CCPRC builds first public pool

T
he Charleston County Park and Recreation Commission
(CCPRC) broke ground on a pool construction project in
Hollywood on Wednesday, Aug. 29. The complex will be
called the West County Aquatic Center and will be located near
the new Hollywood Town Center off Highway 165.
The pool will be named in honor of Genesis Holmes, a local
who drowned in Hollywood in 2014. The $3 million complex
is expected to open in spring of 2019, with funding provided

by CCPRC. The Parklands Foundation, a nonprofit arm of
CCPRC, is raising funds to support programming at the site
through its Genesis Project.
The Genesis Pool will have a capacity of 128 people, and will
serve an estimated 10,000 people each season in the Hollywood/
Baptist Hill area and surrounding communities. It is a 25-yard-

S
tuart Williams has a gift for finance,
but his passion has always been
the environment. The UK citizen
made his career in Europe’s banking
industry with a focus on what he calls,
“effective, causative change,” regarding
environmental conservation. He moved
to Kiawah from New York 6 years ago,
determined to duplicate the success of a
program that evolved over time.
“In the mid-eighties, one of my longest
standing friends, whose father was a
billionaire, and I started doing large scale
environmental conservation projects in
Europe. After about 2 years of this, her
father challenged us to really drive more
human and social impact. The mandate
to us; if we couldn’t do it, there wouldn’t
be funding for our conservation efforts,”
recounted Williams.
The duo met the challenge by embedding
social change architecture, sustainability,
and socially responsible investing with
environmental conservation. While these
technical terms may sound abstract, “it
worked exponentially. My friend was
speaking at a conference in Norway
[about our efforts] in the late 80’s and an
audience member said it was like ‘a whole
systems approach,’” Williams said.
He opened Strategic Research Institute
in 1991 and met Suzanne Davis. They
realized the possibilities and developed a
program called “Making a Profit While
Making a Difference.” He ran with the
idea, and began challenging global heads

Kulick congratulated the Sea Level Rise
Committee on the work, analysis and
research they conducted to compile the
report to be presented at this meeting. She
then expressed concern over what she called
a “violation to the Freedom of Information
Act,” by the Town Administrator and the
Mayor in refusing to release the Sea Level
Rise Committee report prior to today’s
meeting. Her final question was if the
Mayor and Councilmembers intend to
run for re-election. They all declined to
answer.
Mayor Weaver defended the decision
not to release the report prior to today by
stating, “I felt it best that we not publicly
release the document until the Town
Councilmembers themselves and also
the other entities like the Community
Association and ARB had a chance to see
it.”
Two presentations were then given,
the first from Town Planner, John Taylor
who updated Council on the CHATS
(Charleston Area Transportation Study)
team. CHATS compiled a ranking list of
projects including the proposed Sea Island
Parkway, that came in at number 60 out
of mid-block, widening improvement
projects and the Maybank and River
Rd. intersection which ranked 26 and
the Betsy Kerrison and Bohicket Rd.
intersection which ranked 37 out of a list
of 43 intersection improvements.
The CHATS project serves the
tri-county area with a long-range
transportation plan, (2040). Now that
projects have been prioritized, the next
steps include drafting a document plan
that includes financial expectations and
then reviewing and approving it. There
was some discussion among Council
about expressing opinions and the
ability, (or lack thereof) to influence
infrastructure priorities. No action was
taken by Council.
The Mayor introduced the second
presentation by acknowledging and
appreciating the year and a half of work
that has gone into the Sea Level Rise
report. He stated that no action would
be taken by Council. Future meetings
between the Town, KICA Board and
ARB to discuss the content of the report
would be scheduled.
Councilmember Diane Mezzanotte
recognized the highly qualified members of
the Environmental Committee including
Dr. John Lefler, who Chaired the Sea
Level Rise Committee. All meetings were
open to the public and meeting minutes
were published. Mezzanotte stated the
intention of the report is to equip the
community leaders to be proactive and not
reactive to the impending circumstances,
and to protect property owners through
future decision-making.
The Committee planned around the
intermediate-high scenario, which is
1.5-2.5 feet of additional sea level rise over
the next 30-50 years, the same scenario that
is being used by the City of Charleston for
their planning purposes. The report will
need to be updated and maintained, as the
scientific data is refreshed every 4 years.
The report examines several flooding
events that may contribute to sea level rise
including rain induced flooding, tidal or
nuisance flooding and storm surge, which
is a temporary elevation of sea level for an
indeterminate amount of time that may
spread over hundreds of square miles.
The complete report addresses causes,
concerns and recommendations and is
available online at kiawahisland.org.
Mayor Weaver expressed no doubt that
sea level rise is an issue for communities
up and down the coast and feels confident
that Kiawah has some conclusions and
recommendations that they can, “really
get our arms around.”
There was no old business, so Council
moved on to new business, which began
with the first reading of Ordinance

