OPOTAs top priority is making sure local law enforcement find both our instruction and our customer service first-rate. The academy offers more than 500 advanced law enforcement courses annually. In addition, a wide array of regional trainings are provided free of charge, and dozens of courses are available online. In all, enrollment in OPOTA offerings topped more than 35,000 in 2010. The academys reputation extends beyond Ohios borders, and OPOTA frequently attracts students from other states and even other countries. Students have traveled from Spain, Iraq, Italy, Canada, Colorado, California, Texas, Georgia, and elsewhere to attend courses. Today, we offer courses at our main campus in London and a nearby Tactical Training Center as well as at a satellite campus in Richfield. Plans also are under way to significantly increase the number of regional trainings OPOTA offers free of charge across the state. FACILITIES DESCRIPTION
OPOTA LONDON MAIN CAMPUS - includes a gymnasium, computer lab, running track, scenario house, weight & exercise room, cafeteria, seven classrooms, lounge, pool table and 44 dorm rooms; also located is the Technology Center and Scenario Building. TACTICAL TRAINING CENTER indoor/outdoor firing ranges, high speed driving track, simulator classroom, skid pad, motor pool, four classrooms, and break room. RICHFIELD CAMPUS auditorium, two classrooms, computer lab, and break room are available on site.
USE OF FACILITIES
LONDON MAIN CAMPUS - the gymnasium, computer facility, running track, library and fitness center are available for our guests to use. Restrictions may occur, if the area is being used to conduct training.
COURSE ATTENDANCE
CLASSES generally held from 8:00 a.m. 5:00 p.m. daily, unless otherwise noted. BREAKS - scheduled at the end of each instructional hour with 20 minute breaks at 10:00 a.m. and 3:00 p.m. LUNCH - usually one hour. PERSONAL ATTIRE for traditional classes students are expected to wear appropriate casual clothing.
COURSE CERTIFICATES
CERTIFICATE PRESENTATION certificates of completion are awarded at the conclusion of the course. They are given to individuals who have fulfilled course requirements. Ten percent or more absence constitutes failure. SUCCESSFULLY COMPLETED certificates issued with written performance and testing. PARTICIPATED IN certificates issued to students that have attended informational or seminar courses.

FIELD TRAINING OPOTA offers the option of academy staff instructors conducting courses at sites away from OPOTA facilities. One or more agencies may wish to have select courses presented locally. Such courses involve an OPOTA staff instructor either teaching or coordinating a course at facilities provided by the requesting agency. Course options are limited by length and type of training. Certain courses are not conducive to field presentations. Administrators or local training officers should contact the Assistant Executive Director of Advanced Training at 740-845-6300 for more information. EOPOTA In an effort to make training affordable and convenient, the Ohio Peace Officer Training Academy has established eOPOTA. eOPOTA is an online learning resource for criminal justice personnel providing training materials 24 hrs x 7 days a week. Learners can search for, enroll and take training in several categories. Subject areas include a forum for exchange of ideas among practitioners. Learners may also track personal training history and obtain transcripts of their participation. Feedback is encouraged, including referrals to training materials or programs that might be posted to the eOPOTA site. Additional information may be obtained by calling the eOPOTA administrator listed in the directory. We continue to expand the selection of courses offered on eOPOTA with interesting and valuable training. eOPOTA is accessible through the users Ohio Law Enforcement Gateway (OHLEG) log-in. New users will need to visit the Attorney Generals website at www.OhioAttorneyGeneral.gov, click on the OHLEG icon and click on Request Form for Access to Investigative Tools. Follow the instructions included on the form. OHIO LAW ENFORCEMENT GATEWAY (OHLEG) It is a top priority of the Attorney Generals Office to reach out to local public safety agencies to provide support and guidance for local crime fighting efforts. The Attorney Generals Office has made great advances to make sharing information among Ohio law enforcement