Dear Board of Supervisors and Planning Commission,

I am writing in reference to the proposed “Re-Store ‘N Station project” on Route 250 in Crozet. My name is Tom Goeke, my
family and I live on Hillsboro Lane in Crozet. Our home is at the intersection of Route 250 and Hillsboro Lane. This is an
intersection that is already unsafe and will be further impacted by this project.

The commentary and battle about this project is not anti- competition, as it has been claimed by the applicant…we already have
several gas station/convenience stores within a couple mile radius. This is about scale/size and what that impact will have on
traffic, safety, its proximity to schools, water usage, clean air, noise levels to surrounding properties, property values and the
rights of Freetown residents to clean water.

I have concentrated on the water usage as it pertains to this project. The logic for water usage, which has been presented by the
applicant to date, Water/sq ft, is not what drives water usage. What drives water usage is the number of trips to the fuel pumps
and to the convenience store.

I am not a transportation engineer ,nor a geologist so I have had to find the necessary information to arrive at a conclusion. I have
used county ITE journals, I have spoken with Convenience Store and Gas Station owners, I have followed the procedures used by
VDOT and have conferred with Competent Hydrology experts. The trip generation data I have used comes from the “Institute of
Transportation Engineers (ITE) trip generation data. ITE studies are available at the County building and are the standard for
VDOT.

The applicant was the former owner/operator of the Brownsville Market and has taken his knowledge from many years of
operation and built a better mouse trap; ”state of the art, modern, Convenience Store and Gas Station”. This location will have 16
fueling positions, better parking arrangement with significantly more parking spaces, better highway access, sizing and amenity
to attract interstate traffic, better truck and trailer access and exit, 2,000 sq ft more of retail convenience store floor space and a
future expansion of some 6,000 plus sq ft of mixed use office space. With this magnitude the applicant insists that this monster
will use essentially a couple hundred more gallons of water per day…ridicules. As I said I am not a traffic engineer but have
applied the principles from VDOT and used other similar business references to establish water usage.

This information was presented at the last Planning Commission meeting when the Planning Commission denied a SUP based on
the information provided by the applicant. The Planning Commission summarized the areas of concern; water usage, ground
water recharge (of which is already influenced by drought conditions), runoff water quality and the impact of the projected water
usage on the water wells currently in service in the Freetown community which neighbors this project. To date, to my knowledge,
none of these matters have been addressed. All of these matters can be addressed properly with appropriate testing and
assignment of responsibility and liability to the applicant.

The attached information is what I have been able to determine as estimated water usage for this project based on trip generation
data and water consumption from like establishments. A great example of this would be Bellair Market (usage of 1,366 gallons
per day) with 6 filling positions, this would equate to water usage for Re-Store ‘N Station with 16 filling positions of ~ 3,650
GPD.

This project is oversized for the locality, it impacts and infringes on the rights of the Freetown neighborhood (especially their
right to adequate water) and the water consumption will significantly exceed that proposed by the applicant and be in excess of
what is permitted, 1,624 GPD. This project warrants a Traffic Study, for peak and total traffic, and a full Hydrology Study as
mentioned above and as earlier recommended by the Planning Commission.

Thanks you for your time and review. This project should be rejected on the basis of its last submittal. If a new submittal is made
by September 20, 2010 with a different size/scale I will repeat this exercise for your review.