Seabrook Island Town Council
M
ayor Ron Ciancio says he
is heartened by the level of
engagement exhibited by
Seabrook residents of late, even at the
expense of shorter meetings. The trend
continued, with council chambers
brimming with attendees for Seabrook’s
August Town Council (SITC) meeting.
Following the dispatch of parliamentary
obligations, Ciancio updated residents on
the Town’s finances.
Seabrook has amassed just shy of $5
million in reserves, which is $300,000
better than this point last year, said the
Mayor. The comment came ahead of
declaring revenues for the month of July
at $65,000 below projections. SITC has
historically been spot on in knowing
the amount of income they expect, but
anticipating when the check will arrive
is another matter. Although the town
remains $90,000 in the black for the year,
the mayor made a point of confirming
with Town Clerk Faye Allbritton that
checks for both business and telecom
licenses were on their way. Expenses for
July were also below budget by $16,000,
and the bit of positive news made the
perfect segue for a presentation by the
Town’s auditor.
Erik Glaser arrived a smidge late to
the meeting, which left no time for his
renowned “accountant’s humor.” He got
straight to the business of heaping praise
on SITC/staff for their transparency and
text book balance sheets in issuing his
“clean opinion,” [industry-speak for; ‘as
good as it gets’] of Seabrook’s finances.
He said the Town was in very good shape.
“Most towns are in the red or living
paycheck to paycheck, but Seabrook has 4
years of reserves on hand,” he added. The
abundance, Glaser said, facilitates capital
improvements including drainage repairs
along Seabrook Island Rd. This reporter
lost count of how many times Glaser used
the term “good stewards/stewardship,”
when talking about SITC. “Nothing but
cooperation and quick responses,” he
concluded.

Committee, saying they were collecting
and weighing topics to discuss in 2019.

