15TH CONFERENCE OF FORUM OF BURMESE IN EUROPE

Resolutions

Date: July 31-August 1, 2010

The Forum of Burmese in Europe,


1. Continues to oppose elections in 2010 and the following period, which will be
held based on the 2008 constitution, unlawfully approved by the SPDC
military regime, by various means;

2. Do lobby at the UN General Assembly and the UN Security Council,


implement international campaigns, and educate people, in cooperation with
the democratic and ethnic forces across the world, in order that the UN
Security Council declares Burma's 2008 constitution as null and void,
highlighting its flaws and its conflicts with international human rights laws;

3. Agrees to establish a parallel government which is complete with full features


of a government and is able to effectively compete with the SPDC military
regime in Burma; and, urges people inside Burma and outside the country,
and democratic forces and ethnic nationalities to participate in and facilitate
this effort;

4. Cooperates with organizations and individuals who are attempting to get


military dictators indicted by the International Criminal Court; and
participate in their efforts for calling the UN Security Council to form a
Commission of Inquiry to investigate international crimes taking place in
Burma;

5. Decides to carry out the “Ending Impunity Burma Campaign” internationally


to end impunity enjoyed by the SPDC military generals after they have
committed crimes against humanity and war crimes;

The Forum of Burmese in Europe (F B E) represents a network 1 of Burmese communities across Europe and is advocating for
democracy, social justice and human rights in Burma. The FBE strongly rejects the military dictatorial rule in Burma and has
been working closely together with democratic forces around the world
6. Cooperates with the organizations which have been exerting efforts for the
emergence of a congress, comprising the national representatives from inside
Burma, border areas of Burma and in the international community, aiming to
overthrow the military dictatorship and restore democracy in Burma;

7. Supports the National League for Democracy which has resolved to stand
against a sham election to be held in 2010, based on the 2008 Constitution;

8. Calls on the National League for Democracy to focus political programs more
effectively than before;

9. Decides that the message, sent by U Win Tin (Hansawaddy) from the National
League for Democracy to the 15th conference of the Forum of Burmese in
Europe, would be put on record as well as take it as guideline for the
conference;

10. 16th FBE Conference will be held in Norway;

11. Forms a work team with the following persons to implement programs laid
down by the 15th FBE Conference:

The Forum of Burmese in Europe (F B E) represents a network 2 of Burmese communities across Europe and is advocating for
democracy, social justice and human rights in Burma. The FBE strongly rejects the military dictatorial rule in Burma and has
been working closely together with democratic forces around the world

13. Authorizes FBE work team to discuss and resolve financial affairs; and,

14. Forms a mission of FBE comprising the following persons in order to


implement the resolutions No. (4), (5) and (6):

(4) U Kyaw Thwin

Record:

1. Our thanks go to the Swedish Burmese Human Rights Association (SBHRA) and those
who took responsibility for food, accommodations and entertainments so that the 15th
FBE Conference could be held successfully.

2. Donation of U Kyaw Thwin, which is 10% profit from his fish business to FBE, is put
on record.