agencies easier by creating OHLEG, the Ohio Law Enforcement Gateway, an electronic criminal justice information network. OHLEG is a secure, Web-based platform that provides law enforcement with a variety of investigative tools and training applications to help solve and prevent crimes. Since its launch in 2003, OHLEG has rapidly expanded and hundreds of Ohio law enforcement agencies have signed on to take advantage of its many crime-fighting features. OHLEG currently provides access to numerous law enforcement databases and tools, and includes a cross-database search engine and propriety records management system for agencies that cannot afford to purchase a commercial recordkeeping system. Numerous crime-fighting and intelligence sharing tools are made available through OHLEG, which has already garnered the attention of the United States Department of Justice as a project to be replicated on a national level. CRIMINAL JUSTICE UPDATE To keep law enforcement agencies atune to the latest news and information affecting their work, the Ohio Attorney Generals Office publishes an eight-page newsletter every other month. Criminal Justice Update provides details on court decisions and legislative actions that impact the law enforcement community, training and other services available from the Attorney Generals Office, upcoming events, trends and more. TODD W. CARELESS Todd W. Careless joined the OPOTA staff in 2006. He instructs the computer forensic and computer investigation courses at OPOTAs Richfield Campus. Careless came to OPOTA after 15 years with the Norwalk Police Department, where he served as a patrol officer, evidence technician, marijuana identification officer and computer forensic investigator. His certifications in computer forensics and the granting agencies include Evidence Recovery Specialist in a Digital Environment, OPOTA; Certified Forensic Computer Examiner, International Association of Computer Investigative Specialists (IACIS); GIAC Certified Forensics Analyst, SANS; and Access Data Certified Examiner, Access Data. He also is a member of the High Technology Crime Investigation Association and IACIS. KERRY E. CURTIS Kerry E. Curtis joined OPOTA as a full-time instructor in 2004. He has been with the Attorney Generals Office since 1989 eight years as an environmental investigator and seven years as a certification officer with the Ohio Peace Officer Training Commission. Curtis has an associate degree in law enforcement technology from Lima Technical College, a bachelors degree in criminal justice from Bowling Green State University and a masters degree in criminal justice administration from Tiffin University. Curtis primary responsibilities are teaching the 80-hour Instructor Training Course and homeland security courses. He also assists in firearms and driving courses. Curtis serves as a special deputy with sheriffs offices in Auglaize and
Madison counties.
DOUG DANIELS Doug Daniels joined OPOTA in 2000 as a full-time instructor. He previously served 23 years with the Greenfield Police Department, where he attained the rank of sergeant. His duties included patrol, investigations, juvenile and school truancy, shift supervisor, bike patrol supervisor/officer and in-service instructor. His teaching responsibilities include firearms, officer survival, chemical agents and patrol tactics. He is a multi-certified OPOTC instructor and basic commander in Basic Peace Officer Training. Daniels has taught in numerous academies in Ohio and instructed several court officer courses in other states. Daniels served on a Bailiff Curriculum Committee and a Use of Force Committee and is recognized as a subject matter expert by OPOTC in several law enforcement disciplines. Daniels is a member of the International Law Enforcement Educators and Trainers Association (ILEETA) and the International Association of Law Enforcement Firearms Instructors (IALEFI). He has taught at three IALEFI annual training conferences and one regional conference. Daniels serves as a special deputy with the Madison County Sheriff s Office. RON DAVITT Ron Davitt joined the OPOTA staff in 2008 after serving 16 years with the Steubenville, Reynoldsburg and Columbus Regional Airport Authority police departments. During his time with those departments, he served as a field training officer, training coordinator, union director and as a member of the honor guard, SWAT team and bike patrol.