The Public Safety Committee met earlier
in the month with a focus on earthquakes.
Planned communication mediums
for seismic events include; Tidelines,
the code-red system, and e-blasts. The
group is also working on documenting
guidelines for such events along with
provisions for securing propane supplies
and getting the staff back to the island.
The finished product will be incorporated
into the comprehensive emergency plan
and available through the Town.
Gregg concluded his remarks by saying
the Federal Emergency Management
Agency (FEMA) had approved another
$33,000 tranche for Seabrook, $23,000 of
which is headed for the Seabrook Island
Utility (SIU).
Councilmember John Wells made short
work of his report. He said construction
on Seabrook Island Rd. would begin
shortly. He concluded his report by saying
Seabrook’s dolphin study was wrapping
up and that metrics would be available for
review by next month’s council meeting.
Councilmember Jeri Finke reported
attending a meeting of the Berkeley-
Charleston-Dorchester Council
of Governments (BCDCOG) as a
representative of SITC. She seemed to
think SITC’s participation was important
not because topics discussed at the
meeting were germane to Seabrook, but
because they weren’t. “They discussed
parking and transportation… We aren’t
even on their radar,” she said.
The Mayor began his portion of the
meeting with the decade old issue of 1126
Ocean Forest. SITC won a year’s long
wrestling match with ‘the bureaucracy’
last summer, which included the right to
demolish the property. They granted John
Matney the chance to renovate instead,
but demanded a hefty bond to guarantee
specified improvements. Failure to meet
specified deadlines would result in fines,
which Matney and Osprey Construction
had avoided until now.
Claiming the re-design and structural
analysis had taken longer than anticipated,
the new owners were asking for a 6-month
extension. The request didn’t seem to be a
lock as the Mayor sternly asked if the new
date in March 2019 would be met.
He and the rest of Council ultimately
accepted Osprey’s assurances, and the
measure passed unanimously. The
Mayor also won approval of an $18,000
expenditure for landscaping along
Seabrook Island Rd.
Town Administrator Joe Cronin
received approval for a contract with
Bear Cloud Software (BCS). The
$2,500 annual expenditure will provide
a means of tracking short term rentals
on the island. Staff will use it to verify
compliance with SITC’s business license
ordinance. There were plenty of questions.
One Seabrook resident asked if SITC
was looking at additional components of
the software as a hedge against what she
has witnessed; over-occupancy, parking
violations, and general disregard for the
sovereignty of Seabrook residents. SITC
is content to see what BCS was all about
before adding modules, and the measure
passed as written.
Attention then turned to a discussion
of the plan for construction of the senior
living center behind Freshfields, and
along Seabrook Island Rd. The reason for
excellent civic engagement became clear.
There was lengthy, interactive discussion
and the Mayor, famed for the brevity of
his meetings, took his time and fully and
individually addressed a raft of questions
on the proposal. He seemed resigned to
the project but left attendees certain he
was keeping his powder dry, and would
defend Seabrook’s interests as best he
could.
Cronin resumed the tiller, and detailed
the improvements made to Town Hall;
new paint, new seams, and a shiny new
digital recording system welcoming SITC
to the 21st century with the comment,
“no more cassettes.” He concluded his
report by saying SITC had received
250 comments on a draft of the Town’s
comprehensive plan, and warned the
comment period was wrapping up.
SIU didn’t make quite as much money
as Jim Bannwart hoped in July. Abundant
rainfall reduced irrigation demand for the
month, which means less fresh water sold,
he explained. The Department of Health
and Environmental Control (DHEC) has
agreed to allow SIU to draw more water
from Seabrook’s deep well. Although the
amount of water permitted is less than
originally requested by SIU, it is more
than what DHEC had suggested. Finally
in a good news/bad example, Bannwart
said all 4 backup generators were online,
but filling them with fuel contributed to
July’s shortfall.
There were 4 measures for first reading
on the agenda:
Ordinance 2018-06, rezoned 2460
Seabrook Island Rd. as a conservation
easement, and passed unanimously. Finke
abstained from the vote, and there was no
debate on the measure.
Ordinance 2018-07 clarified Seabrook’s
leash law. SITC said it consulted with
residents including members of the pet
friendly Sea Dogs group, and determined
electronic collars would be prohibited.
Some debate ensued with one resident
insisting the devices are just as effective
as physical collars. The Mayor agreed to
discuss the matter in more detail before
the second reading, but the measure
passed as written.
Ordinance 2018-08 is a measure
designed to strengthen fishing restrictions,
and empower beach patrol to protect the
public from untended lines or fishing too
close to recreation areas. The measure
passed unanimously.
Ordinance 2018-09 is a measure
designed to define what materials can be
used for “fences." SITC code prohibited
some materials the Community
Association’s Architectural Review
Committee didn’t. The ordinance will
sync the two definitions, and passed
without debate.
Citizen’s comments began anew with
more discussion of the senior living center,
leash laws, etc. Everyone seems to know
each other on Seabrook, so participants
didn’t bother introducing themselves, but
kudos for civic engagement.
There being no further business, the
meeting was adjourned. The next regular
meeting is scheduled for Tuesday, Sept. 25
at 2:30 p.m.

