they declined
to act I took all my files to the York Regional Police and we had a couple of meetings and much
correspondence but they declined to act. I then took the matter to the RCMP and after much
correspondence they declined to act. The OPP declined to act stating the YRP had jurisdiction.

I wrote my MP Peter Van Loan on at least two separate occasions and he declined to respond.
I wrote the Governor General, Attorney General (Federal and Provincial), Armed forces, Canadian
Taxpayers Federation (Federal, Provincial and others) and the list goes on.
They all declined to respond

I wrote the Ombudsman and they declined to act

I wrote my MPP, Julia Munro but no response.

I wrote again to MPP, Julia Munroe who respond but declined to act( I should take care of it myself.)
I put a file together which I now refer to as the BLACK BOOK dated September 1 2006 and faxed it to
the Premier of Ontario, Dalton McGuinty, but he has not responded.
I sent a portion of the BLACK BOOK to Minister of Municipal Affairs and Housing, Honourable John
Gerretsen but he has not responded. I sent full copies of the BLACK BOOK to the YRP, RCMP,
Ombudsman and MPP but they have not responded. MP phone call from his office. She will give it to
him

The BLACK BOOK consists of a cover page, 3 index pages, 266 pages and a back cover page.
I have opened a new file which I refer to as the BLUE BOOK

On September 18 2006 I sent the cover page of the BLACK BOOK and the first 50 pages