JEFF A. EGGLESTON Jeff A. Eggleston oversees the academys driving programs. He began his law enforcement career in 1979, serving as a military police officer with the Marine Corps. He also served with the Urbana Police Department as a patrol officer, range officer and baton instructor. Eggleston owned driving schools in Urbana and Marysville and in 1990 joined the Marysville Police Department, where he has served as a patrol officer, range officer and in-service driving instructor. Eggleston has instructed and supervised numerous academy classes, including Defensive and Pursuit Driving; Patrol; Stops and Approaches; Traffic Enforcement Technologies; and Firearms. He was certified as a secondary career technical instructor through the University of Toledo and holds a bachelors degree in business administration from Mount Vernon Nazarene University. Eggleston has presented at the National Conference of High Schools that Work and was a law enforcement instructor with Tri-Rivers Career Center until 2003. Eggleston has completed the advanced driving instructor program offered by the Maryland Corrections and Police Training Commission, Precision Immobilization Techniques Instructor Course at the Fairfax County Virginia Police Academy, Off-Road Emergency Vehicle Operations Instructor Course in Hollister, Calif., and the Vehicle Ambush Countermeasures Course at the Federal Law Enforcement Training Center (FLETC). Eggleston also has served as a curriculum review committee member with FLETC. He is a member of ALERT and ILEETA. Jeff has worked as an expert in the field of Law Enforcement Vehicle Operations and has consulted on track facility design. He is a 2006 recipient of the Attorney Generals Innovation and Excellence Award and serves as an auxiliary officer with the Marysville Division of Police. JOHN E. FOY John E. Foy served for 14 years with the Belmont County Sheriff s Office prior to joining the OPOTA instructional staff in 1985. Foy earned a bachelors degree from Mount Union College in 1972. Foys training responsibilities at OPOTA include firearms, tactical weapons, specialty munitions and special operations. Foy became a firearms instructor in 1974 at the Belmont County Sheriff s Office, where he also served as a trainer, investigator and supervisor. He held the rank of lieutenant at the time of his departure. Since joining OPOTA, Foy has completed training with the Ohio National Guard; the Armor Holdings Training Division; Singleton International; Gunnery Sgt. Carlos N. Hathcock II, a retired Marine; the HK International Training Division; the Remington Law Enforcement Training Division; Sig-Sauer; Glock and Ruger Armorers courses; the Miami-Dade Special Response Team Training Section; the Practical Shooting Academy; and the National Rifle Association. He is active in the NRA, the National Tactical Officers Association, the American Gunsmithing Association, the National Muzzle Loading Rifle Association, the Ohio Gun Collectors Association, the Fraternal Order of Police, the Law Enforcement Alliance of America, the International Defensive Pistol Association and the International Association of Law Enforcement Firearms Instructors. Foy received the Attorney Generals Spirit Award in 2007. Foy holds a deputy sheriff s appointment with the Madison County Sheriff s Department.

JOHN P. GREEN Currently a legal instructor at OPOTA, John P. Green previously was an assistant county prosecutor in Summit County, where he specialized in drug and gang prosecutions. He also has extensive experience as a police officer in Steubenville. Green graduated from West Liberty State College with a bachelors degree in criminal justice and the Duquesne University School of Law.
DRAKE OLDHAM Drake Oldham began his law enforcement career in 1997 with the Cuyahoga Falls Police Department, where he was assigned to the Patrol Division, the Special Response Team and the Training Unit. He has been a full-time instructor for the last five years, and he continues to work as a patrol officer part time. Oldham has a bachelors degree in sociology/criminology from Ohio University. He coordinates and instructs numerous training courses at the Richfield Campus. He specializes in firearms and tactical operations.
DAVID A. PETERS David A. Peters retired as a lieutenant from the Ohio State Highway Patrol and joined the OPOTA staff as a full-time instructor in 1997. Peters teaches and coordinates the traffic and patrol programs, including DUI enforcement, electronic speed measuring devices, crash investigation and commercial motor vehicle classes. Peters graduated from Columbus State Community College, where he earned an associates degree in business management. He has taught for the National Highway Traffic Safety Administration and is certified by the Institute of Police Technology and Management as a crash reconstructionist.