long outdoor pool, with areas at a depth
of 3 to 4 feet, and featuring 6 to 8lanes for
lap swimming. Lifeguards will be on duty
at the pool. Programming will include
swimming lessons and summer camps.
The West County Aquatic Center
will offer the first public pool in the
Hollywood area. According to a report
from the Center for Disease Control and
Prevention, 10 people die every day from
unintentional drowning. Of these, two
are aged 14 or younger.
“Drowning is a real problem in the
rural communities of Charleston County,
and access to public pools in these areas
is mostly nonexistent,” said CCPRC
Executive Director David Bennett.
“Bringing swimming instruction directly
to these areas is a big step towards
preventing drowning. The town of
Hollywood is the perfect location to
build our first pool, and we are thrilled
to soon be able to offer these residents the
opportunity to learn to swim.”
This will be the first public pool
operated by CCPRC; however, the agency
does own and operate 3 lifeguarded
waterparks and 3 ocean access parks
throughout the county. CCPRC also
currently operates a portable pool, which
rotates between camps in rural areas
throughout the summer for swimming
instruction for an estimated 300 youth
campers.

funding of programming at the pool by

of state, the CEO’s of the world largest
corporations, and owners/managers of
world’s largest asset pools: “Make as
much money as you want, but don’t do it
at the expense of the environment. That’s
step one. Once you’re there, we start
looking ways to make a positive impact
in segments of humanity. People thought
I was completely crazy,” Williams said.
However, the idea of ‘impact investing’
took shape despite Williams’ running,
and then selling his business.
Free of the work-a-day world, Williams
continued to travel with the mission of
finding out what it was like to be really
poor, and to find the choke points to
improving conditions. He met with the
residents of disenfranchised communities,
separating by age etc., and deliberately
leaving community leaders out of initial
meeting. The results were identical
regardless of how interview subjects were
combined; economic vibrancy is essential.
“What we realized is that outside help,
throwing money at the problem, wouldn’t
work. The cavalry was not coming, and
that the people in the community had
to do it. So we designed programs to
help them develop their own economic
vibrancy… The bottom line; we have to
give them the education, tools, contacts
and where appropriate, capitol to build
their own ‘for profit’ businesses,” said
Williams. His new Charleston based
company does exactly that.
Impact Ecosystem Architects (IEA)
builds organizations you can help with/
invest in, or they will facilitate your
idea in exchange for a consulting fee
and a fraction of any profits. They
help “businesses, investors, impact
entrepreneurs, students, families, not-for-
profits, and municipalities make greater
financial returns, while making greater
social and environmental differences,”
says their website. Selecting the consulting
route means 25% of their fees go directly
to the College of Charleston (CofC),
where Williams is an adjunct professor.
“I teach a ‘for credit’ class each
semester to undergrads on how to make a
difference [while making a profit] 2 days/
week at CofC. You have to apply for the
class, and it’s very competitive so we get
the best and the brightest. Every week one
of the teams pitches an idea based on the
UN’s Sustainable Development Goals. At
the end of the semester we have a ‘pitch
off’ and the 3 best ideas split $10,000
to get their business started. It’s the
most popular class at CofC right now,”
Williams said.
The impact entrepreneurial spirit isn’t
just limited to undergrads either.
Adults are welcome to attend and
participate in any of several IEA events.
The Impact Challenge, for example, is
scheduled for Sept. 20 from 5:50–7 p.m.

I
t’s that time again! No, not Labor Day
weekend, not Columbus Day weekend
or Halloween, but what has been the
worst of the Hurricane season after Labor
Day on the Sea Islands! Remember the
last two years? “Mother Nature” wasn’t
playing around with us and we were
required to evacuate two years ago and
many evacuated last year.
Well, our need to survive may be put to
the test soon. Are we ready? You may have
heard or read all of the recommendations
by local experts during the last three
months. If not, here are some tips from
SC Emergency Management Division
(SCEMD).
You may get the Emergency Manager
Mobile App for free in the Apple App
Store and on Google Play. This app is a
resource for what we need before, during
real-time information that users need in
the event of any natural or man-made
disaster, including hurricanes, floods,
winter storms and earthquakes.
Residents may download the 14 page
SCEMD 2018 South Carolina Hurricane
Guide. To access the guide online, you
may go to SCEMD.org/stay-informed/
publications/hurricane-guide. According
to the SCEMD Director, Kim Stenson,
“Have a plan. Make it personal”.
For me, the plan is to pack up important
papers, medications/ prescriptions, clothes,
some canned food and gallons of water, get
in my jeep and leave several days before
the hurricane is predicted to hit and have a
good time wherever I end up.

Island in 2015. The area has been a great
place for her to enjoy some of her favorite
past time activities like taking nature
walks and volunteering. She also loves
reading and taking care of her cats when
she is not giving back to her community.
Jones began volunteering with Respite
Care Charleston several years ago. She
spends every Tuesday helping out at
RCC’s Johns Island site. She interacts
with program participants and helps
engage them in social activities. Jones
says that she loves, “forming relationships
and connecting with the participants so
their caregivers can have more free time.”
She not only gives the family caregivers a
break, but she also helps bring MORE.

“Y
ou want to go WHERE?” my two sisters and I
asked our mother when she suggested another
girl’s trip. “You could choose anywhere. Paris is
nice this time of year! Why Columbus, Indiana??”
“But it’s been my dream to go there,” she insisted.
Truly we’d follow her anywhere and so the four of us
drove from Indianapolis through miles of cornfields to
this town of 45,000.
“Everyone has their arm around someone,” my sister
Lila noticed as we dined at Henry’s Social Club. This
was our first indication that Columbus was realizing the
dream of one of its benefactors, J. Irwin Miller who said,
“What is built reflects what a city thinks of itself and
what it hopes to be”. What he wanted Columbus to be
and what it has become is an improbable architectural
Mecca that has fostered a creative, friendly community.
As the CEO of Cummins Engine, he initiated a program
to pay architects’ fees resulting in a city full of celebrated
designs by notables such as Eero Saarinen, Harry Weese,
Kevin Roche, and I.M. Pei.
Beginning in 1957, Cummins Engine’s largesse
spurred the development of over 80 buildings, landscapes
and public works or art by internationally known
designers. Mr. Miller wanted buildings that were “not
monuments to architect’s egos,” but would instead
transform the texture of the resident’s daily lives. Today
almost 20 unique schools whose designs were inspired by

such things as gerbil runs, silos, farmhouses, a tannery
and bridges are the cornerstone of the town’s modernist
designs.
“Mediocrity is expensive,” Mr. Miller decreed. If you
take one of the very popular bus tours as we did, you can
see several of the iconic buildings in town including The
North Christian Church designed by Eero Saarinen. His
soaring design is built around a spire “because the spire
is a marvelous symbol of reaching upward to God,” he
said. An oculus at the top focuses dramatic light onto the
communion table. A massive pipe organ is a sculptural
centerpiece. Famous artists such as Chihuly, Henry
Moore and Martin Beach have added sculptures to parks
and gathering places that contrast with the covered
bridges that dot the area.
Functional, striking designs even include several fire
stations and the AT&T Switching Station designed in
1978 by Paul Kennon. Its huge primary colored “organ
pipes” are not only a colorful accent, they are part of
the HVAC system and have become an iconic image
of the city’s modern architecture. Cummins’ corporate
headquarters, which takes up several downtown blocks
is a zigzag design in a park-like setting conceived by
Kevin Roche and landscape designer Jack Curtis. It
features cast-in-place octagonal concrete columns with
infilled precast concrete spandrels and narrow windows
to provide noise and sun control, innovations when it was
designed in 1984. Roadtrips Charleston highlights interesting destinations

furniture designer moved to Columbus in 2009. “I felt
like I could really work from anywhere, and the thought
of my kids getting a chance to grow up in a place like
Columbus was and continues to be very appealing,” he
said. “It’s energizing to see the Henry Moore sculpture
at different times of day and catch a different view of an
Eero Saarinen project…I feel very fortunate to get to
interact with these places on a regular basis.”
In 2017 Nesci became the curator for Exhibit
Columbus, an annual celebration of architecture, art,
design and community that alternates programming
between symposium years and exhibit years. He walked
us down Washington Street to highlight some of the