LYNNETTE RODRIGUE Lynnette Rodrigue joined the OPOTA staff in 2009. She has 24 years of law enforcement experience. She has worked at Wittenberg University as a police officer, Clark State Community College as chief of police and lieutenant and Antioch College as a deputy sheriff. Lynnette has a masters degree in technical education, a bachelors degree in criminal justice and an associates degree in criminal justice technology. Rodrigue taught as an adjunct faculty member for Clark State Community Colleges two-year Criminal Justice Program and the Basic Police Academy. She also is certified as a police academy commander.
RONALD D. THAYER Ronald D. Thayer retired from the Montgomery County Sheriff s Office and joined the OPOTA staff as a guest instructor in 2004. Thayer became a full-time instructor in 2008. He teaches and coordinates courses in traffic crash investigation and commercial vehicle investigation and enforcement. Thayer graduated from Sinclair Community College in Dayton with an associates degree in criminal justice. He is a member of several traffic accident professional organizations, including INCR, NAPRS, ARC, ALERT and IATAI. He is a certified and accredited Traffic Crash Reconstructionist. Ron has instructed courses in traffic enforcement and traffic crash investigation throughout Ohio since 1998. WAYNE K. WIGGINS Wayne K. Wiggins came to OPOTA in 1988 from the Cuyahoga Metropolitan Housing Authority Police Department, where he served as a patrol officer. Wiggins is responsible for the facilitation of investigation, patrol and juvenile justice programs. He also coordinates the DARE program, the Victims Advocacy Academy and all teleconferences. He is a 1998 graduate of the Northwestern University School of Police Staff and Command. Wiggins also is a special deputy with the Madison County Sheriff s Office.
JERRY ZACHARIAS Jerry Zacharias joined the OPOTA staff in 2008. He previously served 15 years with the Marion City Police Department in the patrol division and as a member of the department Special Response Team. He taught self-defense tactics and firearms at Marion Technical Colleges Basic Police Academy. He also completed a civilian police training mission in Iraq in 2005. Zacharias earned a bachelors from The Ohio State University in 2008. He has attended advanced training at OPOTA, FLETC and the H&K International Training Division. He is currently a member in good standing with the International Association of Law Enforcement Firearms Instructors.

This two-day hands-on course is an introduction to the Linux operating system. This system is for data recovery specialists or cybercrime investigators who want to use Linux for forensic imaging or examination. Students will learn about various Linux distributions and install both hard disk and Live CD systems during the class. Topics include Linux partitions, file systems, navigation, mounting discs, basic commands and switches. This eight-hour course provides an awareness of drug identification and field testing. It begins with the physiology of drugs and their effects on the body and covers forms of controlled substances, manufacturing and packaging methods. The student will get an opportunity to develope a mental mind set that assists in critical thinking during a stressful encounter. TACTICAL DRIVING
This advanced five-day course is dedicated to providing students with the concepts, skills and behaviors unique to the emergency response situation. Students will be trained and tested on numerous steering and braking applications, line-of-travel driving, cornering methods, route selection considerations, etc. Additionally, students are trained in legal aspects of law enforcement driving along with the human factors involved in responding to emergencies. The student will participate in actual pursuit driving scenarios. Nighttime driving exercises are required, usually scheduled for the fourth day of class. The student will use an OPOTA police vehicle equipped with added safety features to perform dynamic and advanced practical exercises. Students may be asked to assist with movement and placement of cones and set up of events. Foul weather and hot weather equipment is recommended. All students should bring a copy of their departmental pursuit and emergency response policy. Some instruction may be provided by instructors in-training, under supervision.
NOTE: This course is not recommended for remedial or corrective driving students. It is recommended that all attendees be in good physical condition. Helmets will be provided; however, students may bring their own DOTcertified helmet if desired. All students must bring a current drivers/operators license. This three-week program prepares the instructor candidate to teach the Police Motorcycle Operator Training course. This first week of the course familiarizes the student with set-up and instruction of the basic practical exercises, reviews adult education applications, and provides opportunities to be critics on instructional technique. This five-day course is designed to provide students with the knowledge and skills necessary to teach a traffic stops program to in-service personnel and/or basic academy cadets. Classroom time will be devoted to an overview of tactics and discussion of current case law and Ohio Revised Code as it pertains to common traffic stop encounters. Time will also be used to cover teaching philosophies and techniques. Traffic stop scenarios will be performed with actual vehicles/roll players and using firearms/driving simulators. The curriculum mirrors instruction of the basic academy program. Students will be required to assist with instruction of a Basic Traffic Stops course during the last three days of class. The focus of the course is in teaching the program rather than performing the techniques as students.