15 temporary site-responsive installations, which were
designed by artists chosen from 5 international galleries
he’d invited to “spark new conversations about the power
of design”.
Outside the Rogers Library we climbed atop the
massive wooden sculpture Conversation Plinth and then
explored the wigwam-inspired construction Wiikiaami
that undulated down a walkway. Along the sidewalk, he
pointed out discrete interconnected seats, aptly named
Pause, placed intermittently to offer a place to stop and
get a new perspective.
Snarkitecture was designed to attract children down
a fun-filled alley and a popular colored fiber maze made
by high school students drew in pedestrians. “I wanted
the designers to dig deep into the city’s incredible design
and cultural history and make a design that would allow
visitors and residents alike to see Columbus in a new way.”
Vision and investment have had big payoffs. Economic
vitality has followed: stores report a three-fold sales
increase during Exhibit Columbus. The downtown is
revitalized and sprawl contained. Visitors fill tours year
round. Columbus’s motto “Unexpected, Unforgettable”
is apt. And so, as usual, mom was right. Columbus is a
dream destination. As Jonathan Nesci says, “Architecture
and design can make a difference and are doing so here.
That’s really powerful.”

and drawing them with the goal of creating
a compendium of all of the birds in the US.
Nearly 200 years later, the Italian painter
Hitnes embarked on a road trip to retrace
the America that Audubon traversed in the
making of “The Birds of America” (1827–39).
Traveling along Audubon’s routes, Hitnes
sketched and painted what he saw, creating
an updated visual documentation of the birds
Audubon painted. This body of work, along
with objects and ephemera collected along
the journey, will be on view at the Halsey
Institute beginning in August 2018.

ou may not be aware of it, but
September is Life Insurance
Awareness Month. Of course, you
probably recognize, at least in a general
sense, the importance of life insurance,
but do you know the various ways in
which it can help you?
Life insurance can play a sizable role
in your ability to achieve some important
financial goals, such as these:
Helping your family maintain its
lifestyle – If you are married and have
young children at home, you and your
spouse may need to work. If you were no
longer around and your earnings were
gone, could your family still afford to live
as they do now? Adequate life insurance
can help them preserve their lifestyle.
Helping your children continue their
education – Even if you weren’t planning
to foot the entire bill for your children’s
college education, you still might be
doing what you can, such as contributing
to a 529 education savings plan. If your
income was lost, could your family still
afford to continue these contributions?
With enough life insurance, you can
improve the chances that your children
will at least get some financial help for
college or vocational training.
Helping your survivors pay off
debts – Are all your debts paid off? If
not, you could be leaving your family on
the hook for some of them, such as credit
cards and car loans – not to mention your
mortgage. Also, as uncomfortable as it
may be to consider it, funeral and burial
costs can easily run into the thousands.

costly burdens.
Helping your spouse build resources
for retirement – It’s almost impossible
for most of us to save too much for
retirement. Your spouse may already have
some retirement accounts, such as a 401(k)
and an IRA, but will these be enough
to sustain a long retirement? Through
life insurance, you can potentially add
significant amounts to your spouse’s
retirement assets.
As we’ve seen, you can accomplish a lot
with life insurance. But how much do you
need?
If you want the appropriate amount of
coverage, you should consider a variety of
factors. How much do you earn? How much
does your spouse earn? How many children
do you have? How old are they? How much
do you owe on your home? By answering
these and other, similar questions, you can
arrive at a coverage level that’s suitable for your
needs. Also, keep in mind that those needs
will change. For example, if your children
are grown and you’ve downsized your living
arrangements, you may require less insurance
than at earlier times in your life.
Life Insurance Awareness Month is
a good time to remind yourself of the
importance of insurance and of the need to
own the correct amount. So, review your
coverage soon. After all, you can’t predict
the future, but you can still prepare for it.