NOTE: It is recommended that students attend a three-day basic traffic stops program or equivalent prior to attendance in this course. This is an instructor-level course. After completion of the required courses, applicants may submit a letter of request for certification with copies of OPOTA certificates of completion as noted above. Upon verification of completion of the course requirements, the applicant is issued a Master Criminal Investigator certificate. Generally, only OPOTA-sponsored courses are accepted. However, during the verification process, each certificate is evaluated on a case by case basis. Previous OPOTA courses taken are evaluated on an individual basis. Until December 31, 2008, students who have completed the former OPOTA 120-hour Criminal Investigation program receive credit for the following core courses: Core Criminal Investigation, Sex Crimes Investigation, Death Investigation, Photography for Investigators, Drug Identification & Field Testing (120 hours total). After December 31, 2008, the former Criminal Investigation course is no longer be credited toward the Master Criminal Investigator Track program. Basic Photography has been replaced by Photography for Investigators in the core portion of the program. Basic Photography is now an elective. Students who have registered for Basic Photography prior to December 31, 2007 receive credit for the Photography for Investigators portion of the core program. EMERGENCY VEHICLE RESPONSE AND PURSUIT DRIVING MAKING GOOD DECISIONS SIMULATOR
This one-day course uses state-of-the-art driving simulators to place the student in several virtual world-driving scenarios. During each scenario, the students ability to evaluate all factors involved and choose the appropriate driving response will be challenged. Studies have shown that crashes involving police vehicles occur at times because of poor decisions made under stress. DRUG IDENTIFICATION AND FIELD TESTING SEMINAR - 6 HOURS THEORY / 2 HOURS LAB
This eight-hour course provides an awareness of drug identification and field testing. It begins with the physiology of drugs and their effects on the body and covers forms of controlled substances, manufacturing and packaging methods. This course will prepare students to function as revolver instructors. Students should be skilled with and have a working knowledge of the semi-automatic pistol prior to attending this course. BASIC PHOTOGRAPHY
This five-day course is for law enforcement officers with little or no experience in photography. The overall goal of this course is to provide students with fundamental skills for producing quality photographs and for problem-solving difficult photographic situations. SURVIVAL SPANISH
Most often field officers may not have time to wait for an interpreter and must respond immediately in order to: 1) ensure safety for themselves and the safety of civilians, 2) maintain immediate control and order of a situation, 3) identify and pursue a suspect, 4) use dynamic entry during a search, and 5) provide general instructions. This two-day workshop on Basic Survival Spanish will provide law enforcement with basic terminology to give commands, obtain general information, and respond to immediate emergency situations while waiting for an interpreter to arrive at the scene or via telephone services.
NOTE: The workshop includes pronunciation and memorization of terminology and phrases, terminology related to insults, role play, and safety guidelines when using basic survival Spanish. The morning session will concentrate on Working with Interpreters. It includes real-life case analysis with interactive applications and instructive video materials. The workshop highlights case lay, Title VIs prohibition against national origin discrimination, and is conducted in a thought-provoking interactive manner. AGREEMENT: Registered enrollees who do not attend and do not cancel the registration four business days prior to the course will be charged an administrative fee
equal to one-half the total course fee. The Ohio Peace Officer Training Academy will provide instruction in the course under competent instructors and assumes no responsibility other than the opportunity to learn under supervision. The Ohio Peace Officer Training Academy, the Ohio Peace Officer Training Commission, and the Office of the Attorney General are hereby relieved of all liability. All courses are subject to cancellation. Enrollment in a course constitutes an acceptance of this agreement and the conditions stated.
